PROTECTING THE FORESTS
State Forester Urges Action by Boards of Supervisors on This Important Matter.
State Forester E. T. Allen urges upon county boards of supervisors the importance of taking action under forestry laws and appointing fire wardens and patrolmen to fight forest fires at their inception. He says:
“We all know that few disastrous fires start under such conditions they cannot be controlled; that usually they result from some or small, apparently innocent which are always burning somewhat unnoticed, awaiting the combination of wind and hot weather which makes them dangerous. At no one is likely to put these out till he is threatened, but were one available to take the steps at once, few would ever the destructive stage.
“Perhaps the next most important function of the authorized fire ficer is the control of the use on private land, under the br
burning permit law. The burning of stubble, brush, etc., is a prolific source of bad fires. This can be regulated where there is a fire warden, for the law requires a permit for such operations, but where there is none the intelligent property owner has no protection against the ignorance or carelessness of his neighbor.
"Then there are the prohibitive laws, which provide for the punishment of the malicious or criminally careless, and are all that will restrain a certain class. These are good and wide in scope and their enforcement would soon show decided results. But they will not be enforced until there are officers whose business it is to collect evidence and make arrests.
"I do not believe in too pretentious a beginning. If a good man can be secured, a salaried patrolman during the dry months is very valuable and at $75 per month for five months costs $375. Behind him should be a small fund to meet expenses like the purchase of supplies and tools, hiring teams to take men to fires, cost of making arrests, etc., say two or three hundred dollars more. And two such men are twice as good as one, if the area is large. Much depends upon this, for in many counties the government reserves cover so large an area that there is little left to be protected by the county. Unless you are sure of getting a good man of this kind a better plan is to pay no salary but to select a few reliable men in the right localities and pay them only for the time actually spent. At $3 a day apiece, and assuming that they would not average more than 15 days work each, a year, five such men would cost the county but $225, although they would be backed by the same reserve fund for emergencies. To sum up, from $500 to $1500 a year would maintain a fairly good system in most counties. Several counties are doing good work on not much more than the former figure.
"In recommending to me men for appointment as voluntary wardens, their residence addresses should be given, also the number of cloth fire warnings and law circulars which it is estimated they can use in the near future. I shall be glad to send these to any person who desires them, whether fire wardens or not, and should appreciate any assistance in inducing county and road officials to post warnings.
While it is recognized that no reform can be effected by legislation alone, that the law cannot be made to act much ahead of public sentiment and that allowance is often necessary for established customs and conditions, it is the policy of this office to prosecute vigorously all cases of malice or criminal carelessness. This is difficult without the proper officials on the ground; impossible unless some one reports the facts. I urge the co-operation of mining men in this matter, both by helping to get wardens in the field and by reporting violations of the
