TYPHOID GERMS IN TANKS? Health Officer Beebe Resigns and Makes Startling Accusation—Are Tanks Unclean? Dr. J. L. Beebe, health officer, made a startling accusation concerning the uncleanliness of the water tanks at the powerhouse before the city trustees on Thursday evening, it being nothing less than that the sporadic cases of typhoid prevalent here for some time past are directly attributable to that source. The doctor was cautious in his statements, but said the city water was "suspicious," and advised an immediate cleansing of the tanks. His statement was called forth by a brief address to the trustees, in which Dr. Beebe tendered his resignation as health officer, after a service of a year and a half, owing to his inability to find time to fulfill its duties. He suggested the health office be placed under the police department, and that an active campaign against filth and disease-breeding germs of all kinds be at once undertaken. There was room for big improvement in the sanitary condition of our thoroughfares and rear alleys. He suggested that an inspection of all premises, back yards and vaults and cesspools be made at frequent intervals, and that compensation should be made by the city for such services. Moreover, he added, the citizens should enlist themselves in the crusade for cleanliness. Public meetings where these matters are discussed are potential elements in bringing about this sanitary reform. In some foreign cities not even a scrap of paper can be and Mr. Rothaermel agreed half the expense, the same to out later in water. He also asked concerning over the open cement ditches more and Olive streets main the water company. Speaking ditches, which he considersance and a detriment to his interests, he said that on Olive the ditch is 22 inches above the his curbing and sidewalk as es by the city engineer. On Street, at the corner of Olive, is 12 to 14 inches above the curbing, and in places on Street the bottom of the ditch inches above the top of the curbing. The pipe across Low street is two feet above his curb said he was expending $5000 in up the tract, and that several idences would soon be in erection. Mr. Rothaermel seems to have imate cause for complaint, board determined it could do in the premises. It seems that the ditch is a necessary adjunct gravity of the water way, while mile east and west on Sycamore If piped at any one point, therefore be piped the entire John Resh addressed the board presented a sketch for opening street running from Center northerly in the block bound and west by Palm and streets. The board also discuss him the propriety of opening street westerly from Palm the same tract. The edifice used as a house of worship Catholic church stands in fact opening, and the board discu propriety of taking up the removing it to another location. Mr. Resh said that while the of Chartres street would be age, yet in conversation He suggested that an inspection of all premises, back yards and vaults and cesspools be made at frequent intervals, and that compensation should be made by the city for such services. Moreover, he added, the citizens should enlist themselves in the crusade for cleanliness. Public meetings where these matters are discussed are potential elements in bringing about this sanitary reform. In some foreign cities not even a scrap of paper can be thrown into the streets. We should endeavor to emulate that policy here, and keep scraps of paper, banana peels and all other rubbish off the streets. He referred to an aggravated case of improper sewage which had been recently remedied, and urged that energetic steps be taken to clean up the municipality. Regarding the city's water supply, he pronounced it admirable, but charged that necessary steps had not been taken to clean the tanks, adding that in his opinion the cases of typhoid were directly traceable to that source. Engineer Lewis, who was present, on being asked when the tanks had been last cleaned, replied they had not been cleaned "in years," in fact, he said, they had not been cleaned since he had taken his position at the powerhouse six or seven years ago. The board directed that an immediate cleansing campaign be undertaken, and that each of the tanks be in turn given a thorough cleaning. Appointment of Dr. Beebe's successor was deferred until next meeting. A communication was received from a number of young men who offered their services to the city as members of a volunteer fire department. They are to receive nominal compensation, with extra allowance for service at fires. Herman Stern is to be captain of the department, and N. F. Steadman chief. The membership roll of the volunteer fire fighters comprise the following stalwart young men: W. T. Wallop, A. McAulay, R. L. Goble, J. L. Abbott, N. B. Tedford, J. P. Gibson, Herman Backs, Frank Tausch, C. F. Gelderman, H. A. Schneider, Herman Stock, A. A. Litten. The board passed the necessary orders for running eighteen-foot alleys east and west through the two city blocks bounded by Lemon, Chestnut, Chartres and Los Angeles streets. The alleys run midway through the blocks. Mr. Resh said that while the of Chartres street would be an age, yet in conversation with Father Dubbel he had been told the ground was desired for the tion of a new school building Dominican Sisters. The board Resh to bring in a blue print matter went over to the next The Pacific Coast Manufacturing company of Los Angeles sub-bond in $1474, for installing a new powerhouse. Official notices concerning this measure will be found in another column of this issue. Engineer Steward presented specifications for the cement curb line on Los Angeles street, from Sycamore street north, and from Santa Ana street south to Broad street. The curb is in all cases on property lines, and the committee on public improvements was delegated authority to interview owners and if possible procure deeds to the strips in question. Failing to procure the same amicably the board will immediately adopt legal measures compelling construction of the curbing. The board is determined to preserve the street at a uniform width of 49½ feet through its entire length, and property owners who are off their line will be compelled to move back to allow the car of progress to pass. C. E. Rothaermel appeared before the board asking for water connections with the city mains. He is opening up an extensive residence tract, grading and oiling newly opened streets, laying cement sidewalks and curbings. The board ordered the four-inch main on North Los Angeles street extended 200 feet north to Alberta street, and thence east as much of the 1128 feet petitioned for as will afford service to new residents now building on the tract. The cost of the pipe will be upward of $200, NOTICE OF PUBLIC WORK.
