HEALTHFUL PROGRESS
The city of Anaheim is just completing the laying of five miles of cement sidewalk and curbing at a cost of $18,000.
The city trustees have instructed the city surveyor to make surveys and plans and specifications for approximately seven miles of more cement sidewalk and curbing, the approximate cost of which will be $25,000.
The total cost of brick buildings now in course of erection and in immediate prospect exceeds $100,-000, and the cost of new residences built in the past year and now under way will probably equal this figure.
The city has two banks in operation, and a third, with a capital stock of $50,000 in course of organ-problem as she finds it. During the year a lumber yard, savings bank, gas works, grist mill, two oil plants—the Standard Oil and Puente—have established themselves here; and a number of other new business houses have opened here; the cost of all of which is in excess of $100,000.
During the coming summer the city will issue bonds in the amount of $75,000 for the extension of the city lighting and water service. The municipality is unable at the present time to supply the demands for water and light, and as a result of the town's expansion a new and greatly enlarged plant will be installed.
This coming fall the Anaheim Union Water company will issue bonds in the amount of $400,000 for the construction of a reservoir, to supply Anaheim farmers with more water, and to complete its present irrigating system.
During the past five years the farmers within a radius of three miles of this city have expended $500,000 for pumping plants, and this expenditure continues at a rate of $100,000 per year. This section has in excess of 200 pumping plants, costing not less than $2500 each. Hardly a week goes by that we do not hear of a new plant being installed.

These are a few items to refute the oft-repeated statement of Dr. Chapman, the advance agent of the blind pig, that "Anaheim is a dead town," because it believes in high license in preference to prohibition. Anaheim is far from meriting the castigation it receives from this white-haired old gentleman—very far from it. It points to this record of progress, and challenges comparison anywhere in Southern California.
We have heard a great deal of late about prohibition being the means of upbuilding a state. How fares Pomona under prohibition, and how is it with Santa Ana, both of which places are retrenching in their municipal expenditures, their streets in bad condition, lighting service poor, and no money in the treasury to meet municipal demands. This brings on the alternative of higher taxes, the burden of which the business man and property-owner must bear. And is the sale of liquor thereby lessened? We doubt it very much.

The totals are given below for all the leading cities and towns outside of Los Angeles, compared in most cases with those for 1904. The figures are for children of school age—5 to 17. The gain, it must be confessed, is disappointing except in case of Pasadena, San Diego, Long Beach, Santa Monica and Riverside.
The highest average ratio that it is safe to figure on for population from the school census is one to four. And this must be for the children from 5 to 17, and not for all children. Some newspapers get astonishing figures by taking all the children and multiplying by five. A comparison of the federal census for 1900 with the school census for that year, shows that four is plenty high as a ratio in all cases except San Diego. Using four as a multiple, the population figures are:

The figures for 1900, it will be understood, are those of the Federal census.
We believe this estimate of population is more correct than those obtained by multiplying the school census by four,
except in the case of Pasadena. We should regard 16,000 or 18,000 as about the correct figures there, in view of the annexation of North Pasadena.
