Cost of Enfarging and Improving the Municipal Electric Light and Water Plants
Los Angeles, Cal., June 27, 1905.
To the Honorable Board of Trustees, City of Anaheim, Cal.
Gentlemen: In compliance with your request, I beg leave to present the following report relating to enlargements and improvements of the water and electric light and power systems of your city.
The condition of the plant, with the exception of the water tank towers, is good. The arrangement of the machinery is very undesirable, however, and the types of engines very uneconomical in steam and fuel consumption.
The water tank towers are in very bad repair, and should be replaced at once. The storage capacity of the tanks is too small, and the elevation of the tanks not enough to give good pressure. I would advise the erection of a steel tank of about 200,000 gallons capacity, upon a steel tower high enough to give a 50-foot head, as a minimum. The consumption of water will undoubtedly increase with a better pressure, and the increased capacity for storage will not only take care of this increase, but will be sufficient so as not to necessitate beginning pump-engines. The Sterling have its steam drums some good non-conduit and its furnace rearrangement of air. This will result in a substantial fuel, as shown in the flow.

This new tank should be placed as close as possible to the well pit to prevent friction in the pump discharge pipe. The best location is west of the well pit.
The most satisfactory engines for your plant are two compound, high speed, non-condensing engines, each directly connected to a 60 cycle, 3 phase, 2200 volt generator. They should have a guaranteed steam consumption of not more than 23½ per cent of steam per indicated H.P. at their rated capacity. The location of the engine room should be in front of, instead of behind the boilers, as at present. A neat brick engine house, either plastered or unplastered inside or out, about 35 feet wide and 65 feet long, of a style agreeable to the City, may be constructed to cover the well pit or a circular wing. The north wall of this house should be about 12 feet from the face of the boilers. A door in this wall would then make it possible to observe the boiler and engine room from one position. This would place all of the important apparatus always in the view of the station man, which is a very desirable condition.

The Sterling boiler should be its steam drums lagged with the good non-conductor of heat, its furnace re-arranged for the emission of air. These changes result in a substantial saving of water as shown in the figures to follow.
The water level in the wells has lowered beyond the safe discharge for maintaining a vacuum. The present pump is also very useful of steam. A test that I conducted on June 22nd showed a滴ption of more than 100 lbs. Steam per one delivered H. P. of oil water. The most advisable way to provide for adequate pumping at all time to come is to sink present pit about 27 feet below present depth. The wells to be erected up to the present Dean pump, and also to a new two-stage, dual, centrifugal pump. This would be especially designed for work it has to do, and have a guaranteed efficiency of at least 75 percent. The pump to be driven straight connection to a 30 H. P. action Motor.

To summarize the points at which saving of fuel will be made: Better arrangement of boiler furnace; preventing radiation from boilers; changing steam piping; more efficient engines and pumps; reducing losses in electrical distribution. The system will give better water and electrical service and allow for a large increase in both, providing amply for several years to come.
The pumping should normally be done by the centrifugal pump. This will raise water at much lower cost than it is done at present. The Dean pump will remain as an auxiliary pump for fire purposes and other emergencies. The fact of the Dean pump being always in readiness in case of fire, and the added storage capacity at a greater head, will undoubtedly reduce fire insurance rates.
The following is the approximate cost of the needed improvements:

WASHINGTON, July 14.—The work of the engineers and experts of the Reclamation Service in California is being pushed. Owing to unprecedented floods in the Gila River and the Lower Colorado, field work on the Yuma project was suspended early in the spring, but surveys and other field work had reached a point where it was possible to work on plans and specifications and complete the right-of-way negotiations.
Right-of-way maps have been prepared for the east side canal, Yuma Valley, and a portion of the west side canal and about eighteen miles of Yuma Valley dike. A special study has been made of the proposition to install pumps for lifting water to about twenty-eight thousand acres of mesa lands southeast of Yuma. The farm unit on this mesa probably will not exceed forty acres, on account of the possibilities of intensive cultivation. Plans and specifications have been prepared for a stone-carrying barge, with a pile driver and machinery to be used for river rectification work.
