Will have completed the construction of the cement ditch petitioned for by Schneer, Kosset, et al, ere this report read. Will say in conclusion that have cleaned nearly all of our ditch both cement and earthen, on the north side of the Sand Wash, and will have the Anaheim cement ditches clean in May, as they are seriously in need of being cleaned. Whitney has begun injunction proceedings against the city of Santa Ana to prevent the installment of a municipal lighting plant. Whitney asks that all the proceedings in preparation for the electric light issue be declared invalid. Among other grounds complaint alleges that the bonded indebtedness which will be incurred will cause the total bonded indebtedness of the city to exceed the statutory limit; that $60,000, the amount of the proposed bond issue, is greatly in excess of the amount required to establish a lighting plant, and that a municipality has no power to establish and operate a lighting plant. City officials express the opinion that the suit was instituted merely for purposes of delay. Dillon and Hubbard of New York have passed favorably on all of the preliminary steps in preparation for the bond issue, and N. W. Halsey & Co., also of New York, have written that they are prepared to purchase the bonds at par.
