GREATER ORANGE COUNTY.
That Whittier and the country tributary to the San Gabriel river will become a part of Orange county before another year, leaves little room for doubt as the subject comes to be more and more debated. It might be well, therefore, to point out an error which crept into one or two Los Angeles newspapers in referring to the recent Whittier meeting, where this matter was discussed. In one of these papers we read that "Whittier prefers to remain with Greater Los Angeles provided satisfactory arrangements can be made." There exists absolutely no ground for this statement. As Mr. Schofield stated, at the meeting referred to, Whittier citizens, at a mass meeting held two months ago, appointed a committee of twenty to canvass the situation,
most favorable to coming to ange county, and we have not that in another year Orang will embrace that gem foot
CONGRESSIONAL POLITICS
A year ago, when Congr Smith was spell-binding in the Eighth district, asserting made by his opponents, the ing as he did from Kern county nomination was inexpediency the reason, as was claimed county would in all pity be set out of the district next federal census. We out at that time, it will be recalled, that, before Kern be set out, the three coast of Ventura, Santa Barbara and Luis Obispo would have to included, and that the probation in the district's population would hardly justify the claim these four northern counties after the federal census be in another district. This re- one of the strongest objectives the nomination of Mr. Smith he had later no difficulty in ing the nomination.
While we feel personally the high regard for the congress from Kern as we did a year is undeniable that influence at work in various parts of the trict to secure the nomination candidate from one of the
main with Greater Los Angeles provided satisfactory arrangements can be made." There exists absolutely no ground for this statement. As Mr. Schofield stated, at the meeting referred to, Whittier citizens, at a mass meeting held two months ago, appointed a committee of twenty to canvass the situation, and of these seventeen have expressed a preference for Orange county to Greater Los Angeles, and only three prefer the consolidated city and county.
Yet in view of the fact that Los Angeles has already announced its purpose of placing the boundary line at the San Gabriel river, thus setting Whittier out of the consolidated city and county, it is difficult to see what "arrangements" these three committeemen can have reference to. What these Los Angeles papers are trying to get at is that Whittier prefers to remain in Los Angeles county as she is, but doesn't care for the "greater city and county" movement.
As we have hitherto shown in this discussion, Whittier has three good and sufficient reasons for declining to be included in Greater Los Angeles: (1) It but recently expended $115,000 in perfecting its water system, and its available supply may be quadrupled when the moment arrives making it expedient to do so; (2) its lands are too high to be susceptible of irrigation by the Owens river water, unless expensive pumping apparatus is provided to raise it to the required level; and (3) the Owens river water would have to be piped across the San Gabriel river, an exceedingly difficult, expensive and hazardous undertaking.
To us the issue between Los Angeles and Whittier is clear cut and
the nomination of Mr. Smith he had later no difficulty in ing the nomination.
While we feel personally the high regard for the congress from Kern as we did a year is undeniable that influence at work in various parts of the trict to secure the nomination candidate from one of the southern counties to succeed and Orange county has been as having men from whose name an acceptable nominee must chosen.
Orange county will probably another year be the largest in the district as to population. The formation of the consolida city and county of Los Angeles inevitably throw a large andulous territory into this cation Of course it is not due to the alone that Orange county comes to the front, but the fa mains that the county has supported candidates for consolida and state honors from other county in the Southland feels the time has arrived where claims for preferment should corded attention. All the southern counties have had heaped upon them; Orange done the voting, but has had ors none.
The Eighth district will be larged not only by this pop addition to Orange county, but well by the proposed new county San Antonio, to be carved in Los Angeles county, and embark territory in the Pomona valley estimated population of the county, together with that will probably be annexed range county, does not fall far of 30,000. This is nearly half entire population of the coun
Owens river water, unless expensive pumping apparatus is provided to raise it to the required level; and (3) the Owens river water would have to be piped across the San Gabriel river, an exceedingly difficult, expensive and hazardous undertaking.
To us the issue between Los Angeles and Whittier is clear cut and well defined. On the one hand we have the greater city and county placing its boundary lines so that the foothill city may be excluded; on the other hand we have the people of the latter city announcing themselves 17 to 3 in favor of joining with Orange county rather than being included in the greater city and county. There exists no common ground here for any "satisfactory arrangements" that could possibly be made by Greater Los Angeles to win these people over—even if she desired so to do. Moreover the sentiment of the people as far north as Old river is setting toward inclusion with Orange county, and a united stand will probably be made against going into Greater Los Angeles. Of course we understand that what Los Angeles wants in all these matters is pretty apt to go with the legislature; but right is right, and must be respected even by our big neighbor to the north.
