CALDWELL OF RIVERSIDE. Nominated by Acclamation for Senator from the Thirty-Ninth District—Linn Shaw's Highland Fling. A. A. Caldwell of Riverside was nominated in that city on Saturday by acclamation by the Republican Senatorial District convention, for Senator from the Thirty-ninth Senatorial district. The outcome was the happy result of what had been a sharp contest between three gentlemen of Riverside county for the nomination. The nomination was conceded to that county by the two other counties of the district (Orange and San Bernardino). The other aspirants for the honor were George Frost and C. A. Webster. Webster withdrew a day or two before the convention, and entered the fight for the Assembly. He was defeated on the fifth ballot by Captain Milice by a vote of 120 to 108. There were four candidates for the Assembly, and at the beginning Webster led, the first ballot being Webster, 111; Milice, 80; 43 votes going to the two other candidates. One of them withdrew after the third ballot, in favor of Milice. The latter then took the lead and won it out on the fifth ballot. Thus Webster was badly jarred in the play of politics. He had at least a fighting chance for the Senatorial nomination, but withdrew to take on a contest for the Assembly, and his defeat left him in no position to take up the fight for the higher office. The withdrawal of Webster left Frost and Caldwell with five votes each in the Riverside Senatorial delegation. The night before the convention, with the Riversiders standing five and five, word was sent out that Orange county might put forth a candidate for the honor. San Bernardino also had a man up its sleeve, waiting to spring him at the first favorable opportunity. Riverside and San Bernardino still keep up their pleasant diversion of being at daggers' points with one another. San Bernardino refused to support Frost. They practically forced the nomination of Caldwell, who, after a hard fight, secured one of the Frost delegates, making the delegates stand six for Caldwell and four for Frost. The final census was held on Saturday morning, and when the convention he opposed the resolution, he says, because it was poor politics, and Burns had nothing to do with it at all. All following delegates were present: Riverside county—G. R. Freeman, by M. J. Daniels, proxy; O. B. Fuller, S. L. Wight, by A. P. Johnson, proxy; E. A. Chase, H. K. Small, Wm. Newport, L. C. Waite, by C. E. Waite, proxy; Geo. Bittinger, G. T. Daggett, Gus Matthews. Orange county—G. A. Harlin, W. A. Beckett, L. L. Shaw, R. Y. Williams, Cash Harvey, E. B. Hooper, proxy; F. F. Oster, Edwin Rhodes, H. B. Smith, G. C. Thaxter, A. L. Wright, E. A. Warner, by Thaxter, proxy. The following Senatorial committee was announced: Riverside, G. T. Daggett, Geo. The following Auditing committee was selected: S.D.Pelton,G.D.Cunningham.W.W.Wilson,H.T.Hays,G.B.Gladden. The Committee on Resolutions presented the following report, which was adopted: Resolved That the Republicans of the Thirty-ninth Senatorial district of California, in convention assembled, call attention to the unparalleled prosperity of this country during the present Republican administration, and contrast the same with the industrial paralysis which prevailed during the preceding Democratic administration. We endorse the principles enunciated in the national Republican platform adopted at Philadelphia, and pledge ourselves to every honorable effort for the election of McKinley and Roosevelt. We cordially endorse the splendid administration of William McKinley as in every way having been devoted to the best interests of the American nation. We endorse his course with reference to the Spanish-American war, and the policy of extending the trade and territory of the nation which has grown out of it. In view of the marked advantages which have come to this district through the enactment and maintenance of protective laws which have proved of vast benefit to our citrus and walnut industries, and to the wool NEEDHAM BY ACCLAMATION. The Eloquent Orator of Stanislaus Nominated for Congress at Coronado Beach on Monday. The Hon.James Carson Needham, Representative in Congress from the Seventh District of California, was nominated to that office by the Republican Congressional convention at Coronado Beach on Monday. Delegates were present from Orange, Riverside, San Bernardino, San Diego, Merced, Tulare, Madera, Kings, San Benito, Fresno, Stanislaus and Kern. Ninety-eight delegates were present or represented by proxy. The delegation representing Orange county were Frank Shanley, J.W.Duckworth, W.L.Hale,CashHarvey,D.S.McHenry WalterRobinsonE.S.WallaceJ.N.BillandH.J.Forgy. The convention was held in the pavilion on the beach, near the tented city, which is filled with campers from various points in Southern California. Many of the delegates went down on Sunday morning while others arrived on Monday. They practically forced the nomination of Caldwell, who, after a hard fight, secured one of the Frost delegates, making the delegates stand six for Caldwell and four for Frost. The final caucus was held on Saturday morning, and when the convention met in the afternoon Caldwell's nomination