Engineer Lewis at a recent meeting of the city trustees made a statement concerning needed additions at the power-house which should engage the earnest attention of every resident of the community. Speaking of complaints made regarding inferior quality of lights in outlying sections of the municipality, he said this was caused by the overloaded condition of the electrical works, and orders for new lighting service were being made almost daily. On a recent Saturday night, when stores were lighted until 9 o'clock, it was necessary to use both machines at the power-house, and the ampere meter showed the works were taxed beyond their registered maximum limit. This condition of things means not only poor lights occasionally, but practically puts a stop to further expansion of the service. The municipality has outgrown the capacity of the power-house, and needed enlargement is imperative necessary. Mr. Lewis also pointed out a thing or two regarding the water works which calls for immediate attention. The pumps in the wellpit are now lifting water from a depth of 26 feet below the bottom of the pit, and this is too great a lift for superior service. The water level has steadily fallen during the past several years, and the tendency seems to be still to recede. Should the level fall to a depth beyond 30 feet the efficacy of the pumps would be so impaired as seriously to interfere with the fire pressure. It is possible that with a heavy winter's rainfall the water may rise, and that with a succession of wet years it may reach its level of former years, when it rose above the bottom of the pit. But with a continuance of dry weather, the water level will inevitably fall, and then an interesting condition will confront us. It will be necessary then to install deep-water pumps or other apparatus, for the present pumps will be practically unserviceable should the water level fall another four feet. The constantly increasing demand upon the lighting plant for lights in new residences, as well as requests for street arcs in sections where no illumination now exists, makes it imperatively necessary that an enlargement of the service be immediately taken up for discussion. And while the community is at it, the condition of the it rose above the bottom of the pit. To secure a state appropriation of $500,000 for the establishment of a California agricultural experimental station is the object toward which Charles and Frank Pierce of San Joaquin are now bending their energies. They have had a draft prepared for a bill to be submitted to the Legislature at its coming session, calling for appropriation of the sum mentioned. This draft names five men to handle the funds, among them being Chief Justice Beatty, President Benjamin Ide Wheeler of the State University and President Jordan of Stanford. It is not the intention to carry on experiments on segregated tracts located in different parts of the state, but to have one large farm, situated at some place to be selected by the five trustees after the appropriation is made. The scheme is broad in its scope. It includes the improvement of seed, with the object of increasing the yield; diversified farming, dairying, stock raising, gardening, viticulture, enrichment of the soil, and, in fact, all branches of agriculture closely connected with them. The scheme contemplates also the education of farmers in scientific agriculture, for the purpose of enabling them to accomplish more and with less labor than now. The most economical devices and the quickest, easiest and most effective methods will be brought to their attention. The bill includes, moreover, a clause calling for the establishment of a school of marketing, to be made part of the State University. The object aimed at is to secure for the agricultural producers the most money possible for their products. As a result of the expansion of the city it is probable a mass meeting of citizens will be called for the near future to discuss plans for enlarging the water and electric light plants. Recent complaint of poor lighting service is caused by the overloading of the plant, and as calls for extension of the service are constant from all parts of town, it will be seen an enlargement of the plant is imperatively necessary. The same situation confronts the municipality as regards water. Many demands for water have been made, but it is impossible to grant them in the present status of affairs at the water works. The consensus of opinion is that adequate bonds be issued, and new machinery added to the water and lighting plants. A new fire-proof power house should be erected, and other necessary improvements installed. General Stoessel, the hero of Port Arthur, is a German. He was born in Madgeburg, Saxony, and served the Emperor of Germany as an officer in the Engineer suit to enjoin and restrain them from doing business through the General Paper company as sole proprietor. The government alleges violation of provisions one and two of the act of Congress applied July 2, entitled an act "to protect trade and commerce against unlawful restraints and monopolies."