The sentiment at Whittier is
able to coming into Ordity, and we have no doubt another year Orange county place that gem foothill city.
PRESSIONAL POLITICS
ago, when Congressman was spell-binding through district, assertion was his opponents, that, comdid from Kern county, his son was inexpedient, for, as was claimed, that would in all probabilout of the district by the final census. We pointed at time, it will probably fail, that, before Kern could be the three coast counties, Santa Barbara and San Diego would have to be exd that the probable in- the district's population really justify the claim that northern counties would federal census be placed in district. This removed the strongest objections toitation of Mr. Smith, and over no difficulty in securmination.
We feel personally the same aid for the congressman as we did a year ago, it able that influences are various parts of the disure the nomination of a from one of the four solutely without influence in national affairs.
It is time for voters in the southern counties to look these things squarely in the face. It is no discredit to Mr. Smith to say that, in view of all these things here adverted to, his nomination is being and will continue to be opposed by men who supported him last year. From several parts of the district have come assurances of support for Orange county should she place a candidate in the field. We have several good men in this county who would reflect credit upon this district in the halls of congress. Let us look these things squarely in the face, and determine what course is best suited for us to pursue in the approaching campaign.
A year ago, when Los Angeles had not yet made known her intention of consolidating the city and a portion of the county, there seemed little danger of Kern county being set out of the Eighth Congressional district at the next federal census. Look at the map and you will see that before that occurs the three coast counties of San Luis Obispo, Santa Barbara and Ventura must be excluded first. Consequently a candidate for congress from Kern was supported by many who now look with disfavor upon a repetition of that course.
The feel personally the same and for the congressman as we did a year ago, itable that influences are various parts of the disure the nomination of a from one of the four counties to succeed him, the county has been named men from whose numberable nominee might be county will probably in ear be the largest county district as to population.ion of the consolidated county of Los Angeles will throw a large and pop-ory into this county. is not due to this fact Orange county now front, but the fact re-the county has loyally candidates for congress-state honors from every day in the Southland, and he has arrived when her preferment should be accention. All the other counties have had honors on them; Orange has ing, but has had honor district will be en-ly by this populous Orange county, but as proposed new county of, to be carved out of county, and embracing the Pomona valley. The population of the newther with that which ly be annexed to Or does not fall far short This is nearly half the nation of the counties ofgressional district at the next federal census. Look at the map and you will see that before that occurs the three coast counties of San Luis Obispo, Santa Barbara and Ventura must be excluded first. Consequently a candidate for congress from Kern was supported by many who now look with disfavor upon a repetition of that course. They looked for the county to remain in the district, certainly until 1910, possibly until the succeeding census—a long way ahead, to be sure. But with Los Angeles transferring 30,000 people into the Eighth district, together with the prodigious growth everywhere progressing in the southern counties, the question arises: What about Kern county four years hence? It's dollars to doughnuts the county will be set apart from us at that time. It's a condition and not a theory which confronts voters of this congressional district.
ANNOUNCEMENTS of candidates for county officers are looked for, and an expectant public breathlessly awaits the coming of the first glad-hander. The woods are said to be full of 'em. Let them advance and give the countersign.
EDITOR CLARKE of the Riverside Press is a candidate for the republican nomination for state treasurer, to succeed Truman Reeves, who declines re-election.
A Bold Thief
A man aged about 21 years, dressed in a blue suit and light hat and having a white spot in his right eye, walked into Henemeyer's restaurant on Thursday afternoon at 4:30 o'clock and ordered a meal. Miss Henemeyer, daughter of the proprietor, went into the kitchen to prepare the order. Her attention was shortly attracted by the creaking of the counter, followed immediately after by the sound of some one gathering up the money in the drawer. She returned to the dining-room and beheld the man seated upon the counter, he having just rifled the money drawer, under the shelving against the wall.
“What are you doing in that money drawer?” the young lady indignantly inquired.
“Nothing,” responded the thief, hastily descending from the counter. He placed $2 upon the counter, saying: “That is all I took.”
He walked to the front door, which the young lady tried to lock, but he brushed her aside, and gaining the sidewalk ran rapidly around the corner at the First National bank. He ran across the street and darted into the rear yard of Stern Bros., where sight of him was lost.
A half dozen boys in the street saw him running. Henemeyer was temporarily absent at the city hall, where he went to register. The thief had evidently been watching him.
Officers scoured the town until a late hour, but the thief escaped. He got away with $3.50. Henemeyer had a short time before taken $9 from the drawer.
