ORANGE COUNTY THE NATURAL SITE
It would be a distinct loss to the walnut growers of Southern California should the pathological station now engaging the public attention be located in Riverside county. The station aims to treat of diseases of citrus and walnut trees, as well as of diseases of other trees and vegetables. Walnut growers have sustained serious losses by the blight and are entitled to the same protection from the state as the orange grower, no more, no less. Riverside produces not a carload of walnuts, yet it is and for sometime past has been an active aspirant for the location of this station in that county. It would be a mistake to locate it there.
Orange county is the place for the laboratory. We grow a third of the walnuts produced in the state, here in Orange county. If the station is to give us relief from bill provided in effect than next general election super elected in the first and thirts should hold office two years, and that thereafter should hold office four years present supervisors of this are elected at the same time out of office coterminously; as the plan in other counties elect two at one election and at the next, so that all may out of office together. Orange county has under cultivation in season thousands of acres of tomatoes, Riverside not an acre. A disease has attacked the plants and has caused great losses to the growers. If the station is to give these farmers relief, it should be located here; and not at Riverside.
These are disagreeable facts, but they are facts nevertheless. We live in a paradise on earth, here in Southern California; yet our orange orchards are attacked by half a dozen different varieties of scale; our walnut trees have a blight; celery and tomato plants are attacked by a foreign disease, and so on. Citrus growers have obtained great relief by the introduction of parasites which prey upon the scale; and in the time to come we believe the state board of agriculture, aided by wise legislation, will be enabled to introduce parasites for every scale that ever invaded the state from Florida, China, Polynesia or any other old place.

If the laboratory is to conserve the wishes of its supporters and the governor, it should be located where these industries have reached the highest degree of productivity; here where we grow oranges as well as walnuts, celery, tomatoes, apricots, sugar beets and so on.
Orange county should be selected as the county par excellence for the laboratory.
Anaheim offers a free site, and tenders the commission several sites to select from; all spacious, roomy sites, free of cost. It invites the attention of the commission to these facts.

WINNING THE SOUTH.
As a part of his plan of "winning the south," the president proposes to see to it that the southern states get their proportionate share of the civil service appointments. By his direction the civil service commission will this spring, summer and fall conduct examinations throughout the south and if the southern young men and women take advantage of the opportunity, many of them will go on the eligible lists and will be preferred to residents of the north when appointments are to be made.
In the past the northern states have gobbled up most of the civil service appointments to the departments. Out of a total of 30,000 civil service employes in the several departments Alabama had only 196, Arkansas 117, Florida 86, Georgia 334, Louisiana 139, Mississippi 163, South Carolina 217 and Texas 277—a total of 1,529 em-
In the past the northern states have gobbled up most of the civil service appointments to the departments. Out of a total of 30,000 civil service employes in the several departments Alabama had only 196, Arkansas 117, Florida 86, Georgia 334, Louisiana 139, Mississippi 163, South Carolina 217 and Texas 277—a total of 1,529 employees, who draw in salaries a total of $1,664,281 annually. Indiana, a typical northern state, about which several of its representatives has been protesting because the state is not getting its full share of the places, has more than 600 men and women in the classified service who draw annually about $800,000—nearly half as many places and half as much in salary as the eight southern states mentioned.
If the younger generation of the south takes to the civil service examinations that are to be held and applicants make acceptable grades the northern states will have to wait for further merit system rewards until the southern states that are short of their proportionate share of the places are brought up to the line of averages. The civil service law says specifically that in making appointments the commission shall apportion the places among the several states according to population and the president intends to insist that the south shall receive that to which it is entitled.

Five hundred (500) Notices for Assessor's office relative to absent property owners.

All advertising done by the City during said fiscal year must be specified by the square, nonparallel measurement, and all advertising must be done in accordance with the specifications on file in the office of the City Clerk, which specifications shall enter into and form part of the contract to be executed by the successful bidder.
A certified check for $10.00 must accompany each and every bid.
