HOW SHIPPERS Prevented Glut in the Eastern Markets Through unty of action, California's shippers of deciduous fruits this season have succeeded in distributing their products in the Eastern markets, that they in no way came in competition with one another. The result has been an extended market, better prices and enormous saving in expense. The medium through which these results have been obtained is the organization known as the California Fruit Distributors, which was formed a year ago, and which now handles fully 96 per cent. of the deciduous fruit shipped from this State. DISADVANTAGES OF THE OLD SYSTEM. Prior to the organization of the association, shippers labored under the greatest disadvantages. Each aimed to keep his business from the other. Shippments were made under the greatest secrecy. The result was that a city like Boston where three cars of peaches, for example, might sell at good figures, was at any time liable to have five times that amount sent in from as many different firms, which would cut the price to a minimum; or it was just as liable to be left without any shipments at all, where a moderate amount of fruit would have commanded good prices. In instances where a given shipment brought good returns, the most demoralizing effects followed. Shippers would rush to get cars of fruit to that particular market, expecting to sell at the figures of the recent sale. This course brought directly contrary results. A dozen or more cars arriving at the market at one time glutted it; the shippers were forced to sell what they could get, bidding against one another for low prices. Thus, while a city like Chicago might on a given day have a superabundance of fruit, other cities, like Cleveland, Pittsburgh or Philadelphia, might be entirely without it. In a week the condition of glutted market might shift to any one of these last named points, but the conditions would be in no way bettered for the shippers, who would be confronted with the same glutted market at one point and fruit famine at another. The Eastern vote in the fixing of policies and outlining general business directions. Representation is thus not based on the volume of business done, but rather on the individuals represented. OUTSIDE COMPETITION. As has been stated, shippers of 96 per cent. of California deciduous fruits now turn their packed cars over to the organization for distribution. So admirable is the theory upon which it is organized, and so practical has its working been, that there can be no division of opinion as to the utility of the organization. Unity of action on the part of California shippers has brought better conditions for buyer as well as seller, widened the market, and consumed the fruit. Were California the only fruit shipping State, the problem of distribution would be all but settled. There are, however, other fruit-growing districts, and to these their local transportation companies have catered. Fruit thus shipped comes into competition with California products. While this competition may interfere with the absolutely perfect working of the California scheme, it at the same time shows the necessity of complete unity on the part of California shippers, in the best results are to obtain. With the exception of grapes, California deciduous fruits do not interfere materially with the organization's work, for with this one exception, practically all the deciduous fruits of the State are distributed through the central office. Some grape shippers sending out from fifteen to fifty cars apiece are not reporting their shipments, which causes greater difficulty in regulating the supply of grapes at Eastern points than any other fruit. EXTENT OF THE BUSINESS. There will be shipped from the State this year about 700 carloads of deciduous fruits, 7200 or which, distributed in 125 Eastern cities, will be handled by the organization. The net returns on this fruit to Californiaians will be approximately $500 a car; thus there will be netted to Californiaians this year for fruit shipped through the organization, approximately $3,600,000, practically organized, that the expenses are comparatively insignificant. One percent is charged on all business handled. In a hundred ways are savings made. For instance, all tedograms are sent through the central office, reducing the telegraphic tolls to a minimum. In fact, the saving on telegrams alone is sufficient to pay all the operating expenses of the organization. Then, too, the larger the volume of fruit handled the greater is the saving. Friction, in a word, has been practically done away with, resulting in the greatest returns at the expense of the least effort, and effort in fruit shipping means outlay. NECESSITY OF REGULAR TRANSPORTATION. The shipping or fruit having thus been placed upon a practical business basis, the matter of regular transportation facilities becomes the most secessary to get back, and all snipmen in California deciduous fruits are now riveting overtime in the various eateries. ADVANTAGES OF CALIFORNIA FRUIT. So long as California deciduous is not made to compete with its eastern market, it has enough advantage over that from other states. California fruit is noted for good carrying qualities. When desired fruit that will look well on stands, or fruit for re-shipment, take the California varieties, and willing to pay good prices or if so as they are assured that the price does not cut. This is one of the strongest arguments in favor of the action which the California shipper are now taking through the organization under discussion. It is also reason why the transportation companies should exercise every effort get the fruit to market on schedule; that is may arrive in convenient display or for reshipment. THE RAILROAD SIDE. The contention made by the railroad is that if the shippers would give a regularity of supplies daily, and finally route it direct to its destination they could figure on this business a greater degree of certainty and nearer adhering to their schedules. But that is practically possible. The changing conditions all the markets on account of this desirable nature of the goods in question and because of the fact that clear conditions in any place will disturb normal conditions affecting nearby supplies makes the change of definition of cars from time to time ultimately necessary. The only way seems feasible is for the transport companies to start a special express freight service, and run trains through regardless of their ber of cars offered