The republican state campaign was opened in Ohio at a great meeting at Bellefontane, at which Vice-President Fairbanks, Senator Foraker, and other notable speakers addressed the assembled multitude. In his address Mr. Fairbanks said: "Let well enough alone," is a well worn phrase, yet it possesses great virtue. When business conditions are unexcelled, when both labor and capital are generally employed, it is not the part of wisdom to revolutionize political parties. A republican congress will readjust tariff schedules whenever such readjustment is essential to protect the integrity of the system and maintain the law in wholesome operation. Change will not be made for the mere sake of change promote free trade, whose effects we well understand. "An adjustment of duties made, responsive to a sound demand. Whenever such demands congress will in a wise andotic way, give effect to it. It will proceed in a manner to disturb unsettle, but to maintain the state of commercial conditions. A Fine Showing for Public Ownership. The report of Trustees Elkus, Carragher and Ing, as a special committee of inquiry into the accounts of the Sacramento City Water Works, makes a fine showing in favor of public ownership. Last year, although large outlays were made for new pumps, the receipts from water rates were upwards of $17,000 above expenditures. In 1898 the net profit was more than $70,000. And it is shown that the profits from the water rates have made taxes in this city much lower than would otherwise have been peedful, even with low charges for water. In 1898 the profit from the water works permitted a tax rate lower by 45 cents on the $100 than would have been levied had not the city owned them. And even last year, after spending $42,000 for new pumps, the profit from the works lowered the tax rate by 8 cents on the $100. It is pointed out by the committee that the municipality is under less expense in operating the water works than a private corporation would be, because much of the clerical work, and also the handling of the funds, are done by city official in connection with other public duties, thus saving salaries. But even if the expense of operation would be less under private ownership, neither the city nor the water consumers would get the benefit of the savings. Under private ownership charges for water, like railroad fares and freights, are based not upon the cost of service but upon what the traffic will bear. The Sacramento water works has saved the taxpayers of this city millions of dollars, directly and indirectly. Its profits have wiped out a great municipal debt, and yet at all times the people have had an abundance of water at rates far lower than are charged anywhere under private ownership. Even had there been no profit in the operation of the works, the city would today be far better off than if the water supply were in a private monopoly. —Sacramento Bee.
