ARID LANDS FOR IRRIGATION.
Points Upon a Subject Which Is Now Engrossing Much Attention in the Western States.
If the arid lands in the West were irrigated arid America would sustain a greater population than the whole United States has today. Every section of the country would be benefited because every man who went West to get his living from the land would make an increased market for the Eastern manufacturers, and the Eastern farmers would feed the workers in the Eastern factories.
The importance of the problem of the reclamation and settlement of this vast region is manifest. Its magnitude, and the possibility of its speedy solution has not been generally realized because no attempt has been made to grapple with it from a broad standpoint, or to remove the causes for the cessation of Western emigration, and there are few who appreciate what these causes really are. The matter merits the most careful consideration and investigation as a national problem.
The first thing that must be done is to conserve the waters that are now wasted, and go down in winter floods to do destruction below, so that they may be brought within the reach of the individual and co-operative enterprise of the settlers themselves.
The share which ought to go to the arid States and Territories out of the aggregate disbursements from the national treasury for internal improvements, should be devoted to the building of these storage reservoirs within their borders. Why should the arid West not have its share of the vast sums of money expended for internal improvements? What reason is there why the West should continue contributing to build internal improvements for the East and the South, unless the West is given an equitable proportion of all moneys expended for such purposes?
Forests should be preserved and reforested where necessary, as natural reservoirs and resources of water supply; and the public grazing lands should be leased and the revenues derived therefrom used to build large irrigation works, such as main canals and great dams or diversion works, which would be beyond the scope of the resources of the landowner. Such works should be maintained, controlled and operated by the States just as they are included the islands taken possession of for their supplies of guano. These came to us under the act of Congress of Aug. 18, 1856, which declared that "whenever any citizen of the United States discovers a deposit of guano on any islands not within the lawful jurisdiction of any other government, and takes peaceable possession thereof, such island, rock or key may, at the discretion of the President, be considered as appertaining to the United States." The same act extended the coasting trade laws and the criminal laws applying to the United States merchant vessels to the islands, and authorized the President to employ the land and naval forces of the United States to protect them. The island of Guam came to us under the treaty with Spain, and the island of Tutuila, in the Samoan group, under treaty with the natives and also under treaty with Germany and Great Britain.
From the first the United States has guarded its Pacific coast more zealously than the Atlantic. No European power holds any islands nearer our western coast than Hawaii, 2000 miles away. On our Atlantic coast Great Britain holds the Bahamas, Bermudas and several Carribean groups. We control Cuba and own Porto Rico.
The claim is set up that it was never contemplated that the United States should own and control islands, and yet from the very first we have owned and controlled islands, and now own and control more than any other nation in the world except Great Britain. Within the last two years over twenty coal stations have been established on islands in the Pacific and Atlantic, whereas two years ago we had only one. Within the last year naval stations have been established at two points in Cuba, at one point in Porto Rico, at two points in Hawaii, at one in the island of Guam, and at several in the Philippines. As a maritime nation, as a naval power, islands which had little value in 1856 have become almost necessary to our development and to our commerce.

Systems for the distribution and delivery of water to irrigators, after the water supplies have been made available to them, should be organized as co-operative water companies, with the stock perpetually appurtenant to the land, so that farmers could build the canals and ditches themselves, as was done by the early Mormon settlers, and thus get irrigation without debt, and share the burdens and benefits of the water system in the proportion of their respective acreage holdings.
Every interest which would be benefited by the rapid development and permanent prosperity of the West should favor this policy. It would benefit all legitimate investments heretofore made in irrigation enterprises. Those under the water-right system with unsold lands could be gradually adopted to the co-operative system, and the restoration of confidence in general conditions in the arid region would make colonization of those lands possible where it is now utterly impossible.
The only ones who could object to the proposed policy would be promoters and speculators who still hope to make fortunes out of the labor of future generations of farmers, by inducing capital to invest in schemes for arid-land reclamation under the water-right system. This system has been a delusion and a snare to both investors and irrigators, and it would be a great public benefit if the fact could be everywhere known and recognized that the investment of capital in irrigation enterprises can be made absolutely safe under the co-operative system, and that it is an utter impossibility to make it safe under a water-right system, or under any plan for the investment of private capital for the storage and sale of water.
As was said in the last report of the Secretary of Agriculture: "It is clear that a crisis has been reached in the life of the communities in which agriculture is dependent upon irrigation for its success. The laws and institutions relating to irrigation, which have grown up in these communities, have in many ways proved so inadequate and unsatisfactory that there is a widespread feeling that radical and immediate action is demanded for their reformation."
All that is needed to remove these wrong conditions and start a strong tide of emigration to the West which will grow in volume year by year until every available acre of irrigable land is reclaimed and settled, a result of such vast and far-reaching importance to all the transportation and commercial interests of the West, is the carrying out of a comprehensive, judicious, vigorous and effective campaign of education so that the people themselves will learn and know what should be done. Then they will do for themselves all that is necessary to be done.

Our Island Possessions.
The United States now owns or controls 1,500 islands in the Pacific ocean. The Santa Barbara Islands and others on the California coast came to us with the cession of California in 1848. They are a part of the State of California, and subject to the same laws. The 150 Aleutian islands came to us with the cession of Alaska in 1867. Although some of these are 1800 miles from the main coast, they are all considered a part of Alaska, and have free trade with the mainland of the United States, and are subject to our coastwise laws.
The several islands of the Hawaiian group came to us in 1898 by joint resolution in Congress. They constitute an organized territory, and our customs and navigation laws are now extended to them. All the islands of the Philippine group, probably 1800, came to us by treaty with Spain, and at present constitute the military department of the Pacific. Robert Miller, who occupies a ranch of 80 acres a mile north of Bolsa, has been boring a well for artesian water and is down 320 feet.
