A resident of California recently requested the Department of State to ascertain the chances for the introduction of American fruit into Siberia. The Department called for a report upon the matter from the American consul at Vladivostock, and has received the following reply:
"Siberians, as a rule, are not great consumers of lemons, nor do they use them in tea as much as may be the custom in Central Russia; cream having come into general use by the importation of condensed milk from the United States, France and Switzerland.
"Most of the lemons, raisins, figs, honey, olives, olive oil, oranges and nuts imported come from Europe with Odessa. All of these are brought to steamer, usually carefully packed, and at a cheaper rate than could be given by Pacific Coast merchants."
"California products have already been introduced here by several of the larger firms, especially the cannellis which are in great favor. They seem to be a preference for our goods of this character; but high freights, dyes in receipt of goods and bad packings have done much to injure American trade."
Several persons have been heard within the last two years looking for openings for California fruit; but, after examining the field, they seem not have considered the outlook favorable.
Some lemons and raisins come from the United States, figs and olives come from Italy and France, and a little hour from Russia, while wines come from Russia and oranges and nuts from China (Chefoo) and Japan. No freight from China, Japan or Manchuria comes with that cultivated in the United States, and if were possible out our leading fruits into this market I believe it would prove to be not only a blessing to the people, but a commercial success. But all depends on rates of freight, quick transit and proper packing."

Ablest Representative Southern California Has Ever Had In Congress—Reasons Why He Should Be Re-elected.
Seeking to boost Mr. Crichton's Congressional aspirations, some of his Democratic friends are driven to reckless disregard of the truth in efforts to disparage Congressman Needham's splendid work in Washington. "It is a fact that he could not see beyond the Teachapi range," says one of these up-country critics. "He has been a sectional representative. Mr. Crichton's vision, we are sure, will take in the southern part of the district, if he is elected," he adds.
A sectional representative! One who overlooked the southern part of his district! Mark, now, how plain a tale shall put you down.
Mr. Needham secured an appropriation for the enlargement of the quarentine station at San Diego, and induced the Navy Department to take action that will in all probability result in the establishment of a coaling station at that port. He has also set in motion machinery that promises to result in having San Diego harbor designated as a practice station for torpedo boats. No river and harbor bill was introduced at the last session of Congress, but Mr. Needham, taking time by the forelock, has favorably influenced potential members towards an adequate appropriation for the jetty and other improvement of San Diego harbor, the provision to be incorporated in a bill to be introduced at the next session.
He obtained an appropriation of $95,000 for an Indian school at Riverside, in the face of strong opposition by the Los Angeles Times and its editor Gen.
growers, the river improvement advocates, the national park enthusiasts, the old soldiers. For the ensuing three years he will be an important factor in the House, his claims on behalf of his district commanding every attention. The election of Mr. Crichton—for the sake of the argument—would virtually confine Mr. Needham's usefulness to the session gone by, and the new Congressman would in all likelihood lose a year before he learned the ropes. Needham has been phenomenally successful as a new man—we do not recall that any Congressman from this State accomplished more than one-quarter as much in the first session of his term. And in all likelihood in the minority, Mr. Crichton would not only fail to benefit his district, but in fact his presence in Congress would prove detrimental to the interests of the district, accepted, as it would be, to mean that we repudiate the Republican legislative policy, the tariff included—and without the protective tariff our vast citrus fruit, raisin, nut and wool interests cannot thrive, if indeed exist.
A member of Congress is largely his district's business agent at the seat of government. The election of a democrat or of a Republican, as the case may be, must be and is accepted as endorsement of Democratic or Republican legislative policy affecting the material interests of the district, no less than endorsement of general Governmental policy. Losing sight of this fact a few years ago, we returned to Congress a Populist-Democrat, in the person of Dr. Castle. The Representative not only failed utterly to accomplish anything for the district, but he implied repudiation of the protective tariff system, well-nigh resulted in calculable injury to our interests through proposed tariff revision. The various industries affected were obliged to send influential men to Washington and to exert every argument that could be brought to bear, to avert the disastrous consequences.
A Congressman who demonstrates capacity should be returned for a series of years. With every year's service,
IMPORTANCE OF FERTILIZATION
The Most Necessary Thing in an Orchard is Water; Second, Cultivation and Next, Fertilization.
Fertilizing our orange orchard one of the most important subjects in the orchardist of Southern California today, and the question is so sensitive that it seems impossible to tell but lightly on the subject, as it requires time and money to experiment and out what will produce the best results on one's own soil, as nearly all differ.
It would seem if we could have soils analyzed, and put in just what lacks in the soil to produce a good crop, then all one would have to supply the parts deficient, because that soil analysis has proven unsatisfactory for the reason chemicals are used to dissolve them and this in turn releases certain nutrients of the soil; that is, in an available form for plant food, their analysis would show a much greater percentage (we will say of potash) there really was in the soil before analysis. So experimenting is not only way to ascertain what it is to use.
I think we are all in accord with chards which are continually vated and kept free from weeds no humus in the soil to make it light—the best way to get it there is a stable manure, which I think is best for this purpose, for in addition to adding the humus it acts as a manure and the soil retains the moisture much longer, and will be kept light—life-like, while in the majority of orchards the soil seems dead.
Sheep manure is good, but for a man it is not so good, as it heats, burns...

