The Weekly Gazette. ISSUED EVERY THURSDAY. HENRY KUCHEL, Editor and Proprietor. THURSDAY... AUGUST 16, 1900. DEPARTMENT OF ISSUE AND REDEMPTION. The new currency law which congress enacted this year, and for which the Republican party is responsible, establishes two new departments in the United States treasury. Perhaps it would more nearly accord with the exact truth to say that a new system of bookkeeping is established for, as a matter of fact, the money will be kept in the same vaults just as before and the separation of the funds will be only in keeping the accounts and in the control over them. One of these new departments is the department of issue. This department will have control, under the instructions of the secretary of the treasury, of all the national currency the government may cause to be issued and paid out to the people to be used as money. Of course this currency so paid out is not real money, real basic money, money of ultimate payment or "primary" money as gold is. Gold is the only real, basic, primary money recognized by the commercial world, but gold is heavy to carry around and the people east of the Rocky mountains are not accustomed to using it as we are in California. The Democratic party, which before the Civil war established the old state bank system of counterfeit shinplasters, spoiled the people of the east for using hard, or metallic, money by driving it all out of the country with an inflated bank currency, so a currency of representative money has to be furnished them in place of the nice, clean metal itself. They want this currency because they want it and not because it is good for the country to have it for it is not. The actual coin would be much safer in the hands of the people than in the treasury vaults at Washington and elsewhere. All the currency that is issued has to be redeemed whenever the holder wants the gold for the paper, so the new de silver. The new act authorizes the coinage of enough to bring it up to 100 million dollars, thus finding a place for 20 millions additional silver currency. And that is not the only addition in the way of silver to the currency in the United States which the new law makes. Under the act of 1890 the government bought 168,674,682.53 ounces of silver giving in payment for its notes to the amount of $155,931,002.25. Had this silver all been coined it would have made 218 million silver dollars. This silver is to be coined under the new law and as coined will be issued in the form of silver certificates and as the silver certificates are paid out the notes which the government gave for the silver will be taken up and destroyed. Besides the increase in fractional silver this will add $45,000,000 in silver to the volume of currency after all the notes of 1890 are taken up and destroyed, and will bring the whole amount of silver in circulation up to 578 million dollars, mostly however in proxy certificates. That is what the country has done for silver. Now what will silver do for the country? The silver in these dollars is worth one-third less than when the silver was bought. The silver in each dollar is now worth about 47 cents. If the government store of silver were thrown upon the market it would go lower. The new law says: "All forms of money issued or coined by the United States shall be maintained at a parity of value (with gold) and it shall be the duty of the secretary of the treasury to maintain such parity." But the law does not give the secretary any power to maintain the parity of silver with gold by exchanging gold for silver out of the redemption fund. He may exchange any gold that happens to be in the general fund for silver if he wishes to, but he can not take a dollar for that purpose out of the redemption fund or sell bonds to get gold for that purpose or in any other way directly redeem silver with gold. And yet to the extent of 53 cents in each dollar silver is in effect a promise to pay gold and if the promise is not kept down will go the silver dollar to less than half its face value. With the view of making silver circulate at its face value several devices are resorted to under this new currency law. All the greenbacks of denominations less than $10 are to be withdrawn and reissued in higher denominations. PLACENTIA. Mrs. H. H. Hale is at Newport for health, she having been quite ill. Mr. Hartwell and Percy Bradford arrived home Monday night from Diego where they have been visiting for past ten days. Henry Hetebrink, Jr., is camping Smith Mountain. Tenus Hansen went down to Beach with his sister on Saturday returned on Sunday. The girls stay for two weeks. Mr. Richard Hetebrink took in Beach on Sunday. Mr. Wilshire's new barn ispleted, and work has commenced on house. The buildings will cost $A. S. Bradford spent Sunday with family at Long Beach. Geo. Sherwood's family are at Beach for two months, and George back and forth. Mr. John Lemke's house has this side finished. It is expected to be finished in two weeks. Mrs. P. H. Krick, Miss Beckett, Miss East are expected home on Tuesday from Long Beach. Mrs. R. H. Gilman and family down to Newport on Saturday for summer outing. Mr. Staley and wife came home on beach on Thursday last. Mr. Lilly and Walter Staley went Long Beach Sunday. Wm. McFadden and son Claire went to Redondo Sunday. This is a very considerable sum of money but outstanding against this sum of primary money are the following forms of currency (debt of the government drawing no interest) directly redeemable in gold, on demand. United States notes (green-backs) ... $346,680,016 Treasury notes (June 1, 1900)... 