INDUSTRIAL GROWTH OF SOUTHERN CALIFORNIA
Southern California is not usually considered to be much of a manufacturing center. While this statement was true ten years ago, and while even five years ago the manufacturing interests were not extensive, yet the past few years have witnessed a decided increase along those lines. Recently a representative of the department of commerce visited Los Angeles and took a new census of the manufacturing interests of that city, and he is authority for the statement that Los Angeles is making a greater percentage of growth in this line than any other American city of its size.
There are now some eleven hundred manufacturing establishments in the city of Los Angeles, which turned out last year manufactured articles valued at approximately $50,-000,000. These establishments put out a hundred and fifty lines of goods, and furnished employment to 20,000 people.
San Diego, also, during the past few years, has made considerable progress in manufacturing and has a number of small manufactories which give employment to quite a number of people. There are several plants employing a hundred men and upwards.
But why, the question may well be asked, are manufacturers now turning to this section of the state, which until a few years ago offered no indication of the United States' many people living outside porated cities have electricable for both light and p
streets, and there are, as oiled country roads stretch far miles, which are quite tion to the newcomer. The street is distinctly a Southern california product. It is almostsible to overestimate the impact of petroleum to Southern California. It represents today one of the most, if not indeed the chief try of this section. It means fuel and power, manu plants, railroads and st small cost, hard roads at pense, expansion of trade, population, employment fands of people, in short, th ing of Southern California ways.
But cheap steam power oil is not the only cheap part of the state. Southern California has been the pioneer utilization of water power generation of electricity. Plant of this kind in the that of the San Antonio Pany of Pomona. The Light and Power company world's record in long transmission. Electric power being produced in Southern California both from fuel oil and plants more cheaply than it

But why, the question may well be asked, are manufacturers now turning to this section of the state, which until a few years ago offered no inducements to the establishment of manufacturing plants? The answer is simple. The country was without fuel. Coal from British Columbia at $12 per ton did not attract capital for manufacturing. No factory could pay such a price and live. Five years ago there came a change. Petroleum was discovered in Southern California, and it was found that oil could be used for fuel in steam power plants. It was discovered that oil makes an even better fuel than coal. It requires no fireman. It makes no dirt. It gives an unvarying heat. It is sold on the basis of coal at a dollar a ton. It is the cheapest and best fuel for manufacturing purposes. This is the reason that manufacturers are turning their attention to Southern California. But what of the supply? Is there sufficient quantity in sight to attract manufacturers? Last year California produced 31,500,000 barrels of oil, the greater portion of this production coming from the southern third of the state. Seven counties of Southern California alone produce more oil than any other state in the Union. Should there be an increased demand the output could be easily doubled. It has been demonstrated by experiments that California oil deposits are sufficient to meet all demands for hundreds of years to come. California oil is now being used by nearly all the railways and steam power plants on the Pacific Coast. California fuel oil has made great headway in competition with coal in Washington and Oregon during the past year, and is now being used on steamers on Puget Sound, despite
Moreover, there is not an indication of the United States many people living outside porated cities have electricable for both light and power in Southern California. In power is developed by plants at distances remote larger cities, and the traction lines serve the country there. One of the principal uses of power in the country is for water for irrigation. In a cheap power, Southern possesses the further advantage having many cheap raw materials which must also appeal to manufacturer. California has noted for her production wool, wheat and hides immense deposits of iron Southern California and the international boundary Mexico, of a superior practically inexhaustible in have attracted the attention capitalists. Experts east who have examined deposits, have stated that iron can be manufactured inern California for less freight rate on the manufacture from Pittsburg to the Coast. Furthermore, Southern is fortunate in possession of building stone materials which enter into manufacture of brick, artificial cement and similar articles of the largest structures in geles are of cement reinforced steel. by experiments that California oil deposits are sufficient to meet all demands for hundreds of years to come. California oil is now being used by nearly all the railways and steam power plants on the Pacific Coast. California fuel oil has made great headway in competition with coal in Washington and Oregon during the past year, and is now being used on steamers on Puget Sound, despite the sharp competition of cheap coal. Steamers plying the Yukon in Alaska use California oil, and recently a market has been found in Hawaii.
Only during the past year has any effort been made to introduce California crude oil into foreign markets, but it has been demonstrated that oil can be piped to tide water and loaded for twenty-five cents a barrel. Four barrels of fuel oil are equal to a ton of coal. There is no reason why crude oil cannot be profitably shipped to South American ports as well as to the Orient. The Standard Oil company has already captured the Oriental markets with American refined oil.
California crude oil is also used for road building in many parts of the state, it having been demonstrated that when the right grade of oil is used and properly applied, makes a road or street similar to asphalt. It not only lays the dust permanently, but prevents the surface from becoming muddy when it rains. Nearly every city in Southern California has many miles of oiled

Southern Cal has been the pioneer in the ton of water power in the ton of electricity. The first this kind in the world was the San Antonio Power com Pomona. The Redlands and Power company broke the record in long distance session. Electric power is now produced in Southern Califor from fuel oil and hydraulic more cheaply than in the east. ever, there is not another sec the United States where so people living outside of incorcities have electricity avail both light and power as in sawmills will convert the logs into lumber to supply the trade of Southern California and Arizona. In point of fact, no section of the United States offers so many conditions favorable to the manufacturer. With cheap power and an abundance of cheap raw material at her doors, unexceptionally favorable climatic conditions, and cheap water transportation to the markets of the world, Southern California will at no distant date manufacture not only for her own use and the whole Pacific Coast, but will ship her manufactured products to the end of the earth.
Withdrawal of Coal Lands
President Roosevelt has instituted a plan which he believes will secure the people independence from coal monopolies and strikes. He has withdrawn from entry 6,000,000 acres of coal land in the west, and will hold it as preventative of coal strikes.
Secretary Hitchcock has, by direction of the president, following a thorough investigation, issued an order withdrawing from entry 6,000,000 acres of public lands which are known to contain workable coal. These lands are situated in New Mexico, Colorado, Utah, Wyoming, North Dakota, Montana, Oregon and Washington.
The geological survey made an examination in accordance with instructions from the president, and ascertained that there were 56,000,000 acres of public land believed to contain coal deposits. The president, however, desired the withdrawal of only those sections known to possess workable coal, and the area was accordingly reduced to 6,000,000 acres.

This gives the government possession of coal lands capable of supplying the nation with an indefinite amount of fuel. The president last spring when there was danger of a second coal strike, let it be known that he would not hesitate to carry out his plan of a receivership if he were forced to do so by the failure of the operators and miners to reach an agreement and by the suffering which such failure would entail next winter.
