Citrus Growers' Institute at Riverside
Arrangements are being made for a gathering of citrus growers at River-side during the latter part of January. Some of the questions which will be discussed will be:
What feature of orchard management, or after management of fruit, has produced the best results.
The relation of the citrus experiment station to the University of California.
The practical value of scientific work in commercial results.
What are the specific requirements for producing the largest proportion of fancy fruit?
What are the urgent practical problems to which the citrus experiment station should give early attention?
Proposed experiment work.
What methods of fertilizing orchards have produced the best results?
What definite progress has been made in fighting insects pests?
It is proposed to make this meeting one of the largest gatherings of citrus growers ever held in California, and representatives from all the citrus districts of the state are expected to be present.
The speakers will include Dr. Benjamin Ide Wheeler, Prof. E. J. Wickson, Prof. Ralph Smith, C. C. Chapman, R. C. Allen, C. C. Teague, J. W. Jeffrey, S. A. Pease, and others prominent in citrus culture.

The Panama Canal

The message was directed to congress and it will have its effect in backing up the requests of the president for all the money he needs in carrying on the work. It is also a message to the American people, bidding them to be of good cheer as the work on which they have set their hearts is going forward well and steadily. But not the least effect will it have is on the men who are doing the work in Panama. It will show that their chief is satisfied with their labors and as sures them that they have a man behind them who is full grown and notoriously a fighting man and one on whom they can rely for moral and material support so long as they do their work well and faithfully.
The message is welcome to the American people because of the endorsement of the work it contains. The president says:
"Of the success of the enterprise, I am as well convinced as one can be of any enterprise that is human. It is a stupendous work on which our fellow countrymen are engaged down there on the Isthmus, and while we should hold them to strict accountability for way in which they perform it, we should recognize with frank generosity the epic nature of the task on which they are engaged and its world-wide importance."
The message contains several important suggestions. The first is that a seven-headed commission is too clumsy and that there should be but one commissioner with heads of departments under him.
It is said that the employment of the best engineers in the country as consulting engineers should be expressly permitted.
If the composition of the commission is to remain unchanged, then the president says that Dr. Gorgas should be made one of the commissioners.
Finally it is recommended that several thousand Chinese laborers be sent to work in this area.

The president says he investigated a number of the honest criticisms and found without exception that they were either based on a misconception of the facts or that they referred to conditions that had changed or were being changed. But his condemnation of the slanderers that have been published against the canal were scathing. He says:
"With slanders of foreign origin I have no concern. But where they are from Americans I feel for them the heartiest contempt and indignation because in a spirit of wanton dishonesty and malice they are trying to hamper the greatest work of the kind ever attempted and are trying to bring to naught the efforts of their countrymen to put to the credit of America one of the giant feats of the age. The outrageous accusations of these slanderers constitute a gross libel on a body of public servants who for trained intelligence, expert ability, high character and devotion to duty have never been excelled anywhere."
Selection of Seed-Wheat

Would seem to be little necessitating the importance of wheat, yet the inquiries made of it as to the quantity of infestation which should be used to make admitted deficiencies is evident there still exist manyAdvocates use of such seed. And comparatively little attention to this matter of seed selection certainly indicated by the seed-wheat which have been by the university. Further, by prejudicial to the highest that there are numerous errors, held very tenaciously, as all points concerning seed-there is little doubt that much present condition of low yield is lack of attention to the reaction of first-class seed—the end is always the cheapest. If grade up our wheat we must same practice in cereal cultivation by the stock-breeding up his stock, using only types for purposes of reproduction that one of the greatest which has tended to reduce the heat in California is the egregor of constantly selecting best and shrunken grains for there is one thing that has exclusively demonstrated by the fully conducted experiments, in the superiority of product, quantity and quality, obtained selection of large and vigorous for seed. Developing California
All California and especially Southern California should be deeply and personally interested in the splendid work which has recently been inaugurated by the "Development Society of California." This work is no less than the raising of an immense fund, a full half million, it is hoped, to be expended in the thorough advertising of this section through the east and middle-west.
For some time the men who have been doing things on this coast have realized that the psychological monument was at hand to make good the disutory work that has been in hand for years looking toward the uplifting of what they knew to be the most favored portion of the globe. The beauties and advantages of the entire Pacific coast had been exploited from time to time in a fragmentary way and these efforts, unsatisfactory as they were, resulted in a development in both population and material wealth which was far beyond the brightest dreams of the most sanguine. The great north-west was early in discovering that all the old methods had been outgrown and Montana, Idaho, Oregon and Washington are now organizing and raising a fund of several hundreds of thousands of dollars to be used in exploiting themselves, and turning in their direction the tide which has set in toward the south-west. They will keep not only the beauties and the magnificent climate but the miraculous physical and commercial advantages of this whole section before the readers of these publications from one end of the year to the other, thereby adopting the motto of the men who have made immense fortunes out of advertising, "Keep everlastingly at it." There can be no question as to the result of such an advertising campaign, carried out as it will be by men who have made a business of advertising and who have won front rank in their business by getting the most possible out of every dollar invested.
This is the first time in the history of California that a really business-like method of advertising the state has been attempted and there can be no question as to the results. It will bring an army of pleasure, health and home-seekers which will dwarf all records of the past.
They will come not only for climate and recreation, but to people and till the unoccupied lands, open up new industries and swell the ranks of prosperous business men. All this means prosperity such as the state has never known and in it every man of this section is vitally interested.