82,629,000 Total ... $429,309,016 The treasury notes above mentioned are fast disappearing from circulation, silver and silver certificates being substituted for them so it will not be long before the department of redemption will have only the greenbacks to sustain in circulation by the $150,000,000 in gold set aside for that purpose, a perfectly easy thing to do so long as the control of the national treasury is in the hands of financiers and not confiled to the untender merces of financial adventurers. But Mr. Bryans's platform specifically demands the withdrawal from circulation of the nearly 300 millions of national bank notes and the substitution for them of greenbacks and silver certificates. As the silver certificates already out constitute the most vulnerable point in our financial system a Bryanite congress would doubtless double the burden of greenbacks to be sustained by the department of redemption and so place in peril the entire circulation system, bringing on another era of want of confidence. As the law now is the national banks must redeem their own notes and the government is relieved of that burden. In the hands of its friends the national currency is perfectly safe. In the hands of its enemies it will prove unsafe. It is based on the theory that a currency is safe only when it is redeemable on demand, that it is not money, but a promise to pay money and that the ability to pay on demand is the test of its credibility among the people. Mr. Bryan's party is made up of filatists who hold to the heretical doctrine that it is the government stamped for using hard, or metallic, money by driving it all out of the country with an inflated bank currency, so a currency of representative money has to be furnished them in place of the nice, clean metal itself. THE PLACE OF SILVER IN THE NEW CURRENCY SYSTEM. Silver has been given a good place in our new currency system. All has been done for it that can be done with safety and the management of the treasury will have to be both prudent and loyal if it be not found that more has been done for silver than ought to have been done. If there has been error it has been on the side of friendliness to an increased use of silver. There is less than one silver dollar in circulation in this country for each inhabitant. The country simply does not want to use the dollar of the fathers. It is too big and heavy. Therefore the silver has to circulate by proxy—in, the form of silver certificates. There has been a demand for more fractional silver than the law provided for coining. The statute fixed the limit at 50 million dollars, but in obedience to an absolute necessity the government has issued 80 millions in fractional TO RESTRICT IMMIGRATION. In the further interest of American workmen we favor a more effective restriction of the immigration of cheap labor from foreign lands.—Republican platform. We favor the continuance and strict enforcement of the Chinese exclusion law and its application to the same classes of all Asiatic races.—Mr. Bryan's platform. The difference between these two planks in the platforms of the two great, political parties is worthy of attention. The Republican party pledges itself to the effective restriction of cheap labor from all the world. Mr. Bryan's party confines its pledges of restriction to the Chinese and similar labor from Asia, thereby promising, in effect, to permit the floodgates of Europe to open and make America the dumping ground for its paupers. The Republican party treats all the world alike. Pauper labor from nowhere shall come here to compete with our well paid labor. The political party which Mr. Bryan chances to hold in temporary possession recognizes the unwelcome fact that the pauper laborers of Europe usually vote very soon after landing and also usually vote the ticket with which Mr. Bryan's party holds the relation of temporary successor. These two little planks ought, of themselves, to be sufficient to show the laboring man that the friendship of the Republican party for him is more true if less emotional than the professed friendship of the party of which Mr. W. J. Bryan is the temporary autocrat. There is a conviction from ocean to ocean that McKinley is sure of re-election, and that it is the only thing possible that can prevent his election. He cannot be elected unless Republicans of influence bestir themseleves in exerting influence on his behalf. The victory must be fought for before it can be enjoyed. Such a policy does not deserve to be classed as merely hazardous. It would be suicidal. The country is financially well enough now. Why not let well enough alone? Secretary of State Curry has sent to State Printer Johnston at Sacramento nine amendments to the constitution to be voted on at the November election.The State Printer will make 600,000 copies of each and they will then be forwarded to the County Clerks of the State, to the number of one and a half as many as there are voters in each county and by the County Clerks will be mailed to the voters. A question has arisen as to which amendment bearing on the creation of district courts of appeal, whether that adopted by the regular session of the Legislature of 1899 or that adopted at the special session of 1900 should be sent to the printer.Secretary of State Curry decided to send the one passed at the special session.Mr. Curry's action will enable the bringing of a suit in the county court. The fire which destroyed three derbies and considerable machinery for Columbia Oil Producing company week has interfered with pumping, which will be resumed in a few days. Well, No. 5, which caused the fire, is flowing now, but is full of oil. Fine Orchard. Charles W. Spooner, who some weeks purchased a forty-acre orange, cut and lemon orchard west of Mr. was in the city yesterday. Mr. Spooner is recently from New York, where he practiced law for a number years. He has resolved to become a Northern