The undertaking is now at the critical stage. If the president had free hand, there would be no great difficulty in surmounting present obstacles and proceeding in a business-like manner with the work construction. Unfortunately, however, the president, while giving large powers under the Spooner act must have further legislation from Congress if the project is to be prosecuted with vigor. Before he can get that legislation, unless prominent signs are misleading, every interest hostile to the canal will respond to all expedients once more to deal if not actually thwart, the entire enterprise. Opposition to the Panama canal project is stronger today than it was when the Spooner bill for the construction of the waterway was passed in June of 1902. The people opposed the Panama route have been powerfully reinforced. Success has been caused by numerous incidents, and the persons who sore have arrayed themselves against the opposition. OTTAWA, Sept. 29.—A present from President Roosevelt to the emperor of Japan was on the special train passing here yesterday bearing Baron Komura homeward. It was a large parcel, labeled, sealed and handled carefully. Nobody knows what it contains and nobody will know until it reaches the imperial palace at Tokio. The president requested of the envoy, it is said, that no notification that a present was being forwarded be given, and that nothing be said about it until it is personally delivered to the emperor. Sept. 30—The superintendent of the stock-feeding yards here has been notified to prepare for feeding and caring for two carloads of camels en route from Death Valley, Cal., to Chicago for exhibition purposes. They are a part of a herd placed on the desert in that section years ago for experimental purposes by the government. It is understood here that the herd has increased greatly. New York, Sept. 27.—The Board of Trade and Transportation is holding a meeting here today to consider a report which has been prepared by its executive committee regarding the city's control of its passenger transit service. It is the opinion of the committee, as expressed in the report, that the city should have the power to take back its grants of franchises to railway corporations and substitute short term grants, revocable at its pleasure on payment of stated indemnity. The committee thinks that the subways to be constructed in the city will dominate and control the present subway, and the surface and elevated lines as well.