was made unanimous. Caldwell's nomination was warmly seconded by Capt. Daniels, who had been one of Frost's most earnest supporters. Daniels referred to Caldwell in terms of praise, and promised him the support of the Frost contingent. Caldwell was called for and responded with a happy address, thanking the committee for the honor conferred upon him. After Caldwell's nomination Capt. Daniels arose and offered a resolution pledging the nominee to support George C. Perkins for United States Senator in 1903. Daniels said that no man in the State had a greater admiration for Perkins than he. He (Daniels) had not had the honor of sitting with Perkins as a United States senator, but he had sat next to him for five months during the fight for the citrus schedule in the Dingley bill, and had found him ever an earnest and able champion of the industries of California. The report had gone out, Daniels continued, and for two years past had been current in Orange and Riverside counties, to the effect that, during the last campaign, he (Daniels) had made some disparaging references to Perkins. If such was the case, he was not aware of it. If any statement made by him reflected in any way upon Perkins it was certainly not so intended. The speaker said he offered the resolution as a personal vindication of himself, and concluded in terms of warm eulogy of Perkins. The resolution brought Linn Shaw, the eloquent Santa Ana orator, to his feet. He executed a highland fling upon the resolution. He was opposed to it. No one in the convention, or out of it, had a greater personal respect for Perkins than he. But he thought it was unwise, uncalled for and poor politics to pledge the nominee of this convention to vote for Perkins in the campaign two years hence. If Perkins were up for office now he would offer no objection; but to tie the nominee down with a pledge two years in advance of the election—that was bad politics, and he opposed it. Shaw stood in the aisle next the Orange county delegation. With one hand he swept the air in emphatic gestures in front of him; with the other, held at his back, he fiddled with a grip of death the butt of an ill-smelling cigar. He talked earnestly against pledging the nominee: "You might as well send a wooden-headed man to the Senate as to send a man bound down with instructions Resolution of Condolence OFFICE OF ANAHEIM FRUIT ASSOCIATION, ANAHEIM, Cal., August 25, 1900. At a regular meeting of the Board of Directors of the Anaheim Fruit association held on the above date the following resolution was adopted: Resolved That we record with deep sorrow the death of our late president and associate, William J. Fay. Serving as he had done for several years as president of this board, and as such being a regular attendant of the meetings thereof, we were thus frequently brought in connection with him during life and enabled to form an intimate acquaintance with his many sterling qualities, this business acquaintance ripened into personal friendship, hence we feel his death to be a loss to ourselves. Strong and forceful in character, of sound judgment, his presence and counsel at the meetings of this board were ever a source of strength. To his family we extend our heart-felt sympathy. M. L. ROGERS, T. RIMPAU, L. W. KIRBY, Committee. Good Supply of Water. Geo. A. Hunter has been at work for some days past cleaning out an old well situated on the east end of his orange tract near town, and yesterday reported that he had an unlimited supply of water. The well was bored by Mr. Sheffield twenty odd years ago, and was abandoned for the reason that malicious persons persisted in casting cobblestones and iron into it at night when the borers were away. The circumstance is well remembered by the older residents of the community. It made quite a stir at the time. Reports were current that ill feeling on the part of a rival well borer was responsible for the malicious work. Mr. Sheffield persevered for a time, but when the progress of the tools was interfered with by scrap iron and other debris cast into the well, he abandoned operations, pulled up some of the casing and left the well to its fate. Recently Mr. Hunter went to work to adopt at Philadelphia, and pledge ourselves to every honorable effort for the election of McKinley and Roosevelt. We cordially endorse the splendid administration of William McKinley as in every way having been devoted to the best interests of the American nation. We endorse his course with reference to the Spanish-American war, and the policy of extending the trade and territory of the nation which has grown out of it. In view of the marked advantages which have come to this district through the enactment and maintenance of protective laws which have proved of vast benefit to our citrus and walnut industries, and to the wool growers, and the benefits of which have extended to all the industries of our district, we endorse the loyal and patriotic work of Senator Geo. C. Perkins and Congressman J. C. Needham, our Senator and Representative in Congress, in securing for us the best commercial conditions we have ever enjoyed, and we especially endorse the work of our Republican Representatives