MUNICIPAL OWNERSHLP
AT SANTA ANA
ts People Operate Water Works Successfully, but Edison Company Prevents Public Lighting
The recent act of the Santa Ana trustees in cancelling the city’s $60,000 bond issue for the purpose of installing a municipal electric lighting plant, has occasioned no little comment among friends of municipal ownership in that city. The town has for years past operated a municipal water works system, which is one of the most successful in Southern California, furnishing cheap water to consumers, an abundance of water for sprinkling streets and fire pressure second to no town of its size in the state. Municipal ownership has worked efficiently as to water, but when it comes to electric lighting, the tentacles of the Edison octopus are found to be coiled so tightly about the community that the people seem to be powerless to install a municipal lighting system. While the service of the Edison company is frequently interfered with on account of breaks in its system, and while the character of the lights does not compare with systems where modern systems are operated under municipal ownership, yet the people are powerless to throw off the Edison company, and are beaten down and defeated at every effort to improve their condition any possibility affecting the bonds’ legality.
Two months ago the trustees adopted an order materially lowering the price for electric light and Edison people. The law suit in the Federal courts to restrain the ordinance municipality and monetary embroiled in bitter civil warfare, until last year it seems the city trusted by ordering the bond issue cancelled.
A leading citizen of writing concerning turn-down of the peacetime case briefly asked:
“SANTA ANA, CALIFORNIA,
‘In order to give you proof of the workings of Electric Co., let me tell you last night’s council proclamation to the Edison company previous history is new and clear understanding.
‘Last February ourtees, on petition of all zens, and based on the State Supreme Court in a case at Pomona, dinnance fixing the rate light furnished by the gas was cut from $1.85 per 1000 cubic feet and the electric light made like those of River like Anaheim, owns has had a handsome share $22,000, last year. While the service of the Edison company is frequently interfered with on account of breaks in its system, and while the character of the lights does not compare with systems where modern systems are operated under municipal ownership, yet the people are powerless to throw off the Edison company, and are beaten down and defeated at every effort to improve their condition.
Twice in recent years the people of Santa Ana have voted upon the question of issuing bonds for the installation of a municipal lighting plant, and at the election last year bonds in $60,000 were carried for this purpose. At the election some six years ago, the attempt to install municipal ownership was defeated by a small majority after an energetic campaign, the Edison people being active in opposition to the measure. Thereafter the matter was permitted to lie dormant until a year ago, when the agitation was again taken up. This time municipal ownership was victorious and great rejoicing followed the announcement of the result.
Immediately after the vote the Edison company set about to nullify the efforts of the people to free themselves from the burdens of the private lighting system. As the bonds were upon the point of being sold, the company brought suit in the Superior court, attacking the validity of the securities. While there was not a particle of doubt that the bonds were legal in every way, yet the effect of the suit was to deter the intending purchaser from investing in them, and the sale fell through. When the suit came to trial in due time, Judge West sustained the validity of the bonds, and another effort was made to dispose of them. Then ensued talk about appealing the case to the Supreme court, and ten days ago the town was again notified by an intending purchaser that no sale of the securities could be made so long as there light furnished by the gas was cut from $1.85 per 1000 cubic feet and the electric light made like those of River like Anaheim, owns has had a handsome $22,000, last year. The threatened a law suit, proceed. Then came election, and they tried at that. One of thetees has shown himself spoken friend. He is one of our board. Yet he two new trustees had before the election that enforce this ordinance elected on the strength pledge, as they well a month ago, the chairboard requested the order prepare an ordinance February ordinance, acting for the lower River light the old and high rates. Two months ago the Santa Ana
trustees adopted an ordinance materially lowering the prices charged
electric light and gas by the
city people. The latter brought
in the Federal court in Los Andas to restrain the city from engring the ordinance. Thus the
municipality and monopoly were bemembroiled in bitter and expension warfare, until last week, when
the city trustees surrenderby ordering the electric light
and issue cancelled.
Leading citizen of Santa Ana,
being concerning the flagrant
down of the people's desires,
has the case briefly as follows:
"Santa Ana, Cal., July 18, 1905.
In order to give you still further
of the workings of the Edison
Electric Co., let me relate to you
night's council proceedings with
vision to the Edison Co. A little
previous history is necessary for a
understanding.
Last February our board of truston petition of about 300 citities, and based on the constitution
california and a decision of the
the Supreme Court in an appeal
case at Pomona, passed an ornance fixing the rates for gas and
not furnished by the Edison Co.
gas was cut from the previous
$6 per 1000 cubic feet to $1.25,
but the electric light rates were
like those of Riverside, which,
Anaheim, owns its plant and
had a handsome surplus, e. g.,
1000, last year. The Edison Co.
retained a law suit, but did not
need. Then came the spring
tion, and they tried their hand
"Last night, with one of the trustees, A. C. Black, absent, and the
people not being aware that such a
move was contemplated, the time
seemed auspicious to revive the
seemingly dead ordinance. It was
called up, first defeated by a tie vote
to lay it over for one week, then
adopted after a spirited fight. How
the men who had pledged them-selves to enforce the ordinance will face the people with their broken pledge remains to be seen.
Now, here is the fine Italian hand of the Edison company. They agreed to call off the suit in the Federal court against the city, seeking to restrain the city from enforcing the ordinance, they to pay all costs. They agreed not to collect the difference between the old rates and the lower rates of the ordinance for the time the ordinance was in effect, when they could not collect more than the city rate.
Now, this very offer on their part should have been proof positive to our trustees that the Edison company knew it had a poor case in the courts. But they seem to have overlooked this fact.
Santa Ana, through its board of trustees, had a fine opportunity to deal a solar plexus blow to the Edison monopoly, but has missed its opportunity.
This will not down the agitation for municipal ownership, however. That goes merrily on."
THE DIAMOND CURE

