BARNES AND 16 TO 1.
The Only Time the Old War Horse Favored That Knight Single Tax.
I have been asked if I did not once believe in the doctrine of 16 to 1. Yes, in one instance I did. You remember that on that morning in the month of February last the good cruiser Maine went all painted in white, and not in the dull colors of war, into the murky waters of the bay of Havana; you read of how she furled her wings and sat down like a dove of peace—not a gun run out, not a call to arms, no bugle calling the crew to quarters—and yet in the twinkling of an eye, by an infernal contrivance placed beneath her by the Spanish government or those who represented it—in a moment her iron limbs were wrenched apart and her magazines exploded and 262 American seamen were sent before their God unshriven, killed and murdered by that most infamous outrage by a most infamous people. That was one.
And when Dewey went into the bay of Manila, one after another, as his fleet passed by, he sunk ten of the warships of Spain. Their gunboats lie rotting in the torrid waters of that bay. And when they came out of the harbor of Santiago on the third of July the Colon, the Vizcaya, Maria Teresa, the Almirante Oquendo, Furor, and Terror, one after another, like the galleys of Caesar upon the ocean, they were pounded to pieces by Schley and Sampson, and now lie upon the coast of Cuba wrecked; and we took from them as hostages for the two hundred and sixty-two that they had murdered in Havana harbor, twelve hundred prisoners, six hundred dead, and twenty millions of property.
Ten ships at Manila, six at Santiago. That makes sixteen, and that is the only time that I ever liked the ratio of 16 to 1.
Judge Maguire has always been ready with his single tax plaster as a remedy for every political ill. And yet he tells us the single tax is not an issue in this campaign. Not later than Nov. 6, 1898, in a communication to the Examiner, he declared that the land question was coming and was then near at hand, and that the single tax idea had largely and generally taken hold of the popular heart. He declared that already the single taxes demanded that practical efforts be commenced immediately to enforce the issue into politics in California.
He made the following statement:
"The legislature will be asked at its next session to submit to the voters a constitutional amendment remitting the whole question of taxation for state, county and municipal purposes to the legislature as the first step toward the single tax. The moment that destroyed I know not how many innocent lives; they are the men who cast the bombs into the crowded Haymarket square of Chicago.
These wretches, no one of whom as far as has been detected was a gentleman holding a university decree, were mainly criminals under the ban of justice, and seeking by murder to reduce all mankind to one common level of misery and horror. There is not a den of these scoundrels now existing in Europe in which James G. Maguire would not be an honored guest, and would not be elected, upon the reading of his credentials, to honorary membership.
There is not an Anarchist or Nihilist in Europe who, seeking refuge from merited justice, and searching some quarter of the globe where he would great faith in Dr. Williams' Pink Pills for Pale People, insisted that I commence using them. I finally consented to try them. After taking a few doses I could see an improvement and my headache spells were not severe. I kept taking the pills until I had used four boxes, and since that time I had not had any of those attacks and I never fared so well in my life.

Mr. Maguire is an unstaunt equilibrium whom every touch tilts the one side or the other. Look at record and see if this be not so...

I hereby call attention to amendment No. 2, being senate constitutional amendment No. 10, providing for the framing of local county government acts by inhabitants of counties for their government, and providing that each county and municipality may determine the method and mode of taxation for county and municipal purposes.
This proposed amendment to the constitution is now before the people, and with Mr. Maguire as governor of the State of California, this single tax battle will indeed be on in earnest.
This single tax dogma is commonly understood to mean that the burden of taxation for national, State and county and municipal purposes shall fail upon the land alone; that personal property of all kinds, stocks, bonds, money, buildings of all kinds in cities and in the country, shall go free of taxation; that the great railway corporations shall be taxed only upon their right of way, leaving franchises, depots, shops, machinery and rolling stock free of any charges or burden whatever which may aid to support the cost of government.
It would naturally seem that a dogma so absurd as this would furnish its own answer. And so it does from every economic point of view. The real object of the single tax is not to place the burden of taxation where it belongs, upon all property of all kinds and wherever situated, but to so burden land that its owner cannot afford to hold any more than is absolutely necessary for his personal needs while living and for his grave when dead, and that the balance of his present holdings shall go into the public treasury, whence the usufruct of the land shall be given out to the people according to the government's apprehension of the necessities of the people. If this is not socialism of the most advanced and pernicious kind, no man knows what socialism is.
Under this law capital would shun the State, and improvements would be impossible.
The single tax is a principle which prevents investments, retards development and brings about at last that confusion in property and destruction of values which is the glory of anarchism, and would be the pride of that Democracy of Europe to which Mr. Maguire so proudly alluded in his speech in congress on the 27th of January, 1897, in which he declared that the exclusion of anarchists and socialists and philistines from the United States was not desirable, and that they were generally educated men, many of them holding university degrees, whose offenses consisted of resistance to tyranny, which in the conditions under which they lived was obedience to God. Who are the nihilists? "They are the Democrats of Russia who are struggling against almost hopeless conditions to establish the natural and inalienable rights of man in that country as against the tyranny and false pretense of divine right on the part of the oar."

