CAPITAIN HAS HIS SAY. People Who Think He is so Wealthy Will get a "Water Haul" "This is the most diabolical piece of blackmail that was ever attempted on a man." The speaker was Frank J. Capitain, who referred to the breach-of-promise suit for $50,000, which was filed against him in San Francisco some days ago by Mrs. Wallace. Ever since the fact was made public that Capitain was the defendant in a suit that promises to develop some sensational features, his friends have been shaking their heads over the doings of mankind in this wicked world. Mrs. Wallace, her friends and attorneys, have been interviewed. Mrs. Capitain and several of Capitain's friends have also had an opportunity to talk, but Capitain himself has been as dumb as an oyster. He has even evaded his usual haunts in Los Angeles, and has given strict orders to his housekeeper to wake and call him early so that he might transact his business in the Byrne block when other people are still in the arms of Morpheus. At other times Capitain, according to the Los Angeles papers, waits till the shadows have fallen on a great city before he turns his brain lightly to thoughts of real estate. A little time Mr. Capitain is at the Byrne building, and then again a little time he is not. Mr. Capitain is ill. But his indisposition is not due to the unpleasant revelations of the last few days. He was carefully tucked up in bed one morning at his elegant home in Meridian avenue, South Pasadena, when he gave, for the first time, to a Los Angeles reporter, his version of the suit in which he is a defendant. Capitain was in bed and complained of felling very bad. When the breach-of-promise suit was broached, Capitain passionately declared that it was a black-mailing scheme. "This is simply an attempt to get money from me," said Capitain. "It will all come out in court. I did not know that a suit had been filed against me until I read all about it in the newspapers. Yes, I know Mrs. Wallace. I met her about a year ago. I have been in San Francisco only five times during the year, and then for only three or four days at a time. On these occasions I invariably attended to business. I met Mrs. Wallace by chance. It is not true that I made her costly presents. I never gave her a dollar's worth." "Mrs. Wallace says you became engaged to her Christmas day, 1897, and that you agreed to marry her April 12," said the reporter. "I never promised to marry her. That is so ridiculous. Why, how could I? I have a wife, but we are not living together. The idea is preposterous. I am in San Francisco Christmas day." Our Agricultural Boards We have, in this State, five agricultural "commissions," "bureau" or "boards"—three living and two dead, but all regularly lobbying for "appropriations." At the last session of the Legislature the following sums were included in appropriation bills passed by the two houses of the Legislature: For the State Board of Agriculture, alias the State Agricultural Society; $40,000 For the State Board of Horticulture; 19,600 For the State Dairy Bureau; 10,000 For the State University, successor to the State Viticultural Commission; 10,000 For the State University, successor to the State Forestry Commission; 8,000 For the State University for poultry experiments; 5,000 Total; $92,600 There are other "commissions," the total of appropriations for those bodies by the last Legislature aggregating $390,890, but those enumerated are all that deal specially with agriculture. Some of the above items were vetoed which might or might not happen again. The appropriations, however, will be sought from every Legislature and will be usually obtained. So far as we know the money, when obtained, is usefully and economically expended. We have no fault to find with any of our agricultural commissions. We are in favor, however, of abolishing every one of them, and replacing them by one State Board of Agriculture, which shall succeed to the functions of all and upon which all the leading agricultural interests shall be represented. This will give us what this State needs, and what most other States have, a board of board-minded men looking to the development of our agricultural resources as a whole, instead of a number of competing boards, each concerned only with its own specialty and struggling for appropriations in aid of that and regardless of others. A board so constituted we would equip with a secretary, whose necessity is obvious; a capable statistician, and the entire time of one man is none too much for this work, and an "agent," whose duty would be enforcement of "pure food" and other laws for the prevention of fraud in trade in agricultural products. We now support such an "agent" for the enforcement of laws affecting dairy interests. While he is about it let him do the whole job. These three officers, with one or two stenographers, would constitute the entire permanent salaried staff. Until the United States, however, assumes proper function of caring for the foreign and interstate quarantine of fruit pests we must continue our State Quarantine Officer. We would make of the State Board of Agriculture an effective administrative body for conserving agricultural interests and the enforcement of laws having reference thereto. All scientific work for the advancement of agricultural interests we would commit to the State University unincumbered by administrative duties. The business of a university is to ascertain what is or is not true as to any matter. Upon that information administrative bodies can act. We make this proposition in the interest not only of economy but efficiency. We believe we should get better work for less money. We do not think that anything now done would be omitted, and we should get much other useful work. Did you ever promise to take such a honeymoon?" Capitain burst into a hearty laugh and said: "Oh, that is funny! Well, I should say not. I have heard from Rothchild, Mrs. Wallace's attorney, He wrote me last June that a breach-of-promise suit had been placed in his hands by Mrs. Wallace, and asked me to settle. Of course, I am going to fight the suit. It is a pure, unadulterated attempt to extort money." In response to an inquiry as to whether he was in a position to pay $50,000 judgment, should Mrs. Wallace get one, Capitain replied seriously that he was not. "Why, you have the reputation of being a very wealthy man." said the reporter. "Things are not what they seem," replied Capitain, as he ran his fingers through his luxuriant hair. "Those people who think I am so wealthy will find a water haul." The man whose name is menaced by midnight marauders isn't slow to grasp a weapon to defend it. The same man when threatened by an enemy ten thousand times more dangerous, will calmly go his way and make no effort at defence. The most dangerous of all mankind's enemies is consumption.