attained a law suit, but did not

election, and they tried their hand
at it. One of the three new trustions has shown himself their outturn friend. He is the chairman
of our board. Yet he and the other
new trustees had given a pledge
to the election that they would
force this ordinance, and had been
led on the strength of their
age, as they well know. About
month ago, the chairman of the
city attorney requested the city attorney to
share an ordinance repealing the
february ordinance, and substitutfor the lower Riverside rates for
the old and higher Edison
rates. The gas rate was to be $1.15,
lower rate than provided for.
As a sop, in order that the
lower rates for light might be
allowed. For they know well
they could sell gas at $1 per
pound and make 30 cents on each dollip with the number of customers
we have (between 500 and 600),
divided they had modern machin-
-which they have not. The
chairman called up the ordinance
it was promptly referred to the
attorney.
A week later it should have come
for final action, but the chairman
that things did not look auspicable for its passage, and did not call
too. The Edison company seemed
to have lost. Next the company gave attention to the issuance
a suit in the Federal court
const the city, in order to restrain
from enforcing the ordinance.
While there was no merit in the
suit, yet it was intended to frighten
and yet more to frighten other
cases that were thinking of taking
same action.
"This will not down the agitation
for municipal ownership, however.
That goes merrily on."

POULTRY RAISING
IN CALIFORNIA
(Continued from last week.)
Eggs can be hatched at any season of the year in California with the
confidence that the young chicks,
as soon as they leave the brooder,
will be able to live in the open and
reach an early maturity. For this
reason it is desirable to hatch eggs
so that the chicks will attain market
size when the market is best. The
first thing is to give attention to
your plant; see that it is properly
constructed and equipped. To hatch a thousand chicks the first year, about 2500 eggs would be required, although experts would raise 2000 chicks from this number of eggs. One good fertile egg is worth three weak ones. Get your eggs from a reliable man whose hens are mature and of good stock. Hens in poor condition, as if they should happen to lay when moulting, should not be bred from. It is not advisable to hatch chickens in hot weather, as it prevents quickly healthy growth and the vitality of the parent stock is low. Birds should be mated at least ten days before the eggs are gathered for hatching. When you have gotten your eggs get a good incubator and follow

Access to markets is an important consideration. This should be borne in mind when locating in California. When distant from the cities water freights are a great help. In the thriving lumber and mining towns there is an excellent demand for poultry, as the residents usually are too busy to engage in the poultry business. The large hotels and restaurants are willing to pay a good price for young broilers and fryers.
A man and his wife can start in on the chicken business with $1000. An acre of ground will comfortably support about 400 laying hens the year round. These chickens, with ordinary care and attention, such as any intelligent and industrious man would give to any business to succeed, should net the owner from $1 to $1.25 per hen clear profit a year, over and above the cost of feed, which is all purchased and paid for
