The high-school election occurs on Saturday next. The polls will be open at the Central schoolhouse from 8 o'clock until sundown. We hope every well-wisher of the community's progress will go to the polls and cast his ballot in favor of the school. The added expense to the people of the district will be merely nominal. There cannot be the same objection to the school that obtained at the election five years ago, when the specious argument that an expensive high-school building would be made necessary by a favorable vote upon the project, was largely responsible for its defeat. We have this year built large additions, not only to the Central school building, but also to the West End school, and one of the unoccupied rooms in the Central school building can be used for the accommodation of the high school.
But the specious plea of high taxes, which prevailed at the former election, was promulgated by parties whose insincerity was patent to the observer of local affairs, and whose envious natures were largely responsible for the defeat of a project that had really the favorable support, as we believe, of a majority of our citizens. Since the defeat of the high school at that election Anaheim has sent pupils to the high schools at Santa Ana and Fullerton and to other educational institutions at Los Angeles and Pomona. It has cost the parents of these scholars no inconsiderable expenditure to send their children away to school, to say nothing of the inconveniences and the disadvantages of this plan. Moreover, the fact that we have had no high school here has been used against us in the past. People seeking homes have had this fact drummed into their ears, with the result that numerous intending settlers, while feeling impelled to locate amongst us owing to our superior natural advantages, have been constrained to move elsewhere because accompany each delivery covering the interest at 3 per cent from the day the subscription is entered to the 1st of August, the date of the bonds, and from which date the bonds will carry their own interest.
DEADLY FIRE OF MARINES.
Spaniards' Heavy Loss at Guantanamo. Many Killed and Wounded.
On board the associated press dispatch boat Dauntless, off Santiago de Cuba. Sanday, June 19, (via Kingston, Jamaica June 20.)—The Cubans are extremely active; a cordon has been drawn around Santiago de Cuba. Gen. Garcia, with 4000 troops, coming by forced marches from Banes, is now heading for Santiago. His troops are within forty miles of the city. He left 3000 men at Holguin, to prevent Spaniards there effecting a juncture with General Toral at Santiago. The troops at Guantanamo under Gen. Masso, are cut off from Gen. Toral and are badly pinched for food. They wildly appealed for provisions and re-enforcements, but the only reply they got was that both were impossible. General Masso said his men were even then on half rations, and the supply was sufficient to last only during the present month.
General Garcia and his personal staff were picked up at General Rabi's camp, eighteen miles west of Santiago, and brought to the flagship this afternoon by the Vixen. There the grizzled and wounded patriot had a long consultation with Admiral Sampson regarding the operations for the investment of Santiago and the co-operation of the American and Cuban troops.
General Garcia is very enthusiastic. He says the Spaniards are starving and cannot hold out long and that the war should end in a few months.
Two regiments of troops will be landed at Guantanamo Bay, which will hold that as a base until Santiago falls.
There have been no signs of Spanish troops in the neighborhood of Camp McCalla for several days. It is estimated that over 300 Spaniards have been killed and wounded since the landing. Fifty-eight bodies were found yesterday. The Spaniards seem satisfied that they cannot dislodge the Yankees, and have withdrawn. The upper bay is to be occupied immediately. Lieutenant Delehanty is nightly at work with an expedition removing mines from the river connecting the upper and lower bays. When this is clear the ships will move up the channel and take the town of Caimanera, whose forts were demolished by the Texas last Friday.

Parting Words of the Principal to Graduates on Friday Evening.
LADIES AND GENTLEMEN AND PILS OF ANAHEIM: It is proper that we assemble on this delightful occasion to bestow honors upon these young people whom you see now before you for having completed a course of study prescribed by the Board of Education of Orange county.
I recognize the feelings of pride and pleasure which parents and friends this moment entertain, for I know we feel confident that these young people have their course of life well begun and their habits of thought well established.
I deem occasions like this of very greatest importance, for means which will stimulate you to desire these honors will at the same time accomplish the end in view—of securing a broad and useful education.
I see before me the faces of my familiar pupils who have been stung hard in their respective grades during the last year in our schools; trust that as you look upon this pany seated upon this rostrum you catch the spirit of enthusiasm, and be found lagging in your energies some time share the same honors.
a teacher, and I know I voice theings of any worthy associate teacher wish to say that it is a source of joy and pleasure to be instrumental leading young minds into richer greener fields of thought; where they may feast upon proper meal food, and thus be strengthened in the later activities of life.
We cannot over-estimate the value of starting young people in their direction; that they may, before too late, have their eyes open to possibilities of a higher life.
We always find in childhood often in manhood, these characteristics: The child has no purpose nor by which his energies are directed lives in a great measure to enjoy passing moment and to find happiness in those agreeable sensations we from hour to hour come to him chance. If his life is governed plan, it is the plan of another. If left to maturer years to lay his plaid life, it is often too late. Hence, incumbent it is upon parents guardians to do all in their power to start the young life in their direction, which means that his shall be disciplined, his feelings quenched, his passions restrained, worthy motives inspired and a found moral character established.

