MONARCHS NEAR TO MADNESS.
Fears For Czar Nicholas.
Private dispatches from St. Petersburg state that the malady which attacked the Czar before his marriage to Alix of Hesse, and which caused the marriage to be hurried, has broken out afresh, and is the cause of much anxiety at the Russian court. Nicolas secludes himself in his room, speaks to no one, and sits morosely brooding over his thoughts. The California Citrus Growers' Tariff Committee have favored us with following circular addressed to orange growers:
Los ANGELES Cal., May 7.
We once more in interest of the present and future prosperity of California; call our attention to the great importance of an adequate duty on citrus fruits.
The Senate Committee in its report of tariff bill has recommended a duty of one cent per pound on citrus fruits become a law; means the revival of an industry which for a number of years has been in languishing and unsatisfactory condition; which with fair protection; will give remunerative employment to thousands of American citizens; and which,
fully developed; will insure an annual income to be distributed among our own people $150000 or more.
On the contrary; if the one cent per pound duty should fail to become a law,
it means financial ruins for thousands of American men and families who have devoted years labor in bringing their orchards into bearing; and destruction of an industry which more than any other; has been the magnet to attract and bring the greatest number of valuable homeseekers to California.
The importers of New York; chiefly Italians and Spaniards; have organized to prevent the passage of the tariff.
The Chambers of Commerce of Catania; Messina; Palermo have been appealed to; that they might influence American legislation.
The Italian Minister; under instruction of his government; it is reported; has invited the importers to Washington; where they now constitute a lobby.
This action on part of the foreign interest can be successfully met only by a persistent counter movement on the part of the American producer and his friends.

Static Climax to a Massachusetts Elopement.
TON, Mass., May 15.—Way up in the bunker Hill Monument was used the startling climax of the unique elopement here. Constantly Haunted By Fear of Assassination.
It is difficult to expect a man, even if he be a sovereign, who is constantly haunted by fear of assassins, to pay much attention to the safety of the lives of others. HAVANA, Cuba, May 14.—The presence of Gomez in the western end of the province of Matanzas is confirmed. Gomez has been in Matanzas since last week, but the Spanish authorities have kept the fact carefully concealed. The plan of Gomez appears to be to return to Santa Clara province soon.
General Weyler was compelled by Gomez's movements to the west to send to Matanzas and Havana provinces the bulk of his forces, 60,000 men, near Jucaro Moron trocha. The excitement produced by Gomez's proximity has not impelled the Spanish merchants in Havana to accept paper money at par with gold.
The Spanish Bank of the Island of Cuba has not closed its doors, as was reported, but there was a raid on the bank yesterday by more than 2,000 persons, who overpowered the guard of the bank and demanded that the cashier give gold for its own bank notes. The police were summoned, and to calm the mob, the bank authorities appealed to the patriotism of the Spaniards present and promised that the paper-money question would soon be settled. A revolution of the Spaniards themselves in Havana may be a result of the financial distress impending.
Weyler has taken the field. Prior to his departure he stated that he intended to fully protect the peasant concentrated in towns, and added that he had given orders to deliver unlimited passes to all pacificos who wished to go into the country to gather vegetables. In conclusion he stated that his principal purpose was to reconstruct the country in the swiftest and surest way.
Six hundred and fifty-two sick and wounded soldiers returned to Spain yesterday.
The President on Monday sent the following message to Congress:
"To the Senate and House of Representatives of the United States: Official information from our Consuls in Cuba establishes the fact that a large number of American citizens in the island are in a state of destitution, suffering for want of food and medicines. This applies particularly to the rural districts of the central and eastern part. The agricultural classes have been forced from their farms into the nearest towns where they are without work or money. The said action is brought to fights of defendant under a certain date December 17th, 1896, by which plaintiff agreed to sell and defend buy the cast half of the northeast ship four South, Range eleven West, Raincho Los Coyotes Orange county on which contract plaintiff claims $1,500, with interest thereon at the cent per annum from March 1st, 1898 the judgment due to plaintiff under the aforesaid, and specifying some reason within which said defendant or his pay into Court for the benefit of the amount so determined, with interests and that after such payment the plaintiff conveyed to defendant or his assigns sufficient deed, free of all incumbents lands hereinbefore described; and fault of such payment within the time it be adjudged that said defendant sons claiming under him have no lands aforeasd, and no claim again under the agreement aforesaid; and tiff be restored to the possession of them and that writ of restitution issue that plaintiff have and recover judge said defendant for his costs and relief.