IMPORTANCE OF FERTILIZATION
Most Necessary Thing in an Orchard is Water; Second, Cultivation, and Next, Fertilization.
Utilizing our orange orchards is of the most important subjects facing the orchardist of Southern California, and the question is so extensive that it seems impossible to touch lightly on the subject, as it requires money to experiment and find what will produce the best results in one's own soil, as nearly all soils would seem if we could have our analyzed, and put in just what is being in the soil to produce a given fruit when all one would have to do is apply the parts deficient, but it is that soil analysis has proven very useful for the reason that chemicals are used to dissolve the soil in turn releases certain ingredients of the soil; that is, in an unstable form for plant food, then the disease would show a much greater percentage (we will say of potash) than it really was in the soil before the disease. So experimenting is about only way to ascertain what is best to think we are all in accord that orchards which are continually cultivated and kept free from weeds need a manure, which I think is the for this purpose, for in addition adding the humus it acts as a mulch, the soil retains the moisture very longer, and will be kept light and like, while in the majority of our yards the soil seems dead.
Keep manure is good, but for a mulch not so good, as it heats, burns and an intelligent use of such fertilization as will restore to the soil the nitrogen, phosphoric acid and potash consumed by the tree in its growth and fruitage, and fourthly, timely irrigation that there may be no check in the growth of wood and foliage, and continuous perfecting of fruit. These primal conditions secured and the careful and honest packing of the fruit, and its intelligent shipment to suitable market with fair and honest transportation of his products secured to him, will most assuredly give the grower a satisfactory return upon his investment of labor and money. How can those conditions assuring success be secured? This is a reasonable and proper question. Certainly not by the grower neglecting to avail himself of all sources of information within his reach, being content to plod on in ignorance of the fundamental laws of agricultural science, nor by the grower of citrus fruits and walnuts who knows nothing of the "year books" of the United States Department of Agriculture, nor of the many "Farmers' Bulletins" giving the results of the most careful and intelligent experiments in every department of agriculture, who has never studied that most instructive book "California Fruits and How to Grow Them," and in whose home the standard agricultural papers of the day are not found, and who finds no interest in the "Farmers' Institutes," so ably and instructively conducted by the representatives of our government departments of agriculture To such a grower the "Outlook for the Orange and Walnut" is a most uncertain and hazardous calling, but to the one who carefully studies the nature and characteristics of the soil and its requirements as indicated by the growth and fruitage of his trees, availing himself of every possible source of information, both theoretical and practical, noting carefully the outcome of his own experience and efforts, having but one controlling purpose to grow the most perfect fruit and slice it before ERROR IN SAMPLE BALLOTS.
Secretary of State Curry Issues a Statement of Interest to Votors.
Secretary of State Curry has notified County Clerks throughout the State that an error has been made in the sample ballots sent by him to election officials. If the error is not corrected many citizens are liable to lose their votes. The explanation of the error is contained in Secretary Curry's letter, which is as follows:

In my judgment a perfect fertilizer can orange orchard is a light coat ofure, and commercial fertilizer withapplied in February and July or Autumn. It is better to plow the manure here. This, however, cannot always be done, and I do not think we can get theults desired in one year from any fertilizer. How To Get Your Ballot.
The person desiring to vote shall come to the guard rail and write his name and address (or if he be unable to write,she shall have the same written for him),on a roster of voters provided for that purpose,and announce the same to one of the ballot clerks.
The ballot clerk shall then,在 an audible tone of voice,announce such name and address,和the other ballot clerker shall look for the name given onthe register.
If the name be found upon the register,the second ballot clerk shall repeatthe name and address,whereupon any challenges may be interposedto vote.as provided in Section 1230ofthe Political Code.
The challenge then shall be passedup by the Election Board.

HOW TO MARK THE BALLOT.
After receiving his ticket, and having entered the place enclosed by the guard rail, and without going outside the guard rail, the elector shall immediately retire alone to one of the unoccupied booths, where he will find provided for him a rubber stamp and ink pad.
The elector should carefully read the instructions printed on the ballot, and mark with the stamp, and with nothing else but the stamp, a cross (X) in the square at the right of the name, or the answer he desires to give. Or he may write, in the column headed "Blank Column," under the title of office, the name of any person for whom he desires to vote whose name is not printed on the ballot.
SAMPLE BALLOTS WITH ERROR DESTROYED.
County Clerk Beckett telephoned yesterday that he had destroyed the sample ballots containing the error, and would have new sample ballots reprinted. These will be mailed to voters the coming week.
Two Inches of Rain.
Our friend Ball came in from West Anaheim on Saturday morning, after the showery weather of the night before, and while speaking to a party of friends on the sidewalk near the Post-office, said he had set out a tin pan the previous evening, and it caught two inches of rain.
"What! Two inches of rain?" inquired an incredulous bystander. "Was the pan sitting out in the open?"
"No," replied Ball complacently, "it was sitting under the eaves of the house."
And Ball laughed so heartily that Adolph Rimpau failed to hear his remark.
"What did he say," he inquired.
He said that he had two inches of rain out his way."
Dolph said he didn't believe a word of it.
Ball will get himself disliked if he springs any more such jokes on the unsuspecting public.
