A very interesting campaign is on in Los Angeles at the present time in favor of some form of combined city and county government. It is urged in favor of such a plan that a great saving in expense could be made by simplifying the administration of county and municipal affairs. There would then be but one assessment and one collection of taxes for the entire territory, instead of the county assessment and collections and the city assessment and collections that are to quite an extent in duplicate.
Just what territory shall be included in this Greater Los Angeles is being vigorously discussed not only in Los Angeles, but in the outside communities. There seems to be a considerable sentiment in favor of taking in the present territory of Los Angeles county as far east as San Gabriel river, leaving Azusa, Covina, Puente, Pomona, and many other towns in that section free to form a new county with Pomona as the county seat. Under that plan Duarte, Monrovia, Sierra Madre, Pasadena and South Pasadena would all become a part of the new city and county. Whittier seems agreeable to coming into the scheme; and there is a strong sentiment in favor of taking in the coast towns that are now closely connected to the city by trolley lines—that is Long Beach, San Pedro, Redondo, Venice, Ocean Park and Santa Monica. The surburban town of Guardia, Panamanian minister-eign affairs, is about to visit Jose, the capital of Costa Rica, the purpose of negotiating an annexation to that country.
The offer of the republic causes no surprise to Costa Rican and unless accompanied by tions regarded as impossible. Costa Rican government promptly accepted by that nation.

What to do with the San Fernando valley and especially the territory north of the range—the New-hall-Actnon country—is a puzzling problem. The San Fernando valley might be included in the city; and it is quite probable that the portion of the county north of there might be split up and part of it annexed to Ventura county and part to Kern county. Downey and certain other territory contiguous to Orange county would probably be left to form new political affiliations with that county.
One of the arguments in favor of this gigantic consolidation scheme is the water supply, which will be made available by the Owens river project. If all the territory outlined above were united in one city and county it would share in the benefits of this magnificent water supply and it is believed that the supply which will be brought to Los Angeles from this source is sufficiently abundant to furnish water for any af this large territory that may need it.
The scheme is certainly a big one, but legal obstacles would have to be adjusted and much lacal opposition overcome. We could hardly imagine, for instance, that there would be much sentiment in Pasadena in favor of any project of this sort. Nor can we see why a growing city like Long Beach should care to give up its identity in any degree in employes of the water ing in the cities of Panama c

Panama Tires of Independence
Washington, Sept. 30.—The republic of Panama has made overtures to Costa Rica looking to the union of the two nations, and in the opinion of those in a position to speak with authority, a coalition is the probable outcome of the negotiations now instituted. The first definite news of the purpose of Panama to propose annexation to Costa Rica reached the state department in the form of a communication from United States Consul-General Lee, who reported that Senor de la William J. RECLAMATION FUND.
Figures made public at Washington show California's contribution to the general reclamation fund is now $2,333,466.08. Estimates of the interior department show the state's addition to the fund in the last fiscal year was $361,557.87, against $629,416.05 in the previous year.
The total amount now available for irrigation purposes is $27,770,-815.33, and the secretary of the interior has made allotments aggregating $32,870,000, of which $23,907,-000 are for projects under construction and remainder for projects not begun. Allotments in California are $3,000,000 for the Yuma project and $1,000,000 for the Klamath Falls project in the northern part of the state. Work on the latter has not yet begun.
