We hear that a number of stockholders in this portion of the district have expressed an intention of giving their proxies for the annual water election to Mr. Chapman of Placentia, whose popularity extends to all portions of the district, and whose election seems to be assured. While not desiring in any manner to detract from the moral worth of our Placentia friend, the propriety of the plan is to be doubted. First, because he does not need them, and, secondly, and more important, these proxies should be given the two local candidates, who will stand upon the same platform as Mr. Chapman and will co-operate with him, in the event of their election, upon the board. Friends of Mr. Chapman in Anaheim can be of far more service to him by rolling up their sleeves and electing two directors in harmony with his views upon questions now engaging the attention of irrigators than by tendering him their proxies, which we doubt if he gives a snap of his fingers for. Mr. Chapman can bring about no reforms upon the new board to be elected next month unless he have a majority of the directors with him. The largest individual stockholder in the company, he will have, either in hand or under control, votes enough probably to more than elect two men. Reassuring reports come from the north side of the district that the election of a third man in harmony with his views is all but assured. Now the thing for Anaheim and south side irrigators to do is to elect two men to co-operate with these three—that is the manner gust body is probably the act of greatest absurdity that has characterized its deliberations. The board is itself probably the most grotesque that has occupied the place since the time when, many years ago, Col. Tuffree and his associates, in the absence of a more rigorous set of rules, playfully flung chairs and other paraphernalia at each other's heads across the table on a point of order involving a question of veracity between two gentlemen. The present board is probably the only one in the state of California occupying such an unenviable position. What good can possibly come of this exclusion of the press, to which the board, individually and collectively, are under many obligations? It cannot be because of a fear the papers will publish news which for good and sufficient reasons it desires for the time being to suppress. Scarce a meeting but the press is asked to do this very thing; and the request is uniformly acceded to. It cannot be because of untruthful accounts of the meetings, for none such are ever printed. Newspapers are not founded to desseminate and sow the seeds of untruth. It is the truth they are after. Local papers are not different from those at large. A newspaper that did not tell the truth—how long, think you, would it last? It cannot be because of a fear that they will publish news of the proceedings taken up in executive session, for that is denied them anyhow. What, then, was the object of this silly order of exclusion? What but an attempt on the part of the Hale-Sherwood combination to make a feeble thrust at this paper? There are three other papers in this jurisdiction and not one of them considers the board’s meetings of sufficient importance to detail a reporter to regularly attend them. For the most part they have contented “dismissed from the service of the company.” Exactly so; dismissed from the service so that the president might himself lay his hands upon his job. But Kellogg’s testimony in the Newberry and Fuller cases have earned for him the lasting gratitude of the company, even though he was gophered out of his job at home. While there exists a disposition on the part of some of the present directors to turn up their aristocratic noses at mention of his name, the fact remains that Kellogg is today regarded as one of the foremost hydraulic engineers west of the Rocky mountains. The attorneys representing the irrigators are Judges J. D. Pope and A. W. Hutton of Los Angeles, Richard Melrose of this city and E. E. Keech of Santa Ana. They have handled the case well, and with them still guarding our interests, we have no fear of the final result. THE ANAHEIM GAZETTE calls attention to the illegality of publishing the assessment notice of the water company in the Gazette and the delinquent notice in another paper. At the same time the Gazette is publishing the delinquent list also; won't that cure the error of the secretary and save him from the necessity of making up the loss?—Orange Post Not necessarily. The Gazette is a great newspaper, and is getting new subscribers every day; but it cannot resuscitate a “dead” advertisement. Nor is there anything that matter with “the other paper” publishing it, so far as we can see; that does not of itself illegalize the ad Of course, we believe it ought to, but it doesn't. Nor does the publication of the delinquent notice in that journal, on the other hand, impart vitality to it. The reason for its illegality is that the ad having failed to appear within the time limit prescribed by the statutes, following the publication of the assessment notice, no subsequent publication... elected next month unless he have a majority of the directors with him. The south side has votes enough to elect two directors. Its stock is entitled to that proportion of representation upon the board. If this stock is voted with sagacity there can be no doubt that two good men can be chosen. That will give us five men out of the seven, and ought to insure an intelligent and economical administration of water affairs during the coming year. But with a half dozen men soliciting proxies, and stockholders talking of giving their proxies to outside candidates, danger comes asserting its presence, and the water horoscope reveals its first aspect of an unfavorable turn. This must not be suffered to continue. Let us select two good men to stand for the place; men of stability, discernment and firmness; not men who are as putty in the hands of designers who seek to turn the tide of public affairs to their own base personal ends. And then let us elect them. We can do it. We have the votes. What's