Statistics of Illiteracy The bureau of the census has just published a bulletin discussing statistics of illiteracy. This bulletin was written by Dr. Joseph A. Hill, chief of the division of revision and results in that bureau. According to the census use of the term illiterate is a person not under 10 years of age who is unable to write either in English or in any other language. In most cases the illiterate is also unable to read. At the census of 1900 the number of illiterates enumerated in the United States, exclusive of Alaska, Hawaii, and all other outlying territory was 6,180,065. This was approximately one-tenth of the population at least 10 years of age, the exact mathematical proportion being 106.6 illiterates to 1000 population. The fact that one-tenth of the population above 9 years has to obtain even the little that is implied in the ability and write seems to indicate surprising degree of ignoring upon the boasted number of the common school Therefore the patriotic will naturally inquire whether not mainly due to the pro-illiteracy is reduced to 46.4 or less than one in twenty foreign born white the proportion 128.5 per 1000, and for the 444.7. It seems somewhat surprising at first to find a lower degree of illiteracy among the children of foreign born parents than among children of native parents. For the former the proportion of illiteracy is 8.8 per 1000, for the latter 44.1 per 1000. This difference, however, does not prove that immigrants are more anxious than natives to secure for their children the adxantages of an elementary education. It is explainable by the fact that the foreign born are concentrated in the larger cities to a greater extent than the native population. Comparisons for individual cities indicate that there is little difference between the two classes of children living in the same community. Curlous Points About This Oddity Among Animals. The wonder of the genus batrachia and the greatest natural history oddity to be found along the Atlantic coast of the United States is the swelling toad, a semiaquatic creature known to naturalists as bufomachalatus. It is occasionally met with from New York city to Jacksonville, Fla., but is most common along the coasts of Virginia, Maryland and North Carolina. When in its natural state the "swell toad" is about the size of a large bullfrog, but looks more like a fish than it does like either a frog or a toad. It is about six inches in length and has the curious faculty of being able to swell to the size of a football, in which state its legs, tail and head are scarcely visible. Irritation appears to be the chief factor in causing these curious creatures to inhale air until they swell almost to bursting. The bellies of both the males and females are nearly pure white and are covered with spines which give that portion of their anatomy the appearance of a well ripened jimson bur. Persons who understand the "swell toad" and know what an irritable little rascal it is catch it and rub the spines on its belly, when it swells up until it is utterly helpless. Another curious point about the creature is that as long as it is kept on its back it is unable to expel the air so as to reduce the swelling. HUMAN QUALITIES. Let man, with his vaunted superiority in everything, cultivate a proper feeling of his real standing in view of Mr. Ellis' statement that women "are unquestionably superior in general tactile sensibility and probably superior in the discrimination of tastes," with (to be perfectly impartial) no advantage either way in the other senses, but they have better memories, read more rapidly, bear pain better, recover better from wounds and serious illnesses, are less changed by old age, live longer and have relatively larger brains, especially in the frontal regions. Women, to put it in a few words, are more civilized than men. On the other hand, Mr. Ellis finds men are slower in mind, with greater strength of body (they are two, three and four times as strong as women), quicker in movement, with much greater lung capacity, more blood corpuscles and exhale twice as much carbon dioxide, but these last qualities are rather drawbacks than otherwise, since men are less able to endure confinement and bad air.
