GOV. GAGE POCKETS BAD BILLS
Out of 209 Bills Remaining in His Hands,
He Pockets 97, Including That Affecting Horticultural Commissioners.
L. Z. Huntington's dispatch to the Governor did the business. The bill legislating Horticultural Commissioners out of office by cutting out their salaries, reposes in the capacious pocket of the Chief Executive. Huntington is happy. His dispatch to the Governor counseling him to veto the bill will be recalled. Now Huntington thinks the Governor is all right.
Gov. Gage has vetoed more bills than any Governor who ever occupied that honorable position since the admission of the State. Previous to the adjournment of the Legislature he vetoed 40. Every one of the vetoes was sustained. At the adjournment of the Legislature 209 bills remained in his possession. Of these he has approved 112. The others were not approved, and therefore will not have a place in the statute books.
The bills that have become laws have been put in printed form for distribution to members of the law-making body. Among the important laws passed are the following:
ANONYMOUS CIRCULARS.
Chapter CXXVIII adds two new sections to the Penal Code, making any person who prints, writes, posts or distributes, or causes to be printed, written, posted or distributed any anonymous circular, etc., designed or intended to injure or defeat any candidate for nomination or election to any public office by reflecting on his personal character or political action, guilty of a misdemeanor.
BICYCLE STEALING GRAND LARCENY.
Chapter CXXVI amends section 487 of the Penal Code, making the theft of a bicycle grand larceny.
JURORS' FEES.
Chapter CXXVII adds a new section to the Penal Code, numbered 1143, fixing the fees of jurors in criminal cases at $2 per day and mileage at the rate of 15 cents one way. The payment of the fees is a charge against the county:
WILLFUL BURNING.
Chapter CV amends section 600 of the Penal Code so that any person who willfully or maliciously burns "any structure, snowshied, or vessel, or boat, not the subject of arson, or any tent, or any stack of hay or grain or straw of any kind, or any pile of hailed tion shall be presented at a regular meeting of the board, and provides for its publication in newspapers.
Section 2749 provides that the board shall, on final hearing, define and establish the boundaries of such division, and shall give twenty days' notice of any additional land it is proposed to place in such division.
Section 2750 provides that in case of a doubt as to the correctness of the boundaries the board may cause the County Surveyor to survey the same, and the boundaries so established shall be the legal boundaries of the division.
Section 2751 provides that at the time of or after forming such division ten or more resident freeholders may petition the board to have plans prepared for the construction or improvement of the road or roads mentioned in the formation of the district, and indicates what the petition shall set forth.
Section 2752 provides that upon receipt of such petition the board shall cause to be prepared plans and specifications and estimates for cost of the same, and section 2753 provides that when such plans and specifications shall be adopted a sum for performing the work may be set apart from the general road fund, not less than 75 percent of the sum which bears the same ratio to the whole fund of the district or districts of which it forms a part.
Section 2754 provides that if a special tax has been petitioned for the board shall immediately order an election within the division to determine whether it shall be levied. Such election must be called by posting notices not less than a mile apart and not less than three in number, and by publication in a daily or weekly paper published in the county.
Section 2755 specifies the nature of the notice of election, and section 2756 empowers the board to establish precincts and appoint judges for such election. Section 2757 fixes the form of the ballot, and section 2758 provides for certifying to the board the result of the election, and for a reversion to the general fund of the money set apart in case the tax is voted down. If the majority of votes cast favor the tax (section 2759) the board must, at the time for levying taxes, levy an additional tax on the district for the improvement.
Section 2760 provides that if the petition ask for the issuance of bonds the board shall call an election in the district and submit the proposition to the electors. Sections 2761 and 2752 pro-

An Interesting Pastime That Engages Natives in the Evening Hour.
Oriental methods differ considerably from those of this country, even small matters as the making of a Naturally, environment has a little in this case perhaps all—to do with matter. An English boy flies his in the fields, with plenty of room; long run and plenty of energy spent in enjoyment of the fun kite is a heavy, well-made affair; a good long tail, and with wrist tassels on its sides. To the latha in its construction is attached twine, sometimes even string, as a kite will take a considerable amount holding in a good breeze. Perhap excitement of getting the kite to touch one of the greatest forces—wind—such a simple amusement.
However, this is digressing from subject. In the East it is all so entrant. The Bengali kite is constructed most characteristic listless typical fashion—merely a square of paper, the side of it measuring at most 15 inches in length; one diagonal of which is gummy very thin slip of bamboo; for the length of the kite. From corner to corner of the width another sizable bamboo is attached but this time to a semi-circle formed inside square. PHARMACY ACT.
Chapter CXLI regulates the practice of pharmacy, and provides that hereafter no person shall manufacture, compound, sell or dispense any drug, poison, medicine or chemical for medicinal use, or dispense or compound any prescription not a medical pharmacist or a registered assistant pharmacist. Every store, etc., dispensing or compounding drugs, etc., shall be in charge of such registered pharmacist. A violation of this act is made a misdemeanor, and the person so violating is made subject to a fine not to exceed $100 or imprisonment not to exceed fifty days.
The bill provides for the appointment by the Governor of a State Board of Pharmacy, to consist of seven competent pharmacists, who shall examine all applicants for admission to the practice of pharmacy.
CRUELTY TO ANIMALS.
Chapter CXXVIII amends the act of 1874 for the more effectual prevention of cruelty to animals. Section 4 of the act is amended, empowering and “directing” all officers to make arrests for violations of the provisions of the act. Section 5 is amended, providing that all officers of the society may carry such weapons as sheriffs, constables, police and peace officers are authorized to carry. Section 6 is amended to make it a misdemeanor to cruelly deprive a horse of drink or shelter, and in section 10 the words “peace officer” are stricken out.
Section 13 of the act is amended, making every owner, driver or possessor of an animal who permits it to be in any building, inclusion, street, alley, etc., without proper care or attention, guilty of a misdemeanor, and authorizes the society to take and care for such animal until the owner pays the charges for its care. Section 14 provides that in addition to any fines collected (which inure to such societies), may be paid from the city or county general fund a sum not to exceed $150 a month.