the matter with Mr. Sherwood transgressing the rule of the water company prohibiting employees from soliciting proxies for the election? True, he is president of the company, but the president of the company has no more right to break the rules than the lowliest stockholder; not so much, for he should by precept and example so attend to his office as to merit the confidence and respect of all. But Sherwood is likewise an employee of the company; at least an inspection of the last month's payroll shows he was paid $67 for "engineering" and other work during November. Mr. Sherwood fills the double role of president and engineer of the company. He used the former to procure for him the latter. He ousted a faithful official to secure the emoluments of the job. However we are making no complaint at this time against Senator Caldwell of Riverside, representing the Thirty-ninth senatorial district, which is composed of Orange and Riverside counties, was in town on Tuesday meeting with his constituents previous to his departure next week to attend the session of the legislature. Senator Caldwell is taking an active interest in the irrigation bill to be submitted to the legislature by the California Water and Forest association, the provisions of which would practically nullify the rights of every irrigator in Southern California. In the executive session, for that is denied them anyhow. What, then, was the object of this silly order of exclusion? What but an attempt on the part of the Hale-Sherwood combination to make a feeble thrust at this paper? There are three other papers in this jurisdiction and not one of them considers the board's meetings of sufficient importance to detail a reporter to regularly attend them. For the most part they have contented themselves in cribbing this news from our columns. The Gazette has had a man detailed to attend each meeting of the board for the past fifteen years, and has missed few if any of them in that time. When the present board came in, in the early part of the year, Hale became conspicuous by emphasizing his remarks with various and sundry thwacks upon the table, with such pertinacity that it threatened for a time to put the table out of business. For printing reports of the thwacking; of Sherwood's flying-trapeze performances on the proposed reservoir at Yorba; of Sheppard's polemical exposition of the beauties of a hypotenuse of a right-angle triangle, and his reaching down to see if there was any gravel in that squirrel hole near the reservoir—for this they have all along been pizen on newspapers. But they were powerless to carry into effect their threat to exclude us until a week or two ago, when Zeyn, smarting under a bit of criticism of his official acts, falls upon Hale's panting bosom and the deed is done. It is with a desire to keep from the stockholders a recital of their many acts of incompetency and failure to represent their interests. Smith, Bradford and Crowther stand opposed to the muzzling of the press. We have had occasion to criticise their public acts in the past, but never their personal integrity, and we tender to them the assurances of our distinguished consideration. Sure! But it is with his breaking of the rules of his own making (made, it seems, for others, not for himself), with reference to the positive inhibition of employees gathering up proxies, that we wish now mainly to speak. Reports that reach us concerning this gentleman are to the effect that he is now and for some weeks past has been engaged assiduously in a hunt for proxies. To a gentleman of this place he said at Fullerton the other day: "Be careful to whom you give your proxy!" In truth Mr. Sherwood sees the handwriting on the wall, and is engaged in a spirited endeavor to gather enough proxies to admit of his coming in out of the wet. The only possible show for his election is for Sheppard to retire and throw him his strength. But since McDermont has announced his candidacy and is securing in large part the strength which last year went to Sheppard, it is doubtful if the latter gentleman will have much stock to throw to the birds. But it is only by the stepping aside of one of his associates that Sherwood will have a chance to save his bacon. But what's the matter with his breaking this rule which he himself promulgated? The order passed at the last meeting of the water board excluding reporters from the sessions of that aurepresenting the Thirty-ninth senatorial district, which is composed of Orange and Riverside counties, was in town on Tuesday meeting with his constituents previous to his departure next week to attend the session of the legislature. Senator Caldwell is taking an active interest in the irrigation bill to be submitted to the legislature by the California Water and Forest association, the provisions of which would practically nullify the rights of every irrigator in Southern California. In the last issue of this journal there appeared an article entering a forcible protest against the enactment of this vicious bill. In another column of today's paper will be found a further contribution upon the subject, the article being from the pen of W. E. Smythe, who opposes the bill with his usual vigor. Senator Caldwell is earnestly opposed to the measure, and one of his appointments while here was, to hold a conference with members of the water board in relation thereto. At his suggestion a convention of irrigators from the Southern California counties is to be held at Riverside next Monday for the purpose of taking concerted action against the bill. The Senator went from here to Orange to confer with the water board at that place, and will go on to San Diego to meet with irrigators there with regard to the necessity for the defeat of the bill. Senator Caldwell met with a number of our citizens informally during the afternoon, and held brief conferences with a number. The Senator is high man down this way. One of the men upon whom the irrigators of this valley relied in no small part in the Fuller case at Riverside—apart from the array of legal talent representing them—was Engineer H.
