In England, Germany, France and other European countries the applition of lime in various forms has been
and still is, practiced extensively.
Deherain, a famous French agricuturist, states that "certain regions

lime and marl" (marl being another

Authorities seem to agree that lime
is necessary to the plant, and if it

Next week will conclude the Gazette's popular prize contest. Do the contestants realize that the successful one who secures this elegant $500 Regent Piano will be earning at the rate of $45 per week for her efforts? One week left to win this prize.
As to who the successful contestant securing the first prize will be it all depends on her efforts the last week. The one getting the best results from her work during the few remaining days will most likely be the fortunate one. Any one of the prizes are of sufficient value to repay the contestants for washing: When heavy rains fall on limed soils the water sinks into the soil instead of rushing over the surface.
Soils composed of silicious sand are frequently benefited by being rendered more compact by liming.
Ascertain first whether lime is needed; if it is, apply it judiciously, and never depend upon the lime alone to maintain the fertility of the soil. If your land does not respond to lime, get the other necessary constituents before assuming that the lime is not beneficial. Do not blame the lime for lack of results.
Waste lime from beet sugar factories has been effectively applied to soils. It contains some potash, phosphoric acid and nitrogen, which still further increases its value.
Lime-cake is more valuable as a fertilizer than air slacked lime, owing to the amount of nitrogenous compounds, and it also carries smaller amounts of potash and phosphates.
As a general rule it may be stated that from half a ton to one and one-half tons of lime per acre, applied every five or six years, is sufficient. Application of two or three tons per acre may, however, be advised in cases of very acid or compact soils. The practice of applying small amounts of lime at somewhat frequent intervals is being generally accepted as preferable to the use of large amounts at rare intervals. It is generally considered best to apply after plowing, and harrow it in thoroughly.

County Promotion Committees Throughout the State a Unique and Successful Feature in California
The second semi-annual meeting of officers and representatives of all the development organizations and Chambers of Commerce in California will be held December 17th. This meeting will be unique in that it signalsizes the process of a movement to effect practical plan of co-operation on the basis of general representation of all developmental organizations in the state. There is no California no less than 146 of these organizations. They expend in real improvements and in advertising sources and products all the way from one thousand to twenty-five thousand dollars a year. All of this money raised by public subscription and the distributors share results with the rest of the community in its increased prosperity. The purpose of these semi-annual meetings is to further the relationship of thorough co-operation between organizations. This relationship has already been established in the formation of county promotion committees throughout the state and it is said that California has the most effective system in this line of any region in the world.

Diversion of Water Cannot Be Prevented, Although Claims for Damages Might Ensure.
Judge Noyes of Riverside handed down a decision this week in the case of Newport vs. the Temescal Water Company, which is of interest to Orange county irrigators. The plaintiff sought to enjoin defendant from taking water from the Chase wells at Ethanac to Corona, on the ground that pumping lowered his wells and diverted water from his lands. Decision is for defendant. The court holds that plaintiff might have a claim for damages, but cannot prevent diversion of water. The case is the first tried in the state on the use of underground waters, since the Katz-Wolkinshaw decision in the supreme court, and is of wide interest throughout California.
The Chase Company and the Temescal Water Company had established expensive pumping plants in the Perris district, had been welcomed there by the plaintiffs in the present action and had built a pipe line to convey the water to the Corona district, some miles distant. Plaintiffs sought to restrain by injunction defendants from the use of the water, on the ground that the underground sources of water supply in the Perris valley were reduced and the ranchers were damaged.

The first meeting of officers was held Sacramento on June 18th last, when the following resolution was adopted: Whereas, It is desirable in order to better the interests of the several counties of California and bring about a centralization of promotion efforts throughout the state, that the several organizations co-operate and also that the several counties be brought still in closer touch with the California Promotion Committee, the central body, is, Resolved, That there be formed in each county of the state of California a committee known as the County Promotion Committee; the members of such committee to be appointed from each of the development organizations said county by mutual arrangement. The size of the committee to be governed by the number of organizations in the county, with the understanding that each organization is to be represented. Such a committee to choose a chairman and a secretary from its members. It is further resolved that there be formed a committee to be known as the Counties Committee of the California Promotion Committee. Such committee to consist of the various County Promotion Committees as formed in accordance with the preceding provision; the members of the several County Promotion Committees to be accredited representatives at the meetings of the Counties Committee. Resolved, That meetings of the Counties Committee be held semi-annually and at such other times as they may be called by the California Promotion Committee.
In accordance with this resolution, the formation of the counties committee of the different counties has been generally adopted. Besides members of the counties committee, an invitation has been extended to members of all development organizations in the state to present. Members of the State Publicity Committee and Advisory Committee of the California Promotion Committee will also attend. The theme of the meeting will be "California Publicity." Addresses will be delivered by men from all parts of the state prominent in development work and general discussions will be included in. Governor Pardee has been invited to open the meeting. Special railroad rates will be made from all parts of California.
At the Sacramento meeting, there were present delegates who had come a distance of 600 miles and it is expected that attendance will be even greater than that of the first session.

In his opinion Judge Noyes says: "The principle of the law is that when the vitality of the soil is not impaired by the drainage of the sub-surface water supply, the freehold itself is not irreparably injured. The drainage, if any, is of a special nature, to be specially pleaded in an appropriate action for damages and an injunction remedy cannot be invoked."
The decision points out that Newport and the other plaintiffs had knowledge of the purpose of the Chases and the Temescal company in installing pumping plants in the Perris valley and encouraged them to locate there.
Then the judge emphasized the bad faith of the plaintiffs in bringing suit for permanent injunctions, after having welcomed the defendants to the valley. On this point the opinion reads: "Changed conditions become overwhelming to the conscience of a chancellor when these changed conditions have been wrought in good faith and through open or tactful acquiescence of the complaining party, and their disturbance now would result in great financial loss and destruction of property values.
"The first duty of a court of equity is to preserve the conscience of the parties and to require them by its decree to do with others as they would be done by.
"Its judgment cannot be far wrong when these conditions are upheld and enforced."
The decision is the most important handed down in California on a water problem. Every irrigated community in the state was directly interested in the result, and an adverse decision might have seriously affected millions of dollars of securities based on irrigated and highly cultivated sections in the citrus belt of Southern California, including Riverside, Redlands and Corona,
