More than usual interest attaches to the report of Consul Kellogg from Colon showing the great increase in the past year of traffic over the Panama-Colon railway. Panama Railway
More than usual interest attaches to the report of Consul Kellogg from Colon showing the great increase in the past year of traffic over the Panama-Colon railway. Of course a large bulk of this traffic was due to the construction of the Panama canal, but much of it was traffic that would have crossed the isthmus in any event owing to the expanding trade of this country and of European nations with the republics on the west coast of South America.
This increase is interesting for two reasons, because it shows the constantly increasing traffic that the completed Panama canal will foster, and because it shows also that this country, while it is advancing its South American trade is not keeping pace with Europe in this matter. The report shows a gross increase in the traffic across the railroad in the year 1904-5 of 13 per cent. But while of this increase about 30 per cent belonged to the United States, there was 70 per cent gain for Europe. It appears that our trade was best with Ecuador.
But the large general increase on the continent went not to Americans but to French and German dealers. This indicates that the United States has not yet caught the trick of foreign commerce and points more than ever to the necessity of regular consulate training and to the education of American firms and American commercial travellers if we are to take our rightful share of the immense Pacific commerce that the completion of the canal will open to the world.

Summer session of the University California for 1906 will be held in July, beginning Monday, June 25, ending over six weeks, and closing on August 4. For entrance no examinations will be required, mission will be granted upon application when it shall appear to the applicant is of good character and of sufficient mankind intelligence to profit by the success of the session. Courses will be used in the following subjects: philosophy, education, law, history, arts, music, Greek, Latin, Englerman, French, Spanish, mathematics, astronomy, geography, biology, botany, physiology, zoology, engineering, drawing, agriculture, botany, physical culture, do-science, library science.

Attention is called also to the courses which are offered in the department of law.
The summer climate of Berkeley makes it a delightful vacation resort. The university is pituresquely situated on the lower slopes of the Berkeley hills, overlooking San Francisco Bay and the Golden Gate. Berkeley is a city of homes, with a population of over twenty-five thousand people. Electric car lines make the trip from the university to Oakland in twenty minutes, and a greatly improved ferry service has reduced the ride to San Francisco to thirty-five minutes of pleasant travel. All the resources of the university—its library, laboratories, museums, and gymnasiums—will be at the disposal of the summer students. Special lectures and art exhibits, trips to points of interest, and provision for athletic and other recreations will be added to make the summer session a profitable and enjoyable way of spending a vacation. Ample accommodations may be had in the houses of private families in Berkeley at an expense of from $25 to $35 a month. The privilges of the summer session are open to teachers, undergraduates and to visitors, upon payment of the regular fee of $12. The recorder of the faculties will upon request supply any detailed information desired.
A pamphlet containing full information concerning the session will be published during the month of March, and copies will be mailed by the university to all persons who play at any time.

Executing Political Rivals.
In the reign of Charles II. the names of "Whig" and "Tory" were used for the two parties which we now call "Liberal" and "Conservative."
So strong was the hostility between the parties that when the king summoned his third parliament (1681) he was afraid for it to meet in London, which was very Whiggish, and he convened it at Oxford, where Toryism was strong. The Whig members, alarmed at this, rode into Oxford armed with pistols.
In the reaction which followed this display of force prominent Whigs were prosecuted on the evidence of perjured informers, and many of them suffered death. The Earl of Shaftesbury, the Whig leader, was accused of high treason, but was acquitted. In fact, no Tory juries would convict a Tory, and where the Whigs predominated no jury would convict a Whig. At last things reached such a climax that leading Whigs, in despair, formed a plan to compel the king to summon a free parliament, but they were accused of high treason, and some of their leaders were executed.—London Saturday Review.
