A JAPANESE DINNER.
HOW THE DISTASTEFUL FOOD IS SERVED AND EATEN.
Squatting Before Tables Six Inches High, One Wrestles With Chopsticks and Tiny Bowls, the While Waited Upon by Barefooted Maids.
To an American given to stiff joints and corpulency a Japanese dinner is a tedious experience, especially when he's used to business lunches and the like. But it is worth triml and discomfiture if one is fortunate enough to be the guest of a rich man, for in Japan hospitality is one of the cardinal virtues.
Western customs and usages have found their way into many homes of the wealthy, whose dinners and lunches are the counterpart of those with which we are all familiar. But a real Japanese dinner, including chopsticks, lacquer trays and tiny cups, is a thing never to be forgotten.
Japanese houses are made up of sliding screens instead of our solid partitions and in summer are all left open, so that, seated at dinner, one looks out over the gardens, seeing the lights of the city in the distance, and the scent of a thousand flowers blows in with every breath of air.
The guests remove their shoes on entering the house and, except when provided with a pair of cotton over-shoes, must spend the evening in stocking feet unless happily the host has an extra pair. The wife of a Japanese gentleman does not preside at his table unless there are ladies in the party, but appears with the tea and sweetmeats, which always precede a dinner, as do our cocktails and sherry, etc. She merely greets the guests and appears again only when the goodbys are said.
Silken cushions are scattered about the floor and the guests are arranged according to rank, for the Japanese are, of course, great sticklers for form and ceremony. Little tables, some six inches high, are placed before each one and barefooted waiting maids in graceful and prettily tinted kimonos bring in lacquer trays with several tiny covered bowls.
Before leaving the trays on the tables they set them on the floor, and dropping on their knees, make their best bow, touching their foreheads to the floor. Chopsticks take the place of knives and forks; but, unlike our weapons of attack, are made of wood.

These instructions cover the case in a way fair to yourself, fair to the company and fair to the bank. If you do not use the form suggested, make your instructions clear and simple, else bank will return your money and refuse to act in the matter, for it must protect itself, as well as you and the company.
All you have to do to get your money back is to return your certificate to the Los Angeles National bank within thirty days from date, and it will be honored by the bank the same as a check.

The host sets an example by removing the covers from the tiny bowls, and the guest, doing likewise, finds an assortment of food quite new and generally most distasteful. Mustering up much skill one attempts getting the food on chopsticks from the tables to one's mouth. The first few times most of it falls on the floor or on one's lap. The wretched sticks wabble and cross each other as if focused. When almost desperate, the good host is apt to come to the rescue by suggesting lifting the bowls, and, with the aid of a chopstick, shovelling the food in, as one would potatoes into a barrel.
In each course there are half a dozen dishes, and the host tells what they are. First, suimono, a bean soup; kuchitori, chestnuts boiled and crushed into a mush; kamakoko, fish picked fine and rolled into little balls and baked; sashimi, raw fish cut into thin slices and covered with ice. This is dipped into rich sauce called soy, and is really very good. Little cups of warm sake, the native brandy made of rice, are served with each course. Napkins and bread are unknown quantities.
The second course is a small fish boiled whole. One has a chance here to get in some fine play with the chopsticks—umani, bits of fowl boiled with potatoes or lotus roots, a salad of onions, peas and string beans, with a few leaves of lettuce; sunomono, sea snails served with eggplant mashed, and chaman mushi, a thick soup made of fish and vegetables, with mushrooms for a relish.
The third course is a curry of rice and pickled vegetables, and for a fourth and final course you have sobo, a sort of buckwheat vermicellil served with soy and a sweet liquor called mirin; shiruko, rice cakes, seaweed and confectionery of all sorts, which are very sweet and tasteless.
During the dinner each guest rises and proposes the health of the host and one other guest until the whole party is disposed of. This custom is rather hard on the guests, for sake is fiery stuff and goes to one's head more quickly than our own brandy. To make matters worse, after one has drunk the health of all the company it is customary to drink the health of the waitresses, who bow their foreheads to the floor in acknowledgment.
At the close of a dinner the tabako bon, a tray holding a hibachi with live coals in a cone of ashes and a section of bamboo for an ash receiver, is put before each guest, and cigars and cigarettes heard every time it may argue well for a cause that it is considered of sufficient national importance to declare it in the platform of a great political party, the question itself is not one which should be dragged into politics. The national irrigation movement is one which can be and is being combined upon by all parties. It is a question as vitally interesting to the Western Democrat as to his Republican or Populist neighbor, and no matter differences of opinion may be held upon her issues all can agree upon the proposition that the reclamation of the arid lands of the West is a subject for consideration and solution by Congress. It is to be hoped that the movement looking to the building of storage reservoirs by the government and the conquest of arid America will stand upon a strictly non-partisan basis.

