THE YORBA RESERVOIR The board of directors of the Anaheim Union Water company on Saturday, by a vote of 5 to 2, decided to begin work upon the Yorba reservoir. Now that work is at last to begin upon this enterprise, which means so much to the welfare of irrigators throughout the valley, it seems strange the structure was not built years ago. It is to be hoped the directors will be as good as their word, and will not permit themselves to be swerved from their judgment by idle threats of injunction suits by irresponsible quibblers and persons who have been weighed in the balance and found wanting. Let work upon the reservoir begin forthwith. The irrigators of this section are terribly in earnest about it, and if one or two men on the board can hold up the other five as well as the entire company by bombastic threats of one order and refunding was placed on company, provision for ing the Yorba reservoir included. Let work upon the reservoir begin forthwith. The irrigators of this section are terribly in earnest about it, and if one or two men on the board can hold up the other five as well as the entire company by bombastic threats of one order and another, it will be time for the irrigators to get together and take a hand in order to protect their rights in the premises. In 1892 the Yorba reservoir site was passed upon by James D. Schuyler, one of the most eminent hydraulic engineers in the United States. He approved it heartily. His report was published in these columns in full at the time, as well as several times subsequently; once only a few weeks ago. Mr. Schuyler's report was later supplemented by Engineer H. C. Kellogg, who has recently constructed in Hawaii one of the largest reservoirs in this hemisphere. Mr. Kellogg approved, and still approves, the site thoroughly. On the strength of these reports the reservoir site was purchased at a cost of $5000. On file at the water office is an interosting report made in July, 1902, by George W. Sherwood, further approving the site. This report has been several times published in these columns, and is known of all men. Every director upon the board is acquainted with it, and has read it for himself. So long as Sherwood remained in the capacity of engineer of the company he warmly approved the reservoir; but when, for reasons deemed to be sufficient by the board, he was removed from his office, he began a bush-whacking campaign against the reservoir, and to our shame be it said, has reservoir site, an old flume old and new ditches supplied. Anaheim irrigators with waiting Mr. Fay's administration years ago he condemned this being in imminent danger due to the ground and leaving out water for irrigation. It not be repaired. It cannot paired now. It is liable to any time. Either it must be or another method of getting water provided. To rebuild cost $5000. Our irrigators that it be not rebuilt, but the reservoir be constructed in it. It is worth while to add in that Mr. Fay, admittedly the man who ever sat upon the board, heartily favored the result. The water company has for years maintained the Tuffrevor for north-side irrigators is time the infinitely superior reservoir site be utilized forors on the south side. The reservoir does away with the city of night irrigation. All irrigators must irrigate whenever run reaches them, day or night the meeting of irrigators latter agreed was unjust to should be remedied. Place an equal footing. Treat all ar. The Anaheim irrigators will towards paying for the cost reservoir. In fact, the reserve pay for itself. By purchasing water exclusively, Anaheim irrigators will pay twice the rate they pay for night water. With the servoir in good working order I relieve a large acreage can be to the district, sufficient, we be to pay for its construction. So long as Sherwood remained in the capacity of engineer of the company he warmly approved the reservoir; but when, for reasons deemed to be sufficient by the board, he was removed from his office, he began a bush-whacking campaign against the reservoir, and to our shame be it said, has succeeded in delaying the work for a period of years. Our readers know how he seduced first one water director and then another, to the end that his little game might be played effectively. It was at this time that the reports of Sherwood and his miserable allies, as published in these columns, became too hot for them, and a resolution was passed excluding our reporter from the meetings. A dozen stockholders offered us stock so that we might be personally present at the meetings, but their offers were declined. The Yorba reservoir was further approved by a meeting of stockholders last summer called to vote bonds for refunding the company's indebtedness. While a quorum was technically not represented, the directors and leading irrigators from all parts of the district were present, and it was unanimously decided that when next the matter of Our irrigators favor the reserve preference to pumping plants. Pumping plant at Crowther's east corner promises to cost the pany a pretty penny before through with it. Three well been sunk to a depth of 400 costing $1000 each. If we mistake the original estimates provide an expenditure of only $500 for three wells. Already they have $3000. One does not have to about town to hear that when plant gets into operation the raised will cost more than the pany can sell it for to irrigator. Two hundred private pump plants are in successful open about Anaheim. Those of the side the water district were necessary by inefficient service by water company. Had the Yorba reservoir been constructed ten ago, none of these plants would been necessary. They have cost irrigators not less than $300,000. Yorba reservoir will cost $27,500 view of all of these facts, how will Mr. Sherwood be permitted continue his strong-arm policy on feating the wishes of our irrigation and of discrediting this great enterprise? We shall make frequent referen to this subject in the future, in order to bring these things again squared before all the people, here as we ing was placed before the any, provision for constructthe Yorba reservoir should be ed. This motion, mark you, passed without a dissenting Mr. Kellogg's return from he has still further excl into the reservoir site, and mes it as warmly as ever. Officers of the Santa Ana irrigation company have that if the site belonged to company, a reservoir would be constructed years ago. One of this favorable testimony for discordant note is that of Sherwood, who once approved reservoir without reserve, but some time past has been upon the back fence catterdismally about an injunction "making it warm for everysight." Pardee failed to include in his call for the special session of the legislature provision for the consolidation of the city and county of Los Angeles, and the matter consequently goes over to the regular session of the legislature in January. Should an amendment to the constitution be passed at that time and subsequently ratified by the people, an enabling act will be introduced at the subsequent legislative session providing for consolidation. The corporations seem to be opposed to consolidation, and an interesting contest will be on between them and the people in the near future. Opposing the bringing of the Owens river water to Los Angeles are several powerful private monopolies, and it remains to be seen whether these or the people are to rule the destinies of the county. Orange county takes especial interest in consolidation, because it stands to acquire considerable territory from Los Angeles county when that act is consummated. It will watch the impending contest with no little interest. SANTA ANA's trustees face a deficit of $11,800 for the first six months of the current year. Truly a splendid record this, to commend itself to other cities which Parson Chapman seeks to "wash" in Southern California! Santa Ana has been "washed" of high license, it is true, but the scrubbing brush has not yet been applied to the eyeless porker cavorting along Fourth street. The decrease in municipal revenue has resulted in curtailing the area lighted at night, as well as suggesting a raise in rates for water used by local consumers. Perhaps the advocate of the laundering process may help the town to figure itself out of the biggest deficit ever facing a town of its size in the state. A higher assessed valuation and a higher tax rate are what this condition spells. Higher valuations returned by the city assessor must be adopted by the county assessor, and thus the town will be still further "washed." Washing may be good for soiled linen, but we prefer high license to the merry porker in dealing with the liquor traffic.
