Constitutional Amendments The regular session of the legislature held in 1905 proposed ten amendments to the constitution and the special, or "Emergency Session," of June, 1906, proposed four more and all will be submitted to the voters for their approval or rejection at the general state election which will be held November 6, 1906. The following is a statement concerning the amendments: AMENDMENT NO. ONE. Being Assembly Constitutional Amendment No. 5. This amendment proposes to exempt the property of the Cogswell polytechnic college from taxation, provided that this exemption may be modified or suspended by the legislature. This institution is an educational one, located in San Francisco, endowed by the late Dr. Cogswell, and is supported by the interest and rents of its endowment. By constitutional amendments adopted in 1900 the properties of the Lick school of mechanical arts and of Stanford university were exempted from taxation and the argument is made that a similar exemption should be given the Cogswell college. AMENDMENT NO. TWO. Being Assembly Constitutional Amendment No. 11. This amendment proposes to provide for increasing the salaries of the justices of the supreme court. The legislature has the right to fix the salaries of the justices of the supreme court, but the constitution prohibits an increase of such salaries after their election and during the term for which they have been elected. The legislature did in 1905 increase the salaries of the justices, but it only affects those particular justices who have been since elected or appointed. Thus some of the justices of the supreme court are receiving $8000 a year, while others are getting but $6000. This amendment proposes to increase the salaries of the various state officers. The proposed increase is shown as follows: | Present Salary | Proposed Salary | | :--- | :--- | | Governor | $6,000 | $10,000 | | Secretary of State | 3,000 | 5,000 | | Controller | 3,000 | 5,000 | | Treasurer | 3,000 | 5,000 | | Surveyor General | 3,000 | 5,000 | | Attorney General | 3,000 | 6,000 | The above salaries, now paid, were established in 1879, and it is claimed that such salaries are inadequate to meet the increased cost of living; that private employment is more remunerative, and that many county and city officials are receiving higher salaries than are the state officials. The amendment also proposes to increase the maximum salary of clerks in the state offices from $1600 to $1800 per annum. No change is made in the salary of the lieutenant governor by this amendment. AMENDMENT NO FOUR. Being Assembly Constitutional Amendment No. 13. This amendment proposes to permit State, county and municipal bonds to be made payable at any place in the United States. The object aimed to be secured by this amendment is to make such bonds more salable in the East, by making them payable in New York or some other financial center. Being Assembly Constitutional Amendment No. 13. This amendment proposes to permit State, county and municipal bonds to be made payable at any place in the United States. The object aimed to be secured by this amendment is to make such bonds more salable in the East, by making them payable in New York or some other financial center. It has been suggested that should Amendment No. 9 be adopted, this provision would be unnecessary as there would be a local market for all bonds that might be issued. CONSTITUTIONAL AMENDMENT NO. 5. Being Assembly Constitutional Amendment No. 14. This amendment relates to the framing of freeholders' charters by cities and only changes the present constitutional provision on the same subject by permitting a city that has already adopted a freeholders' charter to adopt a new one. A few years ago the city of Los Angeles attempted to frame a new charter, but the supreme court declared that having once adopted a freeholders' charter it had no power to discard it and adopt a new one. It is to remove this prohibition that the amendment is proposed. Other constitutional amendments will be referred to in succeeding issues of the Gazette, as the campaign progresses. Voters are advised to preserve these articles for future reference. Mrs. Mary Neill has given notice to contractors that the property at the corner of Fourth and Spurgeon streets in Santa Ana belongs to her, and that Henry Neill, her husband, has no right to build thereon. Neill has been making arrangements to erect a $9000 modern office building on the property. Attorney Victor Montgomery has filed a final account and petition for discharge for C. F. Mansur, as guardian of Richard Buck. The case was originally filed by County Clerk R. Q. Wickham on July 31, 1889, and was the first case filed after the county was organized. Mr. Mansur was appointed guardian of Joseph, Agnes, Alice and Richard Buck. All of the children except Richard have reached their majority, and have received their property. Richard Buck is now 21 years of age, and Mr. Mansur asks to turn over to him $256.38 as a quarter interest in property. Fire started on the Dwight Whiting ranch at El Toro on Monday afternoon and destroyed 350 sacks of barley owned by William Waller. It burned over a part of the Madam Modjeska ranch, and came near destroying Arden, the former home of the actress. The wind, which had been blowing from the northeast during the afternoon, changed near nightfall, and came from the southwest, sweeping the flames over the hills in the direction of the Santiago canyon, where the homestead is located. An alarm was given and all the men who live in the mountains in that vicinity responded, from the Sleeper & Adams grain farm and other ranches, some of them riding ten and even fifteen miles on horseback to help put out the flames. Kellogg of St. Paul will be summoned to Washington and an unrelenting campaign against the oil octopus will be outlined. If the government wins the rebate suits the judges will have it in their power to impose fines aggregating more than $100,000,000. So far as the prosecution is concerned no effort will be made to have the fines held down. The program is to turn the history of the Standard Oil company back thirty years to the time when there was competition between the various companies.
