A Harrmann, assistant engineer of the Santa Fe railway company, appeared before the board asking that a change be made in a certain agreement between this company and the railway company as regards the time required for the completion of contract. The board explained to him the objections to making the requested change, and the contract was left without change. Moved by McLauchlin, seconded by Hale, that the secretary notify F. H. Bixby that his hogs and cattle are injuring the main canal and polluting the water, and that he must immediately attend to the matter. Report of the committee of management of the Durkee ranch was accepted and filed. The secretary was asked to produce and read the deed given in 1881 by Daniel Kraemer to the Anaheim Water company and covering what is known as the Kraemer reservoir. The deed was read, showing that the land itself does not belong to the A. U. W. Co., but that we own only a right to construct and maintain thereon a reservoir and the necessary ditches. Whereupon it was moved by McLauchlin, seconded by Bradford, that we accept the offer of S. Kraemer to give us $1000 for our rights therein, we, however, to retain the right of way for necessary ditches. The president and secretary were authorized to sign a deed in behalf of the company. A vote being called upon the foregoing proposition, resulted in Crowther Bradford, Gunderson, Hale and McLauchlin voting in the affirmative, and Sherwood voting in the negative. Kraemer did not vote upon the question. It was moved by Hale, seconded by Bradford, that the secretary send a communication to the joint litigation committee asking that the two boards of directors co-operate in the matter of making thorough and practical investigations up the river as to the best ways of developing and conserving water. Have received four hundred barrels of cement which has been stored at Richfield. Would also notify your board that the crops and information regarding it will assist in determining the more profitable course of farming to be folowed. This argument should appeal especially to those who pump water for irrigation, for the cost of pumping often leaves a very small net profit. In many instances, also, measurements have proven the existence of an excessive loss by seepage from ditches, and the loss, once discovered, has been properly remedied. Other advantages of equal value will result from a careful record of the ditch waters. Republicans Sweep Orange County Continued from Page 1 GILLETT ELECTED GOVERNOR. Returns from all parts of the state indicate the election of James N. Gillett by 35,000 plurality. The entire state ticket and the eight congressmen are also without doubt elected by handsome pluralities. George Stone, chairman of the Republican state central committee, issued the following statement: "The expected has happened. The voters of California have again declared their unshaken faith and confidence in the party of progress and patriotism, and in doing so have emphatically rebuked the methods employed by the candidate of the Democratic party for governor, who has in his desire for office descended to the low level of personal abuse and the utterance of malicious and untruthful statements calculated to arouse the antagonism of class hatred against the candidate of the Republican party for governor. Measuring Irrigation Water Among our readers who are new to California and to irrigation there is inky as to methods of measuring water ditch or pipe line and a little disease on that subject may be helpful. Annually Mr. G. E. P. Smith of the University of Arizona Agricultural Experiment Station, has recently pre-defined a statement on the subject which will be available for the purpose indiby the candidate of the Democratic party for governor, who has in his desire for office descended to the low level of personal abuse and the utterance of malicious and untruthful statements calculated to arouse the antagonism of class hatred against the candidate of the Republican party for governor. "The emphatic plurality for James N. Gillett, which is doubtless the largest ever given a candidate for governor in California, shows the resentment of the voters of the state against such methods of conducting a gubernatorial campaign." REUF GETS IT IN THE NECK. San Francisco, Nov. 6.—The interest felt in today's election by the people of San Francisco centered more in the vote for judges of the Superior court than in the rest of the ticket. It was considered that the successful indictment and prosecution of alleged grafters depended upon the election to the Superior bench of candidates opposed to Abe Ruef. The attempt of Ruef to remove F. J. Heney as assistant district attorney and to have himself appointed district attorney, after it had been announced that an attempt was to be made to indict him for grafting, only accents the interest in the judicial campaign. At 9 o'clock tonight the election of Judges Lawler, Coffey and Graham, who are opposed to Ruel, was conceded. Hosmer, the other anti-Ruef man, is having a close contest with Morgan. The election of Lawler is particularly pleasing, as it was alleged that a bitter fight was being made against him because of his attitude in the trial and conviction of ballot-box stuffers a year ago. There are at least two strong reasons which should urge the owner or user of irrigation stream to make frequent measurements of the quantity of water used in his ditches. First, without measurements the appropriator of it can never make any definite assumption as to how much water he actually uses and in the event of question then furnish no satisfactory proof as established appropriation. Irrigating waters often are of far greater value than the land upon which they are used, and it is indeed strange that the land is measured with precision, quantity of water used upon it, and for the most part be only rough-estimated. In legal cases involving the rights the evidence is usually of almost chaotic and contradictory character, composed of much prejudice speculation with little or no real chance. The second reason why an irrigator must know the amount of water relied through his ditch is because of advantages offered in the management of his property. The duty of this, that is, the amount required per year or, preferably, per month, should be determined. New York, Nov. 6.—Charles E. Hughes was elected governor of the State of New York by a plurality of about 64,712, which is sufficiently large to make the result emphatic. The republican party has triumphed in most of the other states where there were strong contests, and the house of representatives will be republican but by a reduced majority. Hearstism has been rebuked in the four states where it made a desperate struggle for the capitalization of the doctrine of hate and the exploitation of a presidential ambition. This Punishment Was Once Used For Military Discipline. The following extracts give information concerning the punishment of "running the gantlet:" "In running the gantlope the regiment was formed six deep, and the ranks opened and faced inward. Each man being furnished with a switch, the offender, naked to the waist, was led through the ranks, preceded by a sergeant, the point of whose reversed helmet was presented to his breast to prevent his running too fast. As he thus passed through the ranks every soldier gave him a stroke."—Grose's "Military Antiquities," volume 2, page 108. But the oldest notice I have seen is given in "Monro—His Expedition With the Worthy Scots Regiment (called Mackeyes Regiment), Levied In August, 1626, Etc. London.