and Senators in Congress for their patriotic work in opposing the ratification of the Jamaica treaty, which would have been detrimental to the interests of Southern California. We endorse the wise and statesman-like administration of State affairs by Governor Henry T. Gage. Resolution of Condolence OFFICE OF ANAHEIM FRUIT ASSOCIATION, ANAHEIM, Cal., August 25, 1900. At a regular meeting of the Board of Directors of the Anaheim Fruit association held on the above date the following resolution was adopted: Resolved That we record with deep sorrow the death of our late president and associate, William J. Recently Mr. Hunter went to work to adopt at Philadelphia, and pledge ourselves to every honorable effort for the election of McKinley and Roosevelt. We cordially endorse the splendid administration of Governor Henry T. Gage. We favor the construction of the Nicaragua canal and pledge the nominee of this convention to lend his best efforts to any national legislation looking to the early completion of the same. The importance of San Diego harbor, by reason of its geographical location, and its rapidly growing commerce, as well as being a strong strategic point, render the improvement of said harbor of the utmost consequence, both from a local as well as from a national standpoint, and therefore demand of Congress a sufficient appropriation to complete the jetty in accordance with the plans therefor designed and adopted by the war department, and a sufficient appropriation to dredge the bar to a depth of 30 feet at low tide, and such an amount as may be necessary to straighten on the channel at the harbor entrance; and as a river and harbor bill will be presented at the next meeting of Congress in December, we pledge the nominee of this convention to use his utmost efforts in obtaining recognition of this demand by embodying the necessary provisions in said bill. The large amount of arid land in this as well as other Western States, renders it important and desirable that national government should adopt such measures as will conserve the flood waters for use in aid of the irrigation of said lands, thereby opening up a vast territory for settlement and the development of natural resources. The horticultural interests of this district are paramount to all others, and under the beneficial effects of the Dingley tariff on oranges, lemons, raisins, nuts and other products, it has been possible for the fruit growers of this district to market advantageously several thousand carloads of fruit that otherwise might have gone to waste or been sold at a loss. We therefore heartily pledge our nominee to work and vote against any action which would result in lessening the protection now afforded by the horticulturists of this district by the present Republican administration. Congressman Needham enteredthe hall amid great cheering. On takingthe platformhe spokeas follows: Mr. ChairmanandGentlemenoftheConvention:-I am deeply sensibleofthehonorwhichyouhaveconferreduponme.forasecondtimeinchoosingmeasusyournomineeforCongressintheSeventhCongressionaldistrict.IamatalossfordwordsadequatelyexpresstoyoutheappreciationwhichIfeel.Ishallendeavorifelected,bystrictattentiontothedutiesoftheoffice.tomerittheconfidencewhichyouhaveshown. Shaw stood in the aisle next the Orange county delegation. With one hand he swept the air in emphatic gestures in front of him; with the other, held at his back, he fiddled with a grip of death the butt of an ill-smelling cigar. He talked earnestly against pledging the nominee: "You might as well send a wooden-headed man to the Senate as to send a man bound down with instructions so far in advance. Besides, I don't think it would be a good thing for Perkins to adopt this resolution. It will do him no good to have it said of him that his influence is abroad in the land tying up votes for him two years in advance." Judge Oster of San Bernardino, chairman of the convention, also opposed the instructions. He spoke a word of praise for Caldwell, whom he characterized as a man of distinguished ability, and he considered it unwise to bind him with instructions. He did not believe in it. "If you can't trust your Senator, don't send him," he added significantly. Cash Harvey, who administered to Daniels his political quietus as a Congressional aspirant at Newport Beach two years ago, sat behind him in the convention. Cash leaned over and whispered in the Captain's ear. He advised Daniels to withdraw the resolution. This Daniels accordingly did. Shaw looked back at some of his friends in the rear of the hall and winked his other eye. The friends of Senator Perkins took offense, it is said, at the introduction of the resolution. Perkins asked that no such resolution be introduced, and reports have it that he was promised his wishes would be respected. It is up to Capt. Daniels again. Frank Miller came to the rescue of the delegates by inviting them to a ride in one of his electric cars through the streets of Riverside and along Magellan avenue. Frank has a level head. There was little more business to do, and the convention took the ride, which was a delightful one in every respect. "What's eating Shaw about that