It was a serious mistake to have defeated the high school at the original election; it would be a reproach upon our intelligence to do so again.
The statement that our high school should the proposition carry, will not have the advantages of other high schools already established that are accredited, is puerile and foolhardy in the extreme. We hope to have a high school the equal of any in the State. Competent teachers will be employed and the latest apparatus provided. There is no earthly reason why the Anaheim high school should not be accredited as well as any other high school in the State. To be accredited is to admit the graduates into the University at Berkeley without the usual examination. This is of course of great advantage; but because we are not already accredited, while others are, is an argument the force of which is not apparent to the casual observer. Let us establish the high school first; then let us endeavor to have it accredited later on. Certainly what other high schools have done before us, we can do as well in the time to come.
At the graduation exercises at the grammar school last week eleven pupils completed their course, eleven as bright pupils as could be found in any grammar school. Most if not all of these pupils would continue in the high school were one established here; as it is, if they continue in school, they must go elsewhere to pursue their education. While the school children at Fullerton go from the grammar grade to the high school, and from the latter to the University at Berkeley without any further examination, our pupils must go away from home to enter a high school, and if the latter be not accredited must pass another examination at Berkeley before being admitted to the University. Cannot it be seen at a glance what a tremendous advantage a community having an accredited high school has in inviting home seekers of the desirable class? We should not permit this opportunity to slip by without entering our protest to the result of the previous election. Let us set ourselves right, even though a number of years have intervened since the defeat of the first endeavor to form a high school here. Let us go to the polls on Saturday and cast our vote in favor of the school.

The auxiliary cruiser St. Louis cut the Kingston cable last night within a mile of El Morro.
Last night the dynamite cruiser Vesuvius discharged three more shells. A terrific uproar followed the second explosion and it is thought a magazine was blown up.
DISASTER AT A LAUNCHING.
Many People Drowned at the Launching of a British Battleship.
LONDON. June 21.-During the launch of the British first-class battleship Albion at Blackwall to-day by the Duchess of York, a ceremony in which United States Ambassador John Hay and Mrs. Hay and Lieut. Colwell, the United States naval attache, assisted, the displacement of water caused an immense mass of water to rise on all sides, completely submerging one of the lower stages of the yard and immersing hundreds of people.
LONDON, June 21.-The bodies of 5 men, 18 women and 11 children have been recovered at Blackwall. The Duke and Duchess of York have telegraphed assurances of their profound regret and sympathy. Thousands who witnessed the launching, including the royal party, left the scene ignorant of the disaster.
The staging that was destroyed had been erected for workmen near the stern of a Japanese cruiser in course of construction in the Blackwall yards. It was a light structure about fifty feet long, and notices had been posted warning the public that it was dangerous.
Despite the efforts of the police, some 200 people invaded the staging which commanded a good view of the launching. Two great waves completely demolished it, and on receding carried most of its occupants into deep water. The water was alive with struggling people and floating debris. It was a scene of terrible confusion. The shrieks of the unfortunate people mingled with the cheers over the success of the launching.
Fortunately, there was plenty of help near, in the shape of police boats and other craft. The shipbuilders, with drags, and the fireman who participated, were all prompt in affording succor. A number of nurses who had come to witness the launching were among those engulfed. Some of these and many others were revived by artificial respiration. Some were injured by colliding with the debris.
Heartrending sages have been witnessed throughout the evening, as the identification of the dead slowly proceeded.

Mr. A.C. Thomas of Marysville, Tex., has found a more valuable discovery than has yet been made in the Klondike. For years he suffered untold agony from consumption, accompanied by hemorrhages; and was absolutely broken down.