Proud Spain! Poor Spain! The tunic, which is of crimson figured velvet, is timeworn. But after four hundred years appears to hold together as well as Washington's clothes in our National museum. The swords are finely wrought, straight-bladed weapons with but little guard to their hills. The scabbards are of metal, heavy, richly ornamented, and of fine workmanship.
It seems to be impossible with the United States government to make an appropriation without promoting a junket. Let it be the funeral of a member of Congress or an international exhibition—the motto is, have a good time, put money in your pocket. Uncle Sam is rich. There is scandal in the air here, and all has not been told, for those who know most are connected with the Exposition in a subordinate capacity and are afraid to speak out. I do not think any misappropriation of funds will be traced directly to Commissioner-General Peck, but there has been mismanagement, glaring neglect of duty, indifference to interests of country and to United States exhibitors, favoritism and a probable sale of space and privileges, the proceeds of which have not gone into the United States treasury. The Commissioner, who has his family with him, is much absorbed in social functions, and were so detailed on a fete day when nearly half a million of people were in the exhibition enclosure, thus imperilling the safety of many valuable and exposed exhibits.
There are complaints heard every time it may argue well for a cause that it is considered of sufficient national importance to declare it in the platform of a great political party, the question itself is not one which should be dragged into politics. The California Consolidated Petroleum company has adopted the policy of redeeming, on demand, any of its treasury stock that may be offered for redemption at any time within thirty days from date of certificate, paying back every cent of the purchase price of 50 cents per share, and will also refund on demand, at any time within thirty days from date of first payment, all money received on installment purchases.
The object of this policy is to give the investor ample time for investigation and time in which to reconsider his investment, and further to protect his stock, as well as the stock of the company, against depreciation at the hands of mercenary speculators.
If, after studying the prospectus, you wish to invest, you may remit direct to the company, with the mutual understanding that your money will be returned, on demand, in accordance with the company's pledge of redemption.
It is realized that there are some who cannot conveniently satisfy themselves as to the standing of the company, and who would not, without this information, feel sure that the company's pledge of redemption would be kept if return of money were demanded. Supposing you to be one of the number, the company has arranged with the Los Angeles National bank to receive and hold your money in trust for thirty days, subject to your order within that time.
According to this arrangement you may write the company ordering the number of shares you want, and instead of sending the money to the company send it to the bank. On receipt of your order and a notice from the bank that the money is there, a certificate for the shares ordered will be mailed you by directly to Commissioner-General Peck, but there has been mismanagement, glaring neglect of duty, indifference to interests of country and to United States exhibitors, favoritism and a probable sale of space and privileges, the proceeds of which have not gone into the United States treasury. The Commissioner, who has his family with him, is much absorbed in social functions. The United States guards, whose duty it is to guard the U.S. exhibits, are detailed for parade at these functions, and were so detailed on a fete day when nearly half a million people were in the exhibition enclosure, thus imperilling the safety of many valuable and exposed exhibits. There are complaints heard everywhere, and the feeling is decidedly mutinous. The Commissioner-General has, besides appointing members of his family, been compelled to appoint many relatives of people of influence in Washington. Some of these have big salaries and do nothing. It is the same old story, civil service ignored, favoritenepotism. There will be an imigation, and then we will go and do again—in Cuba, in the Philippines, in home—wherever there is an appropriation.

The Passing of a Pioneer.
Dr. James M. McNulty, a California pioneer, and a resident of Santa Barbara for the past fourteen years, died at that city on the 23rd instant. His remains were taken to San Francisco for cremation. The deceased was a charter member of the Loyal Legion. He leaves a widow, the sister of Commander Charles Belknap, U.S. navy.
The deceased served with distinction in the Union army during the late rebellion. He was the chief medical officer and medical inspector at the headquarters of the military department of New Mexico, and was stationed at Santa Fe for several years.
In a report made by him to the Surgeon-General of the army dated Oct. 2, 1863, he refers to the march of the column from California as follows:
"The march of this column from the Pacific Ocean to the Rio Grande is somewhat remarkable, from the fact that almost the entire distance is a desert waste with great scarcity of water, and that of the worst quality. When marching day after day through the burning sands and nearly suffocated with alkali dust, required that troops be made of stern stuff. Of such were the men composing the column. Men injured to mountain life in California, pioneers and miners; men self-reliant and enduring; equal to any emergency if guided by a firm hand and clear head. That they were equal to a great emergency is evinced by the fact that they accomplished a march not equaled in modern times, traveling a distance of near a thousand miles, and almost the entire route over a sterile waste."
Referring to this march the commanding general of the department says:
"That he is requested by the general who preceded him in the command of the department to express for him the gratification felt by every officer and soldier of his command at the fact that the troops from the Atlantic and the Pacific Slope, from the mountains of California and Colorado, acting in the same cause, impelled by the same duties, and animated by the same hopes, have met and shaken hands in the center of this great continent."
The commanding generals above mentioned are Canby and Carleton. The former was killed by the Modocs at the Lava Beds, and the latter died at San Antonio, Texas.
Quite a number of the survivors of the "column" are members of the National Military home at Santa Monica, Cal., where they have again met and shaken hands with many of the survivors of the great armies of the Union from the Eastern States.