Under and by virtue of a Decree of Foreclosure and Order of Sale duly made and entered in the Superior Court of the County of Orange, State of California, on the 5th day of May, A.D. 1897, and a Writ of Execution for the enforcement of Judgment requiring sale of property under foreclosure of mortgages issued out of the said Superior Court on the 8th day of May, A.D. 1897, in the above entitled action, in favor of Security Savings Bank, a corporation, plaintiff, and against B. F. Pritchard, Mary A. Pritchard, David Babbitt, Sarah J. Smith, William D. Powell and Edward R. Landt, defendants, for the sum of seven thousand seventy-four hundred twenty-four and 50-100 (47724 50-100) dollars, gold coin of the United States, besides interest, attorneys' fees, and all costs, and in favor of the cross-complaint with William D. Powell and against B. F. Pritchard, Mary A. Pritchard, David Babbitt, Sarah J. Smith and Edward R. Landt, said defendants, for the sum of one thousand forty-one and 23-100 (4101-23) dollars, besides interest, attorneys' fees and all costs, a copy of which said Decree of Foreclosure, duly attested by the Clerk, under the seal of the said Superior Court, on the 8th day of May, A.D. 1897, was to me delivered on the same day, together with the said Writ annexed thereto, whereby I am commanded to sell at public auction, for cash, the following, and in said Decree, described real estate: That certain real property situated in the county of Orange, State of California, being a portion of the Rancho Los Coyotes, particularly described as follows, to wit:
The southwest quarter of the northwest quarter of section one (1); the southeast quarter of the southeast quarter and the east half of the southwest quarter of the southeast quarter of section three (3); the southeast quarter of section four (4), except the north ten acres thereof; and the north half of the northeast quarter of the northeast quarter of section nine (9); all in township four (4) south, range eleven (11) west, S. R. M.; also, the west half of the southwest quarter of the southwest quarter of section two (2), in township four (4) south, range eleven (11) west, S. R. M., containing 60.00 acres.
The last described tract of land containing 60.00 acres will be sold under the Judgment in favor of William D. Powell, said cross-complainant, for lawful money of the United States, and the other land under the Judgment in favor of plaintiff for gold coin of the United States.
Public notice is hereby given that on Saturday, the 1st day of June, A.D. 1897, at 11 o'clock a.m. of said day, I will proceed to sell at the Courthouse door, No. 301 East Fourth street, in the City of Santa Ana, at public auction on the highest bidder, for rash, in lawful money, and gold coin of the United States, all the above described real estate or so much thereof as will be sufficient to satisfy said Decree for principal interest, attorneys' fees and all costs.

receipt to Richard H. Staples, Defendant.
You are hereby required to appear in an action brought against you by the above named plaintiff in the Superior Court of the county of Orange, State of California and to answer the complaint filed therein, within ten days (exclusive of the day of service), after the service on one of this summons, if served within this Orange county; or if served elsewhere, within thirty days.
The said action is brought to foreclose all rights of defendant under a certain agreement dated December 17th, 1896, by which agreement plaintiff agreed to sell and defendant agreed to pay the east half of the northeast quarter of the southwest quarter of Section eleven, Township four South, Range eleven West, S. H. M., in Rancho Los Coyotes Orange county, California, which contract plaintiff claims there is due $1,500, with interest thereof at the rate of 10 per cent per annum, from March 1st, 1897, to obtain the judgment of the Court determining the amount due to plaintiff under the agreement foreclosed, and specifying some reasonable time within which said defendant or his assigns may pay into Court for the benefit of the plaintiff the amount so determined, with interest and costs, and that after such payment the plaintiff shall convey to defendant or his assigns by good and sufficient deed, free of all incumbences, lands hereinafter described; and that in default of such payment within the time specified it be adjudged that said defendant and all persons claiming under him have no claim to the lands aforesaid, and no claim against plaintiff under the agreement aforesaid, and that plaintiff be restored to the possession of said lands, and that writ of restitution issue therefor, also that plaintiff have and recover judgment against said defendant for his costs and for general relief.
And you are hereby notified that if you fail to appear and answer the said complaint as above required, said plaintiff will apply to the Court for relief demanded in the complaint.