California horticulturist, and is one of the handsomest orchards near the county. He has shipped already seven thirty and forty tons of lemons from his trees, and looks for large apples the coming season. Oil Well Fire. The Union well No. 2, Kellerman's, in Brea Ganyon, was entirely destroyed by fire on Tuesday night by communicating to the fire in the area. The well was being pumped at time, and one man was slightly needy about the neck and face. Judge Had "Sand." The jurymen sitting in the case of People vs. Martin Schirm, in the Court at Santa Ana the other ascertained that Judge Ballard conclusions of his own. The jury been out all night trying to arrive verdict, and during the early hours the morning several members deed that it would be a practical joke the Judge to send him word that they had come to a conclusion." This did sent post-haste, the messenarriving at the home of the Judge he yet reposed in the arms of nepheus. Half an hour later Judge Ballard appeared at the courtroom ring, according to a Santa Ana correspondent, a little worse for the wear, demanded of the bailiff whether jury had arrived at a verdict. NON-POISONOUS INSECTICIDE. Mr. Green's Patented Process for the Destruction of Scale. Thos. R. Green has been exhibiting his non-poisonous insecticide for spraying trees infested with scale, at his headquarters in the Metz block. The insecticide is prepared in a large iron tank, whence it is pumped by the air compressor into the atomizer. The latter is attached to a small pipe of sufficient length to enable it to be lifted well into the tree top. By the use of compressed air a fine mist-like spray is carried through the trees which is very efficacious in scale destruction. The air compressor is Mr. Green's own invention, and is protected by United States caveat. He has also a patent covering his invention in Mexico, having been granted a twenty-year concession by President Diaz. He has many testimonials from tree growers testing to the beneficial results of the application of the insecticide to their trees. Mr. Green carried on his experiments for two years in Texas before making his final discovery. In making investigations as to the cause of the fungus growth which attacks and destroys cotton, particularly in the black waxy land, he operated on the theory that the cause was not in the soil, but was being wrought by insects which attacked the seed and were perpetrated in the plant after it commenced its growth. Amending article XIII by adding a new section thereto, to be known as section 14, relating to the exemption from taxation of all bonds issued by the State of California or by any county, city, city and county town municipality, municipal corporation of any sort or district (including school, reclamation and irrigation districts) within said State. Adding a new section to be known and designated as section 24, article II concerning primary elections and authorizing the Legislature to enact laws relative to the election of delegates to conventions of political parties at elections known and designated as primary elections; also to determine the tests and conditions upon which electors, political parties or organizations of voters may participate in any such primary election. Amending article VI relative to the compensation of Supreme and Superior Court Judges, and fixing annual salaries of Justices of the Supreme Court at $6000 each; the salaries of the Superior Judges to remain as at present. The old theory which has prevailed, that oil did not enter the Puente hills is being dislater developments. First canyon and Fullerton field; come pioneering which shows same conditions exist on both the Santa Ana river, and latter ful examinations of the interim formations, reaching as San Jacinto; have conspicuous that it is most probable that dunes and shales, which there are, are a continuation of its tions. So strongly this vultured by many practical oil experimental work will soon in this eastern portion of the San Jacinto valleys. The whole section lying between Puente hills and the ocean has excited over oil development thought by some an antithesis from near Whittier in course to the sea, passing south west of Fullerton. STERN BROS, Oil Prospects. Yorba gives promise of becoming an oil center. It lies about four miles south of the hills and the intervening space is mesa land with a few detached hills. The formation is said by oil experts who have examined it to be the same as in the Fullerton district, and that an oil anticlinal runs in a southeasterly direction from the Fullerton hills to the Santiago canyon in the Santa Ana mountains southeast of Yorba. Preparations are being made to test the truth of these theories by drilling. To the northeast of this several companies have secured oil leases, and work on the Scullery ranch, north of the Santa Ana river, has already begun. The anticlinal for the latter district is supposed to come from the Fullerton field, and there are indications that the anticlinal that is supposed to run due east from the mouth of Soquel canyon, hends to the northeast from this point for some distance. While the anticlinals in this section are easy to follow, the formation is so broken that they are somewhat fragmentary and eccentric in their trend, says the Western Graphic, Los Angeles. While the whole district, from Whittier to these newly exploited fields to the east, shows good indications of oil, it is in Brea canyon that the oil comes to the surface in the greatest volume. This canyon is appropriately named, for its sides and adjacent hills are discolored by the oil which oozes out of the ground, and this process, going on for long periods, has thrown up great heaps of brea composed of the sedimentary deposit from the oil.