The vast number of people assessee here this evening testify by their interest in you. They preclude what you have accomplished and believe that you have begun well by laying a foundation on which you may, if you will, build grand and glorious structure.
If you will complete it as you have laid out your fashioned it: if the boy you put into the edifice every day taints those elements of character wendure forever. I trust that your "Father Time" shall have turned locks gray, you will have felt that hour, in the morning of your life, most happy and important of all others.
What you are depends upon much you put into your lives: how much you know, how much feel, how much your senses tell whether your lives are great or small if it is mean and low, it will be own fault. God intends it to be ousous. Its channels He paved with muds, its banks He fringed with ers; He overarched it with around it He spread the glory of physical universe. Within you placed that divine and subtle ment whose strings if properly attached may vibrate in harmony with an march of grandeur and magnificence about you. If your mode of this has been strengthened so as to you to grapple with the circumstance surrounding life, and turn your own best good; if your sensery more news to your soul so as crease the depth of feeling within if the strings of your being have tuned so as to vibrate in symmetry with all things around you: if habits of character have been placed on a surer footing, then you son to feel that, as you stand in doorway of life, your future will dound with pleasure and profit to self and be a benefit to others, and you will have fulfilled the greatest size of your parents.
You have heard many times learning is better than riches.
While fleets may sink, stores be consumed, banks totter, hail bright, factories burn and richer than intellectual investments you made thus far will be permanent enduring, unfailing as the colony flow of the Niagara—a bank who idends are perpetual, whose wear undiminished, however frequent drafts upon it; which, though may impair, yet thieves cannot through nor steal.

A word about United States bonds may be of interest. United States bonds are recognized as the most secure and stable form of obligation that investors can hold. They are attractive, not only because of the absolute security offered, but because there is at all times a public market for them on which holders can quickly sell; and they also offer the most desirable form of collateral if the holder wishes to secure a temporary loan. The fact that United States bonds are not subject to taxes of any character—Federal, State or municipal—is a valuable feature of that form of investment. United States bonds are issued in both coupon and registered form.
The war loan which is now being offered will be sold to subscribers at par during the period of subscription, which ends July 14, 1898. The method of subscription has been made as simple as possible. Blank forms may be obtained at every money-order postoffice, and at most of the banks and express offices, and on these forms is clearly indicated all that is necessary for the subscriber to fill out. The subscriber may himself mail to the Treasury Department at Washington the blank form filled out, together with his remittance covering the par value of the amount of bonds for which he wishes to subscribe. That remittance may be in whatever form best suits the subscriber's convenience—in currency, bank draft, check, postoffice money order or express money order. The day the currency is received, or the day the proceeds are received from the cheeks, drafts or money orders, the subscription will be entered; and will begin immediately drawing interest. CROP CONDITIONS.
Summary for the Week Ending on June 20th.
SAN FRANCISCO, June 21.—The following is a summary of the crop conditions existing in California for the week ending June 20: Except in the extreme northwestern portion of the State no rain fell during the third week in June. At Eureka the precipitation was more than double the normal amount, but elsewhere it was less than normal. The temperature waearly normal. The week was good for haying and much hay was cut. In some counties there are reports of a heavy yield of hay and grain of all kinds, all of excellent quality. Second crop of alfalfa has been favored by the weather. Much Egyptian corn has been planted: fruits, excepting the apricots and almonds, are generally in good condition. Peaches are better than expected. Cherries are plentiful, grapes promise a very large yield, especially ralsin grapes; some muscats have dropped, either because of high winds or lack of vitality, pears and prunes vary. Being plentiful in some sections and scarce in others. Apples will make a heavy crop. Honey is reported a failure in some counties. Beets, potatoes and all vegetables are doing well.

The thoughts of kind parents and teachers do not allow you out in this world’s wide with feelings of the greatest sorrow but you will have to depend upon own exertions to meet success.
You, in common with other men, have an heritage which includes—that of being a man. You may lay your hand giant oak or hidden quarry, and construct, build, fashion, frame; or your skill unto the soil, and white unto the harvest; or your power of intellect and muscle weave fabrics, fashion metals or struct monuments which shall bring to your memory and a bleak mankind. It is possible for wear the poet’s chaplet of bays statesman’s diadem or the wivesepulets, to be the founder of an universal truth, or even that of a great republic.
Be careful, however, that you take on the spirit of the times; a love of wealth or fame, or aspirations drown you in a sea ambition.
It is only the men of large arms blended with a cultivated lect who command a deep and respectful respect. Let it rather be you to form a perfect character to live a life of which all may say as willed by Brutus by Antony: "His gentle, and the elements so many him that Nature might stand."

