Hughes' Stirring Words
New York, Oct. 3.—With the declaration that the issue of interest in the forthcoming campaign in this state is not to be one of republican principles or democratic principles, or a partisan issue at all, but the vital issue of decent government, Charles E. Hughes of this city tonight formally accepted the nomination for governor which was brought to him by a committee from the republican state convention, recently held at Saratoga.
The ceremonies of the notification of Hughes and other candidates was held at the republican club in West Fortieth street, and followed a dinner at which Hughes met the members of the new republican state central committee. Hughes spoke as follows:
Highly appreciating the honor you conferred and realizing keenly the responsibility to be assumed, I accept the nomination. As a lifelong republican, as one loyal to the principles and best traditions of the party, I respond to the unanimous call of the convention.
We enter upon the campaign inspired by the example and fortified by the achievements of our great leader, Theodore Roosevelt. The national administration with its record of established reforms, has strengthened its hold upon the confidence of the people. The activities of congress in the interest of all the public interest requires an honest administration will be my aim to make the institution of the government economical. I am not tied to specific measures. An examination, careful and tial, of all matters within the authority.

The activities of congress in the interest of all the people has been attested by the passage of the railroad rate act, the meat-inspection act, the pure-food act and the employers' liability act.
In reference to this record of the federal administration, I should not be understood to say that this is a campaign of national issues. The paramount issues in this campaign are state issues. But in the matters which I have mentioned we find a notable record of achievement, which presents a striking contrast to the noisy pretensions of the hour. Our State administration has also accomplished many genuine reforms.

The question is whether the unholy alliance that succeeded at Buffalo shall capture the state of New York. In my message to the convention, I stated that if elected it would be my ambition to give the state a sane, efficient and honest administration, free from taint of bossism or of servitude to any private interest. This is my position in a nutshell.
It will be an unbossed administration. I believe in party organization—in clean, efficient organization. I promise all members of the party fair treatment and just consideration. No individual or group of individuals or private interest will be permitted to dictate my policy.

Constitutional Amendments
Following are the remainder of the constitutional amendments to be voted upon at the general election next month. In the two preceding issues installments of these amendments appeared. Those appearing today complete the list. Voters should preserve them. Study them, so that intelligent action may be taken upon them.
CONSTITUTIONAL AMENDMENT NO. 10.
Being Senate Constitutional Amendment No. 40.
This amendment fixes the pay of members of the legislature at $1,000 for each session, and removes the 60-day limitation as to the length of the session. It also limits the amount to be paid to attaches to $5 a day for each house. It is estimated that the cost to the state will be no more than it has been in the few years last past; that the legislators will get some of the money now paid to attaches and that they will have a longer time in which to transact the legislative business.
CONSTITUTIONAL AMENDMENT NO. 11.
Being Assembly Constitutional Amendment No. 2.
This amendment was proposed at the Special or Extraordinary session of the legislature. It proposes to give to the board of supervisors of San Francisco additional powers in respect to opening and widening streets.
This amendment concerns, primarily, the city of San Francisco, and it is difficult to determine its desirability by the people of that city. The subject will doubtless be discussed prior to the election.
CONSTITUTIONAL AMENDMENT NO. 12

This amendment was proposed at the Special or Extraordinary session of the legislature. It proposes to give to the cities of San Francisco and Jan Jose power to amend at any time within two years their charters without submitting such amendments to the legislature; also such amendments may be voted upon by the voters of such cities five days after a ten days' publication of the proposed amendments. While the amendment immediately affects only the cities named, its desirability as establishing a precedent may be questioned. It permits hasty action in matters of grave consequence. It has been pointed out that San Francisco has had abundant opportunity to propose amendments to its charter since the disaster last April.
CONSTITUTIONAL AMENDMENT NO. 13.
Being Senate Constitutional Amendment No. 8.
This amendment was proposed at the Special or Extraordinary session of the legislature. It proposes to repeal section five of Article Thirteen, which reads as follows:
"Section 5. Every contract hereafter made, by which a debtor is obliged to pay any tax or assessment on money loaned, or on any mortgage, deed of trust, or other lien, shall, as to any interest specified therein, and as to such tax or assessment, be null and void."

The repeal of this section will permit the borrower of money on real estate mortgage security to contract to pay the taxes levied thereon whenever it is his interest to do so. In the rebuilding of San Francisco it was apparent that money would have to be borrowed in the East, and that this would be difficult to do in view of our very stringent laws requiring the lender of money to pay the tax thereon, and in the rebuilding of that city Eastern capital must be borrowed. The adoption of this amendment is of vital consequence to the city. The repeal of this section does not involve the question of the taxation of mortgages, and mortgages will continue to be taxed should the amendment be adopted. It has a bearing on the question, however, in that it has been conclusively established that the borrower always pays the tax in the end. Lenders of money calculate upon receiving a net rate of interest and add thereto a sufficient rate to cover taxes. And almost invariably this additional rate is in excess of the actual rate of taxation. So really the borrower pays a penalty for the privilege of having the lender pay the tax. He could save money by paying it himself, and by the adoption of this amendment the law will permit him to contract so to do.
CONSTITUTIONAL AMENDMENT NO. 12.
Being Senate Constitutional Amendment No. 12.
This amendment was proposed at the Special or Extraordinary session of the legislature, and proposes to give to the cities of San Francisco and San Jose the right to issue 75-year municipal bonds. At present 40-year bonds are permitted. The necessity for this amendment has not yet been made apparent.