Maguire, if Maguire were afterward Governor of California, would not turn his face hitherward, sure of protection and immunity, no matter what crime he might commit in the name of Nihilism against good order, law, government and property.
Elect Maguire Governor, and you place him at the head of villainous demagogues who have disgraced public office in the United States, and in the front ranks of which have hitherto marched Waite, Pennoyer, Weaver, Altgeld, Leedy, Tillman and Debs.
California wants no governor who is crazy or foolish enough to avow sympathy for this dastardly and cowardly class of criminals. It will elect no man governor who will have it in his power to pardon the cowardly class of crimes of such assassins and make the Golden State at least during his term of office a safe place of refuge for them. It will have for governor no man to whom the club of Dennis Kearney has descended as a scepter of right, and who will make California as hot for people who have money to invest or who have money to keep as Kearney ever sought to make it. The inauguration of such a governor, the whirling maze of sand-lotters, Populists, Coxeyites and Socialists bellowing for all sorts of financial and social heresies would terrify every man seeking investment in this State and drive away every one otherwise seeking to improve and develop its resources to some portion of the land where Maguire and Maguireism are unknown.
ABOUT THE RAILROAD.
Judge Maguire told you here last Saturday that the only way I ever got my living was by being an attorney for the Southern Pacific Railroad company. I believe Judge Maguire was born in this country. I don't know, and I don't care; but when he said that he knew that he was the best old-fashioned American liar that ever drew breath. I practiced law a great many years before I had any connection with the railroad company, and the judge knows it. In the early part of his practice of the law I whipped him times enough to make him remember it; and because in the course of legal business I took a retainer from the railroad company to defend a railroad case. I became no more a railroad dog, owned and mastered by it, than if I had been a doctor, and Mr. Huntington had fallen down in the street and broken his leg, and I had been called in to set it; no more than if I had a saloon, and Mr. Huntington came in to get a drink. I don't care a snap of myinger for the railroad; I have rendered it good service; and it has never paid me half of what my judgment was worth; but we will let that go. They do not own—and I value them highly because I have not so many of them left—they do not own one hair of my head, and they have no more control over me than they have over the tides of the ocean, and James G. In 1875 Maguire was a Democrat who was elected to the assembly, where introduced eight bills (none of which passed), and did considerable work A. L. Bancroft and the book ring also aided the depletion of the state treasury by securing for his friend additional clerkships at fat salaries.
During 1876-7 Mr. Maguire was having office under a Republican administration in the office of the district attorney in San Francisco, and was presiding Republican in sentiment.
By 1879 Maguire was a sandlotter in a candidate for district attorney for county of San Francisco in the Keen convention.
In 1880 he was a candidate for superior judge in San Francisco before sandlot convention.
In 1882 sandlotter had spent its life and Maguire had gotten back into Democratic fold and was elected superior judge. Up to this time he had shingle out, but practiced politics stead of law, having few clients, plenty of ward strikers about him.
In 1886 he bolted the Democratic party and ran for congress as an independent Democrat as against the reagan Democratic nominee, electing a publican, but in that year also organized the independent labor party San Francisco, a side issue to be used for his own advantage.
In 1887 Maguire renounced Democracy forever and formerly without from the party, devoting himself solely to Henry George and the single tax.
In 1888 Maguire was a non-partisan and stumped San Francisco for non-partisan ticket.
In 1890 he forskooked the non-partisan and stumped San Francisco for the Buckley ticket.
In 1892 Maguire was ready to organize himself as a Democrat stand for congress, which he did cautiously.
In 1896 he was a free silver Democrat, and went back to congress labor for the single tax.
In 1908 he is a populist of the fusion variety, ready to swallow forms with the avidity of raw oysters.
What stability of character can she say? And what use is it unstable man to any people? Sure he is not fitted to be trusted with executive duties of a great state. But an unstable equilibrium, a reed slinging in the wind.

Not Exactly, But Will Serve.
It has been the pride of Anglo-Saxon peoples that the home of the humblest was his walled castle, secure against intrusion and his if only he refrained from mortgaging it, and kept his taxes paid. But under the proposed single tax system, for the inauguration of which a covert warfare is being waged, the confiscation of the homes of the people would be universal and that, too, (like everything else undertaken by this revolutionary propaganda),
administration $262,000,000 in bonds were forced out in just that way, and our administration wisely concluded to put the bonds in the hands of the people and keep more endless chain green-backs out of the hands of Wall street speculators to be used in feroing bond issues in time of peace. There you have it in a nutshell, and who shall say that the administration did not do wisely?

