LONDON, Oct. 20.—Sir Robert Cox for many years statistician to the British Board of Trade, has the gift rare in this country; of making many figures interesting and instructive without straining their significance any way. This week he spoke at a meeting of the Manchester Society an the statistical changes century. The eleven counties showing a decrease in population are Alpine, Butte, Colusa, Del Norte, Eldorado, Lake, Plumas, Sierra, Stanislaus, Tulare and Yuba. The official announcement of the total population of the United States for 1900 is 76,295,220, of which 74,627,907 are located in the forty-five States, representing approximately the population to be used for apportionment purposes. There is a total of 134,158 Indians not taxed. The total population in 1890, with which the aggregate population of the present census should be compared, was 63,069,756. Taking the 1890 population as a basis, there has been a gain in population of 13,225,464 during the last ten years, representing an increase of nearly 21 per cent. Referring to the desire to secure new markets abroad, Sir Robert Giffen said that the figures with which he had been dealing pointed to quite another source of new markets. Surely there could be no lack of new customers if the 500,000,-000 of the advanced races themselves were to be doubled in from thirty to fifty years and trebled or quadrupled in a century. Inspection. In conformity with general orders No. 10, issued on October 10, directing that the annual inspection and muster of the National Guard shall be held during the month of November, General Last has issued orders fixing the specific dates for the inspection and muster of the Oraage county commands composing his brigade as follows: Company L, Seventh infantry, Santa Ana, Tuesday, November 20, 1 p.m., inspection of property; 8 p.m., muster and inspection of company. Company E, Seventh infantry, Anaheim, Wednesday, November 21, 2 p.m., inspection of property; 8 p.m., muster and inspection of company. Organizations will be paraded in undress uniform, with campaign hats and leggings. Full field equipment will be worn, with blankets and shelter tents enrolled. The inspection and muster in will be under the supervision of Major J. W. F. Diss, brigade inspector. Capistrano. The Capistrano Oil company has commenced what promises to be an extended development of a practically untouched field near San Juan. The new work has been started on the Rancho Boca de la Playa, where the Capistrano oil company is located. CONSTITUTION AND THE FLAG. Judge Estee Righteously Upholds the Doctrine that the One Does not Follow the Other. United States District Judge Estee of Honolulu has rendered a decision to the effect that the "Constitution does not follow the flag" in an important libel case that has been before the courts for some time. As a result of the decision, William H. Marshall, editor of the late Weekly Volcano, will probably have to serve six months at hard labor. Marshall was sentenced for criminal libel on account of publications he had made about the late Chief Justice Judd. He made an appeal to the Supreme Court of Hawaii on technical grounds, alleging methods pursued during his trial that were not in accordance with American procedure. The lower court was sustained, and Marshall returned with a writ of habeas corpus to Judge Estee. Judge Estee held that the laws of Hawaii allowing conviction of defendants upon a verdict by nine jurors were still in force at the time of Marshall's trial, which was long after the passage of the resolution annexing Hawaii to the Union. The judge said that Hawaii, before being annexed, was "a free, enlightened State, possessing all the attributes to sovereignty, and when, with its consent, the islands were annexed by the United States, not only the lands but the people, with the laws and customs, were annexed, and by the well-established laws of nations, these laws and customs remained in force until new laws were enacted for the government of the Territory." Judge Estee held that the people of Hawaii were regarded by Congress as somewhat versed in the principles of self-government, so much so that Congress waited for nearly two years after actual annexation before providing laws for the government of the Terri- It was a reasonable probability that unless some great internal change should take place in the ideas and contents of the century, but the statistics themselves are in the highest degree sursisting. "It would probably not be far short of the mark to say that while the millions of the advanced portion of the human race have increased in numbers and described each unit, on the average, two or three times better off than the corresponding unit at the beginning of one period." "Again, the development is for the most part not uniform among the European populations. It is most marked in the Anglo-American section. The increase here is from a population of not more than about 20,000,000, which was the population of the United States and the United Kingdom together a hundred years ago, to a population of not less than 130,000,000 at the present time." A great change in the distribution of political power among European nations themselves was also indicated. The existence alone of the United States implied an immense change.
