SANTA ANA citizens are agitating the question of issuing $50,000 bonds for installing a municipal gas plant, and will ask the city council to call an election at an early date to vote upon the matter. Circulars sent out bear the statement that the rate for gas now obtaining in that city, of $1 25 per thousand feet, will be reduced to 75 cents under municipal ownership. Santa Ana last year voted bonds in excess of $100,000 for city improvements, including $60,-000 for installing a municipal electric light plant, to supercede the Edison light. The validity of these electric light bonds is now being attacked by the Edison company, which has also filed injunction suit against the city seeking to restrain the city council from enforcing a recently adopted ordinance in the Far East. Two names generally mentioned in Washington in connection with the vacancy in the State Department; they is that of Elihu Root, who many months ago retired from War Department, after a most liant career there, to enter law practice in New York. The name of Joseph H. Choate, has lately returned after brief service to his country as Ambassador at the court of St. James, next. As Ambassador to Entrance Mr. Choate necessarily was inest touch with world policies in the Japanese-Russian war is thoroughly informed. Names are talked about, and them being that of Secreta War Taft, now on his way Philippines.

The validity of these electric light bonds is now being attacked by the Edison company, which has also filed injunction suit against the city seeking to restrain the city council from enforcing a recently adopted ordinance fixing rates for lights in that town. Santa Ana seems to be getting all that's coming to it from the Edison monopoly, and it is thought a vote on municipal gas works would sweep the town.
There is an air of expectancy throughout Southern California for the good things which are to be given by the Long Beach Chautauqua Association at that city this season. The various Summer schools, both for education and recreation, throughout the coast have practically completed their arrangements and are getting ready for active business; probably the greatest attention is being turned towards Long Beach.
This is the Twentieth Annual Session of the Chautauqua and as each season has been an improvement over the previous one, this year will undoubtedly prove the greatest of all yet held in Southern California. The aggregation of talent this year is so superior to any previous season that it has attracted the attention of educators all over the Southwest.
Owing to the fact that many vocalists, instrumentalists and lecturers throughout the east have discovered that Los Angeles and vicinity is an excellent place to spend the summer on account of the comfortable weather, the management has been able to secure many high grade entertainers who otherwise would not be available if transportation and expenses had disposed to say, Bless your children, while extending regulations upon the several events.
Assessor Vegely's report on the total valuation of property all sorts in Orange county was $13,332,635. Last year the valuation was $13,028,460, computing a net gain of $304,175. The new State law allowing head of each family an exertion of $100 personal property, must taken into account. This doctor alone made a loss in the amount of about $425,000. This real gain over last year of 000.

Grief over John Hay's death, which has pervaded Washington to an unusual extent, is mingled with speculation as to whom the President will choose to fill the great place that he has left vacant. There is no immediate necessity for choosing a successor, but at the same time, his place must be filled with reasonable dispatch, for the reason that the peace congress of Russia and Japan will be held in Washington some time in August, and by that time there must be in the State Department some man perfectly familiar with Mr. Hay's policy in the Far East and perfectly competent to see that nothing is done in the peace negotiations to disturb that policy. At no time since Mr. Hay formulated his "open door" policy for China will that policy be under greater strain and in greater danger than during the peace negotiations, and every move in those negotiations will directly affect American interests

There are suggestions of a revision of tariff laws so as to produce more revenue, but these do not come from the men who rule the Senate and the House. There are Treasury watchdogs in both houses of Congress who believe that expenditures can be cut so that no additional taxation will be neces-sary, but practical men cannot see where much can be accomplished in that direction.
For Mere Lucre
Washington, June 29.—Charging him with changing his position over night "for mere lucre," and being influenced "solely by personal advan-tage," Secretary Taft in his conference in New York, June 26, with John F. Wallace, recent chief engineer of the Panama canal, after administering a severe rebuke to him, requested his resignation, on the ground that "public interest requires that you tender your resignation this moment, and that you turn over the records of your office to the chairman of the commission."
This fact was disclosed in an important statement issued from the office of the Secretary of War, which reviews the relations of Engineer Wallace with the War Department and with the canal commission since the organiza-tion of the commission last spring, quoting several expressions of the chief engineer of his satisfaction with the entire arrangement, and giving an account of the conference between Taft and Wallace, which concluded with the suggestion for Wallace's res-

The statement which was issued tonight concludes with a letter from President Roosevelt to Wallace, dated at Cambridge, Massachusetts, June 28, which reads:
"Your resignation as a member and chief engineer of the Isthmian canal commission, which was tendered in accordance with the request of Secretary Taft, which request has my entire approval, is hereby accepted to take effect immediately. Very truly yours,

Lowell and Mahaffy.
James Russell Lowell and Professor Mahaffy met for the first time at a friend's house in Birmingham, England, and talked together for four hours. When Lowell drove away in the carriage he exclaimed to his host,
"Well, that's one of the most delightful fellows I ever met, and I don't mind if you tell him so!" The friend did so, and Mahaffy received the compliment with equal grace and modesty. "Poor Lowell!" he exclaimed. "To think that he can never have met an Irishman before!"
Three Days He Didn't Like.
Lord Burleigh once said: "Though I think no day amiss to undertake any good enterprise or business in hand, yet have I observed three Mondays unlucky—the first Monday in April, when Cain was born and his brother Abel was slain; the second Monday in August, which day Sodom and Gomorrah were destroyed; the last Monday in December, which day Judas was born, who betrayed Christ."
