In regard to taxes, if you have ever complained of taxes, remember if you had to pay taxes as they do in France, the prune growers in the Santa Clara valley would have had to pay to the Government in $899, $360,000. France has a standing army of 535,000 of the very flower of the manhood of France, while there is a sleeping potentiality of 2,500,000 other men who are liable to be called at a moment’s notice, the equipment lying in arsenals of France, and in six days two and one-nalf million men could be moving either for defense or invasion, and it is immensely costly. In addition to this, they have a very curious system of taxation.
After the taxes are collected, if there is not enough, they immediately assess and collect an additional amount in proportion to what has already been paid, so nobody ever knows when they are done paying taxes.
In France they have a uniform failure of crops once in two or three years. We have nothing of that kind in California. I had a photograph showing a tree upon which the apricots had set; I showed a photograph of the same tree after it had been thinned, and a third one when the products had been taken off and were lying on the ground, and those three photographs were the marvel of all fruit growers of Germany, Switzerland, Belgium and France. They were constantly sought for and consulted.
The difference in manner of cultivation I will attempt to discuss, but one thing I will say: We had seventeen days on the hottest weather I ever experienced, and the nights were as cold as the sun.
Plant Diseases
Newton B. Pierce, superintendent of the United States agricultural station at Santa Ana, has been in Fresno, with regard to a certain appropriation now before congress to provide lands for the work in his charge. He desired the chamber of commerce to pass resolutions favoring the appropriation. This was compiled with.
The appropriation is contained in the third paragraph of the estimates for the division of vegetable physiology and pathology of the United States department of agriculture, as follows:
"To enable the secretary of agriculture to investigate and report upon the diseases affecting plants on the Pacific coast; to originate and improve varieties of fruits and vegetables in co-op operation with the division of seed and plant introduction; to study the relation of soil and climatic conditions to diseases of plants, particularly with reference to California vine diseases and disease of the sugar beet; in co-operation with the division of soils; and for other purposes connected with the discovery and practical application of improved methods of crop production—an appropria tion of $10,000."

The following is interesting, if not true or important. And it may be both In Shakespeare’s name lies the key to a wonderful cryptogram. The speaking “Shakespeare” was the poet’s no de plume, while “Shakespere” was his name, an evident change from “Shake spear.” In each of the two spelling last given are ten letters—four vowels and six consonants. Combine these two figures and we have the number 46, the key to the mystery.

Counting the forty-six words from the beginning of the psalm, one reads the word “shake” in the first portion and counting forty-six words from the end of the psalm one reaches the word “spear.” There is “Shakespear” plainly as letters can make it.