It matters not whether you are a Persons whose minds are at all tive will have no difficulty in rea ing how, two years ago, the half McKinley’s candidacy as the “no agent of prosperity” was derided the popoeratic press, and espired the Examiner, which mockingly bed him the “advance agent of national bankruptcy.” In view this the article quoted below from editorial columns of the Examiner September 20th, makes very la ing reading. It is a confession the opposition that the Repu candidate was indeed an agent of prosperity, that proce coming under conditions most a and remaining through a nation deal most trying. It is important the voter should understand that only way to perpetuate this proc is to perpetuate the national that brought it and maintained der conditions so adverse as tha surprise to the civilized world. what follows, and then, like the igent citizen you doubtless are the Republican ticket.
“The sound industrial condi tion this country was never more evidenced than it has been dur ed few weeks that have elapsed peace was declared. The war im a direct expense to be met with space of a few weeks, that would seriously embarrass any of tha pean nations. A large part of tha ductive labor of the country was drawn from the field of industr converted into a purely com force, economically considered, military camps. Uncertainty a rest were injected into all bran business; merchants withhold orders, manufacturers hesitat produce until more confident o tha market would be. The ex ect of the war, and the disturbance dental to winding up the war—more influential than those of tha total state of hostilities—have be en and have caused scarcey a ripple on the financial sea.

But under the proposed single tax system, for the inauguration of which a covert warfare is being waged, the confiscation of the homes of the people would be universal and that, too, (like everything else undertaken by this revolutionary propaganda), would be sought to be done covertly and by indirection, not bravely and with a clear declaration of the intent. Remember also that the writings of Henry George are the only authoritative source of knowledge regarding the purposes and procedures of the single tax system. Maguire may be his prophet, but the prophet is not greater than his lord, and this is what Henry George says of confiscation. If not confiscation by direct attack, it will be seen to serve all the purposes of a more honest if revolutionary procedure.
In Chapter II, book VIII of "Progress and Poverty," in speaking of confiscation by direct methods, Mr. George says:
"Such a plan, though perfectly feasible, does not seem to me the best. Or rather, I propose to accomplish the same thing in a simpler, easier, and quieter way than that of formally conscicating all the land and formally letting it out to the highest bidders. We may safely leave them the shell if we take the kernel. It is not necessary to confiscate land, it is only necessary to confiscate rent."
As it is the purpose of the single taxes to take for the benefit of the State the entire rental value of the land, it will be small interest that the owner will have after that. His investment will have gone out like a candle in the wind, for it is the rental value that gives value to the investment. The holder of the deed could neither sell nor mortgage the land for that would be the property of the commonwealth. The deed he might still own, but the land would belong to the State, and his interest would be possessory only.
In the good old days of our very grand fathers the per capita circulation of money in the United States was $4.98. It is now $24.74. What a pity that some of these old lovers of old things had not been fathers of their grandfathers and spared these degenerate days when there is not enough money for the people to do business with!
An Honest Inflation of Currency.
Most schemes for inflating the currency of the country are dishonest. They seek by law to make bad money good, a thing that thousands of attempts throughout human history have never yet been able to accomplish; but there is a sort of inflation of the circulating medium that is honest and productive of good, not evil results. It is found in the preservation of a favor administration $262,000,000 in bonds were forced out in just that way, and our administration wisely concluded to put the bonds in the hands of the people and keep more endless chain green-backs out of the hands of Wall street speculators to be used in forging bond issues in time of peace. There you have it in a nutshell, and who shall say that the administration did not do wisely?
Stand By McKinley.
It matters not whether you are a Republican or what you are. If you are a good citizen you are proud of President McKinley and his administration of the affairs of his great office. In refusing to recognize the belligerency of the Cuban revolutionists he has proven himself wilier than congress, and in putting off the war until the government was something like ready for it, he proved himself wilier than the people. The whole nation trusts and loves him. But to elect a popoorat to congress this year, or to elect popoorats to the legislature to choose a popooratic senator to misrepresent California in Washington would be taken by the whole world as a condemnation of President McKinley and his administration. Look well to the significance of your act before you vote.

The were about five times as great as the imports. The greatest injury have been in wheat and flour (which has increased more than fold in the past two years), corn (which has nearly doubled beef, copper and raw cotton.

The reports of the commercial cannies for the past week give ample use for encouragement to the future. The banks furnished an accurate thermometer to measure the fluctuations of business, and, for the second week in September, the bank clearances were 22.5 per cent larger than they were in 1802. Wheat has advanced two cents in price, and exports the first half of the month were more than three times as great as they are last year. Similar activity is seen in all other branches, and the business failures were only 174 against for last year.
The export trade was not only large but the week, but it has shown a most satisfactory increase throughout the year. The treasury department has recently issued a statement showing trade with Great Britain. This shows that while the exports from the United States to Great Britain have increased 12 per cent, the imports have been off 35 per cent. The exports are about five times as great in value as the imports. The greatest increases have been in wheat and flour, oats which has increased more than five in the past two years). Indian (which has nearly doubled), fresh beef, copper and raw cotton.
Those figures are for the whole country, but the prosperity of any part must be felt throughout every section. More than this, there is every reason expect that the prosperity that is now only beginning to assert itself, and will go on with increasing force, will felt more on the Pacific Coast than any other section of the country. The trend of development is toward the west, and the expansion of commerce in the near future will be among islands and along the shores of the Pacific. New York is organizing companies to establish regular steamship lines from this port to Manila by way Hawaii and the Ladrones; already steamship lines are plying between New York and Australasia. The inter-ceanic canal is a certainty of the near future. All of these things make for the development of San Francisco and the Pacific Coast ports, and promise all for the future."