One feature of life on the Riviera that particularly strikes the sojourner from this side of the Atlantic is the utter absence of the piazza life that is such an institution at American summer and winter resorts.A recent visitor at Nice writes to the New York Times: "A man may show himself here on the Promenade des Anglais, either on foot or in coach, within certain well defined hours and with well understood restrictions as to his costume but must first allotted.In accordance with that provision allotments to all individual subscribers will be made before any bonds will be allotted to other than individuals.All individual subscriptions for $500 or less will be allotted in full as they are received,and such subscriptions must be paid in full at the time the subscription is made.IIf the total sum subscribed for in amounts of $500 or less should exceed $200,000,the allotments will be made according to the priority of the receipt of the subscriptions.
Allotments on subscriptions for over $500 will not be made until after the subscription closes,July 14th,and will then be made inversely according to the size of the subscription,the smallest subscription being first allotted,the next in size next,and so on,preference being given to individual subscriptions.Persons subscribing for more than $500must send in cash or certified checks to the amount of 2 per centof the sum subscribed for,such depositto constitute a partial payment,and to be forfeited to the United States in the event failure on the subscriber's partto make full paymentof his subscriptionaccording tothe terms of the circular.Allotments on subscriptions for more than $500will be made as soon as possible after the subscription closes.

Under and by virtue of an execution issued out of the Superior Court of the county of Los Angeles, State of California, wherein D. WORK OF SPANISH SPIES.
Finishing Department of a Powder Company Destroyed in a peculiar Manner.
CINCINNATI, June 20.—The finishing department of the King Powder Company, located at Kings Mills, in Warren county, was destroyed last night in a manner leading to the belief that it was the work of enemies to the Government. The building in which was stored a quantity of smokeless powder, had evidently been fired near midnight by two men, one of whom was badly burned and had apparently been dragged away from the burning structure by his companion, who then fled in the direction of South Lebanon. Smokeless powder, in the condition it was in in this department, does not explode like ordinary powder, with a flash, but breaks into a bright light and burns for some time. The great light attracted citizens, and some of these met a stranger going toward South Lebanon. The man was badly injured, and proved to be a foreigner, but on account of his wounds cannot talk. He was arrested. The powder burned was not for the government, and the loss was only about $2000. This company has a contract to supply the government, and that is thought to be the reason why the destruction of the plant was attempted.

Notice is hereby given to the qualified electors of Anaheim School District, Orange county, California, that, in accordance with the provisions of Section 1670 of the Political Code, an election is hereby called to be held at the Central Schoolhouse in said district, on the 25th day of June, 1888, for the determination of, by the qualified electors of said district, the question of establishing and maintaining a High School in said district.
The polls will be open at the Central schoolhouse from eight o'clock a.m. until sundown.
John P. Zeyn is hereby appointed as Inspector, and E.B. Merritt and C.H. Nickerson are appointed as Judges who shall conduct said election.
Said election shall be conducted by sald officers in the same manner as other school elections are conducted, and the ballots used shall contain the words "For High School," and the voter shall write or print after said words on his ballot the word "Yes," or the word "No."

The Right to Be Y.
Woman's right to be ugly, discussed in this city some time since by a lot of well meaning clubwomen in search of a novelty, is exercising both men and women upon either side of the Atlantic just now. The radicals declare that woman has a right—a divine right, if you choose—to be just as ugly as she pleases. They further affirm that the chief cause for her previous condition of servitude and the self assumed superiority of man is all due to the false mistaken standards demanding that she should be beautiful. "Let woman but once assert her right to be repulsive," say these; "let her but declare her independence of masculine opinion as to her appearance and go about looking quite as homely and awkward as she dare, and the whole present wrongful system of things will be changed, for woman will at last be the equal of man." Now, all of this sounds first rate, and it has the ring of originality, but, as a matter of fact, it is a doctrine old as the hills, and just as specious as it is old. It is sophistry of the very first water.
In the first place, do women seek to please men by their looks any more than men seek to please women in the same way? Neither sex has the exclusive right to vanity, and, if anything, the attribute is stronger in men. All question as to the privilege to be repulsive applies to the one just as it does to the other. Again, it is "ag'in natur'" for a woman to want to be ugly, and as some one has observed," Whoever seeks to go against the nature of things is