them. If two loads are offered for themabeo loads are offered for one train any given day they could readily up the balance of a train with or with other freight, which they take through on fast time without damage to themselves or their bus. A REMEDY. Said a prominent shipper in doing this point recently: "The students of all transportation companies have to do with the transport this perishable product, if they try to build this industry up and to use necessary and proper so should absolutely refuse to have things to do with the movement of excursion trains or convention during the height of the decline fruiting shipping season, and she and fruit growers of California should take vigorous measures through shipping organizations to see that matter is properly placed before presidents and the traffic管理局 all interested roads." A number of packers and shippers accordingly met to consider plans for more intelligent distribution of their products. The theory upon which they acted was that the markets using California fruit could use a certain quantity at good prices if given it in proper proportion and with regularity. It was recognized that it was better to distribute the fruit intelligently and properly than to follow the old system of independent shipments, gluttened markets and irregular returns. To over come these evils the California Fruit Distributors organized that unity of action might be secured. The organization includes practically all the shippers of deciduous fruit in California, 9 per cent. of all the deciduous fruit shipped from the State this year having been handled by it. PLAN OF OPERATION. The organization has nothing to do with the fruit until the car is packed and the bill of lading sent to the association's headquarters in this city. The car is then disposed of for the account of the party loading it. Once the bill of lading is received the management aims to place fruit in the best market. Thoroughly conversant with conditions at every fruit buying center of the East, the management sees to it that the shipment will not be brought into competition with other California fruit. The shipment happens to be peaches the car will be sent where it is known peaches are in demand, not to some point that is glutted with them, as repeatedly happened under the old order. One instance will show the care with which these shipments are controlled by the central office. The bill of lading for a car of fruit shipped to St Paul was received last week. The car was loaded with fruit for which there was no demand at St Paul. Under the old conditions, however, it would have gone on to St Paul, to find no market and attending loss. As soon as the bill of lading was received at the Sacramento office, the car, then rolling was ordered turned from St Paul and sent to Omaha. Before it could reach Omaha, however, the agent at that place had disposed of it to better a vantage than Omaha offered, in Gran Forks, N. D., to which point the fruit was most in demand and sold at the best prices. The policy of the organization is thus to seek the best market and allot to each grower and shipper a fair and proper proportion of the shipments to each. All fruit not sent to regular auction points in the East, is sold on what is known as the "F.O.B. California basis;" that is, prices are arranged in California, and a draft drawn on the shipping documents on the Eastern purchaser. From time to time minimum prices are fixed on the fruit thus shipped, at figures which it is adjudged the fruit is worth, and no fruit distributed by the organization is sold below such figures. The result has been largely increased purchase of fruit from the points that heretofore received the same on consignment, and there is no diminution of the distribution on that account. Buyers have taken quite freely to the idea, as they have no hesitancy in purchasing fruit if they know their competitors cannot purchase the same commodity for less money than they are paying. Incidental to the increase of business at points which have heretofore received fruit on consignment, has been the development of the selling of fruit en route. The association has agents at all large purchasing points. To the agent at Omaha, for example, the contents of a certain number of cars, with prices, are telegraphed each day, with instructions to sell en route. So admirably has the plan worked that fully 60 per cent, of the F.O.B. shipments are disposed of in this way, and California fruit has been introduced into markets where it is in demand, brings good prices, but where it has never been seen in quantities up to this season. More than twenty cities, which never before purchased a carload of California fruit, this year became carload purchasers. MEMBERSHIP. Membership in the organization is no way qualified by the quantity of the shipments made. A shipper of one car is given as much consideration as a shipper of a hundred. But that is practically impossible. The changing conditions in the markets on account of the perennial nature of the goods in question because of the fact that climatic conditions affecting nearby fruit trees, makes the change of destination of cars from time to time absolutely necessary. The only way that is feasible is for the transportation agencies to start a special expedited freight service, and run their trains through regardless of the number of cars offered them. If two train services are offered for them, hourly trains are offered for one train upon given day, they could readily make the balance of a train with oranges with other freight, which they could through on fast time without any usage to themselves or their business. A REMEDY. The country is very attractive. It is practically level, with just sufficient slope from the hills to afford adequate drainage. The roads are level, well graded, and well kept, affording excellent opportunities for cycling and driving. The soil is a rich sandy loam which never bakes making it a very easy ground to work; thus lending itself readily to the cultivation of berries, nuts, oranges, etc. The variety of products, and the possibility of procuring small tracts of land at low figures, and on easy terms, make our section of the county very attractive and advantageous for truck raising, or for farming on a small scale. The following are a few of the products: oranges, lemons, walnuts, grapes, peaches, apricots, sugar beets, berries and vegetables of all kinds. Anaheim is the possessor of a Building and Loan Association.