resolution?" asked one of the San Bernardino delegates of another. "Why, didn't you know Shaw's for Burns?" replied the other. But Shaw says there's nothing to this abandoned for the reason that malicious persons persisted in casting cobblestones and iron into it at night when the borers were away. Hunter went to work to clean it out. By means of a sand pump and a pair of grippers he succeeded in raising several large cobblestones. The well had been filled up with rubbish to within a few feet of the top. He has succeeded in going down nearly 300 feet, and has a good well of water, which rises to within 40 feet of the surface. He will put in a pumping plant and reservoir. Reckless Shooting. While W. H. Hubbard was engaged in hauling gravel for Gov. Whitaker of Buena Park, from the Bastanchury ranch some days ago, a rifle ball came whizzing past his head, continuing on above the heads of the horses, which were considerably frightened. No detonation was heard, and on looking around no one was to be seen. Hubbard was in the act of shoveling gravel into the wagon at the time. He has no idea whence the bullet came, nor from which direction. It was probably the result of some reckless hunter firing his rifle off some considerable distance. From Jamaica. Mr. Rust Does not Consider Himself a Member, and Holds Views Divergent to Those of Mr. Schwenckert. The City Trustees met in regular session on Tuesday evening; all the members present, viz., Helmsen, Schwenckert, Schneider, Weisel and Dickel. Trustee Schneider of the Committee on Public Improvements reported progress in the work of repairing and graveling city thoroughfares. Trustee Weisel of the Ordinance Committee introduced Ordinance No. 131, fixing a property tax for the fiscal year 1900-1901. The ordinance will be found on the second page. Clerk Merritt reported the purchase of various articles of supplies for the electric light works; as well as other matters of a routine nature. The freight rate from Los Nietos hither had been reduced 2½ cents on the 100, which made a saving to the city of $11.74 on the freight charges upon the last car of oil shipped in. He had written to a Los Angeles house dealing in stroke counters, an appliance for numbering the strokes of the pumps at the water works for the purpose of ascertainting the quantity of water lifted from the wells, and had received a reply to the effect that while the Los Angeles house did not carry them, their San Francisco house did, and would be pleased to sell one to the city. Prices ranged from $16 to $24. The matter of the purchase of a stroke counter was left to the chairman of the Finance Committee, he to operate in conjunction with the engineer at the power house in the selection of the same. Trustee Schwenckert reported having had a conversation with ex-Trustee Rust, with reference to the appointment of the latter as a member of the Board of Health. Mr. Rust had informed him, he said, that his interpretation of the statutes was that he was to continue a member of the Board of Health only as long as he continued in office as a member of the City Trustees. When he retired from the latter office he maintained he was also relieved of the duties of the former position. Mr. Schwenckert said to him that, according to the provisions of the ordinance under which the Board of Health was appointed, the members selected for the Board of Health continued in PERSONAL MENTION. The Los Angeles Chamber Of Commerce had its attention called to fact that the Morales orange worm is making its appearance in oranges shipped from Mexico to Chicago, and suggesting that some action be taken to enlist good offices of the transportation companies to protect this section of country by having their cars fumigated and thoroughly inspected before forwarding to this coast. This matter comes up regularly every year and such action is possible has been taken, both with-the transportation companies and-the United States government. Result of legislation enacted by San Congress, San Diego harbor be equipped with a modi-tine station, sufficient to demands of its growing im-mentation in Washington, D.C., August 21st, reads as follows: In response to a letter of inquiry from the Postmaster-General, Secretary of Agriculture Wilson has approved the request of the California State Board of Horticulture that postmasters at Pacific coast points of entry shall submit all mail matter containing fruits or plants from Hawaii and the Philippines to the horticultural officers of the Pacific coast States for their inspection before delivery to the addresses. The executive committee of the California board has forwarded resolutions asserting that a large number of pests are carried in the horticultural products sent from those islands. Secretary Wilson, in his reply, says that the quarantine service, which California has been carrying on for some years to protect the State from injurious insects, especially from Astatic and Australasian ports, has done admirable work and has saved the horticultural industries on the Coast from great loss. If the instructions to postmasters suggested can be issued, the protection of the fruit growing interests will be complete.