Section 14 provides that in addition to any fines collected (which inure to such societies); may be paid from the city or county general fund a sum not to exceed $150 a month.
Three new sections, 21, 22 and 23, are added to the act, the first making "docking" or shortening the tail of a horse a misdemeanor; the second (section 21) providing that horses unfit for service, and which there is no reasonable probability to believe will ever be fit for service, shall be killed by the owner within "twelve hours after being ordered so to do by an officer," otherwise the owner is guilty of a misdemeanor, provided that this shall not apply to such owner keeping such animal on his own premises.
Section 22 provides that persons holding a lien against any animal under the provisions of the act may sell the same three days after the same becomes due to defray such charges and costs of sale, the remainder, if there be any, to go to the owner of the animal.
PERMANENT ROAD DIVISIONS.
Chapter CXVII.—Adding a new section to the Political Code, relating to permanent road divisions and providing (section 2745) that any portion of a county not contained in a permanent road division may be formed in such division under the act.
Section 2746 provides that a petition for the formation of a permanent road division may be presented to the Board of Supervisors, and that it must be signed by at least a majority of the landowners resident in the district, and provides what the petition shall contain.
Section 2747 provides that such petition shall be accompanied by an affidavit stating that affiant has compared the valuations given with those on the last assessment roll, and that they are correct.

Residential methods differ considerably than those of this country, even in so far as a matter as the making of a kite. Naturally, environment has a deal—this case perhaps all—to do with the weather. An English boy flies his kite on fields, with plenty of room for a run and plenty of energy to be put in the enjoyment of the fun. His kite is a heavy, well-made affair, with good long tail, and with wings or legs on its sides. To the laths used in its construction is attached stout wire, sometimes even string, as such will take a considerable amount of time in a good breeze. Perhaps the statement of getting the kite to fly is most exhilarating feature, but it is a great pleasure even to boys larger growth, in watching the nations of a kite in the heavens. A deal of science or knack, too, is necessary to be a successful kite-flyer, much may be learned concerning of the greatest forces—wind—from a simple amusement.

It is remarkable, too, what a great amount of air pressure these little Bengali kites will stand. On hauling them down the sides of the tissue paper will often be found serrated with the wind like a saw edge. The exceptionally favorable conditions for beet production in Utah have led the Utah sugar company to increase its manufacture by means of outlying stations, according to the French system, devised by Linard. The Utah sugar company operated one auxiliary plant last year, and is equipping a second for the present season's work. These auxiliary plants have a combined capacity of from 700 to 800 tons per day. A third auxiliary plant is now being built by this company for the crop of 1901-1902. The juice receives part of its requirement of lime, and is then pumped approximately 20 miles through 5 inch pipe lines to the central factory. European experience has simply demonstrated that with proper precautions no loss of sugar need be feared in the use of pipe lines.
The construction of beet bins and juices has been materially improved. The earlier bins were more or less experimental and of somewhat temporary construction. The modern factories now have substantial, well ventilated bins. In some instances the juices are built of steel, which provides a very strong and convenient construction. In general, however, cement concrete is employed.
In those states where intense cold weather prevails during the greater part of the manufacturing season, the beet bins are constructed rather with a view to protecting the roots from thawing than for protection from frost. The experience of the American factories appears to have demonstrated that little loss of sugar is to be feared from the beets being frozen, but that, once frozen, every effort must be made to prevent thawing prior to manufacturing operations. In general, the bins are built of wood and wholly above ground. In cold climates, the bins in which beets are to be stored at a few days are often left open at the sides, and in some instances are not even roofed.
The American methods of constructing beet bins are much simpler than those employed in Europe, where these necessary adjuncts frequently involve large outlay of capital. It is unobtrudely true that our abundant supplies of lumber at moderate cost have had their influence on the design and construction of the bins.

WU AND THE COLLEGE GIRLS.
It was in his call upon the young women of Beecher Hall that Minister Wu most thoroughly enjoyed his visit to Chicago the other day.
“What is your name?” he asked of the head of the hall as he crossed the threshold. “Miss Wallace? You are not married? How many girls have you here? Why do you keep them in one building together? This interrogatory eloquence was cut short by the dormitory yell which suddenly burst forth from half a hundred feminine throats:
