cents; licorice, 10 to 20 cents; but dock, 10 to 20 cents; besides there are many so-called weeds medicinal value too numerous mention. Attempts will be made to cultivate golden seal ($1.50 per pound); rhubarb do well (40 to 90 cents); valerian could be grown readily (40 cents) etc.
The wholesale price is of course less than the retail. There is doubt whatever that vegetable drugs can be grown successfully and profitably. All that is required intelligent effort on a large scale. What is done profitably in other temperate and sub-tropical countries can be done profitably in California and in other states of the Union.
Medicinal plants are being tested in the San Francisco Garden Medicinal Plants with regard to their medicinal value and suitability for culture in California.

Limitation of the Franchise
Washington, April 26.—Whatever representative Crumpacker of Indiana appears at the national capital during a congressional vacation there is a revival of the discussion of suffrage limitations in the south. His presence here the last week ten days has been no exception to the rule. Public men represent each of the political parties anxious to learn from him what plans for the next session of Congress are. If he has any well-fined program in mind he is keeping it to himself.
For the last five or six years members of congress have looked on his as the leader in the movement bring about a reduction of the representation of southern states in the house of representatives, and it evident that if any move is made during the coming long session the legislative body he will be the man behind it. About all the diana man tells his friends at time is that he has not changed mind on the question—he is convinced that the republican party in duty bound to carry out the vision of the national platform adopted at Chicago last year. recalls that the plank pledged party as follows:
"We favor such congressional action as shall determine whether by special discriminations the elec tive franchise of any state has been unconstitutionally limited, and such is the case we demand the representation in congress and the electoral college shall be proportionately reduced, as directed by the constitution of the United States."
It is not generally known, nevertheless it is the fact, that Representative Crumpacker is responsible in a large degree for the appearance of the plank in the platform his party. He took up the subj

any time during the last winter President Roosevelt had said the word congress would have started an investigation such as was promis-ised by the Chicago platform; but he did not say the word and nothing was done.
Now it is pretty well understood that if the republican party intends to start a congressional inquiry with the view of reducing the representation of those states that disfranchise voters, it will get down to business at the coming long session. It is the concensus of opinion here that if this session shall be allowed to pass without action the subject will have been shelved for a long time to come.
In the coming session, as in the last one, the president’s advice and wishes will no doubt be respected. The senators and representatives from the South, who watch closely any move which might be interpreted as an effort to bring up the subject are pretty well convinced that the president will not tell the Indiana congressman to “go ahead.”
Everybody in touch with the administration understands that there is nothing nearer the president’s heart at this time than his desire to win the South. He feels that the southern people have misunderstood him, and he means to convince them, if possible, that he is their friend. Knowing this to be the case, the southern members of congress are confident that he will not consent that the alleged suffrage limitations in several of the southern states shall be brought to the front.

On the other hand, public men who sympathize with the view held by Representative Crumpacker, are inclined to believe that the president will look to congress to carry out at the next session the recommendations of the Chicago platform. They are inclined to believe there is significance in the fact that the president during his recent dip into the South, refrained from discussing the suffrage limitations. It seems to persons who hold this view of the situation that if the president had made up his mind that the republican party had best drop the whole subject, he would have given some intimation of his views in his speech at Louisville or in one of his speeches in Texas.
It is a topic about which the president does not talk freely with his most intimate friends, it is said. Representative Crumpacker undoubtedly knows what his sentiments are, as he has had many conferences with him on the subject, but the Indiana man has always been careful not to say anything that might be interpreted as reflecting the views of the president.

On February 11, 1905, the question of $1 25 per 100-pound rate was decided by the commission to be unfair as applied to the shipment of oranges. After this decision was made an order was issued directing the railroads of Southern California to desist on or before April 1, 1905. The complaint avers that the defendants have knowingly violated and disobeyed this order.
The complaint asks that a decree be entered granting the Interstate Commerce Commission restraining the railroads from violating their order of February 11th and in case an injunction is granted by the court a fine of $500 a day is asked for each day the injunction is broken.
