The defeat of the project of municipal ownership, at the election at Santa Ana on Tuesday, while not altogether unexpected, is nevertheless a blow to the advancement of the material prosperity of that town. But with an energetic canvass on the part of the stockholders of the gas and electric company, aided by the silurian cry of burdenome taxation, it was rather to be expected that the interests of the people should be relegated to the rear. It is evident that Santa Ana does not care for a better electric lighting system. Such arguments as have appeared against the advisability of municipal ownership must have appealed with very little force to the average voter, yet the cry of high taxes, aided by the personal appeals of interested shareholders have conspired to buttress the newspaper arguments with an outpouring of adverse votes at the polls. The Herald made a dignified and a logical fight for the bonds—its ideas of municipal ownership must in the end prevail, unless it be that the Standard's cry of high taxes shall override again the manifold benefits of a cheap and effective lighting system. Personal considerations entered no doubt largely into the canvass, and every effort was made and every energy exerted for the past two months, on the part of interested parties, to defeat the bonds, and permit the gas company to continue in its monoply of lighting the city. A community is judged in great part by the character of the papers printed in it, but we should be very loath indeed to judge the people of Santa Ana by the "arguments" put forth by the Blade in its antagonism toward municipal ownership in this short campaign. Its articles concerning our electric lighting system, which seems to have been in great part the source of its editorial comment during the campaign—having narrowed itself down to uncalled-for falsification concerning the works, instead of admitting itself into the broad latitude of legitimate discussion and criticism—have been absolutely incoherent when not characterized by downright fabrication. We greatly doubt if our contemporary has raised itself in the public estimation, even among those opposed to municipal running to the factory from this city, and the Chamber of Commerce hold a meeting Tuesday afternoon, to consider the matter of securing rights of way. The best shipping season will begin about July 25th. The crop is looking good, and the tonnage is reckoned at 12,000 tons from Anaheim, and between five and six thousand tons from Buena Park, a total of between seventeen and eighteen thousand tons. Two months ago the output was reckoned at 22,000 tons, but the unfavorable weather and the heat of the past few weeks served to reduce the estimated yield. These beets are to be shipped to the sugar factory at Chino. The co-operative sugar company started by our farmers some years ago will hold a meeting on Saturday to vote upon disorganization. Although there is some objection to disorganization, yet the farmers have lost faith in the undertaking, and will vote to disorganize, and go in for the Bixby company. The beets raised in this section hold the record for sweetness and purity, and much of the favorable result at Chino, as shown by the Government report, is attributable to the richness of the beets shipped from here. Our beets ripen earlier than those at Chino, and during two years past had all been harvested when the early winter rains came and damaged that part of the Chino crop yet in the fields. DISTRICT ATTORNEY BALLARD is in evident need of an assistant. His presence was looked for in the justice's court in town on Tuesday morning to prosecute the case of a man who was charged with making a murderous assault upon another, shooting him through the thigh. The wounded man was in court, very badly crippled, and was prepared to swear that the assault upon him was altogether without provocation, that his words spoken in heat against the accused did not justify the latter in advancing upon him and emptying his revolver at him, in an evident attempt to murder him. With the merits of the case we have nothing to do, and do not pretend to say that Carrisoa shot in self-defense or not, but the wounded man had certainly a right to claim such assistance from the District Attorney's office in prosecuting his case as the law allows the citizen. Judge Ballard telephoned that it would be impossible for him to be present in court for eight or ten days. Judge Ballard might just as well have telephoned that he would not attend to the case at all, and so far as his office was concerned, the prosecution might have been dismissed. The law provides that a Justice of the Peace may postnone an examination of this kind. diminutive monthly checks we receive from the creameries. Joseph Hill the energetic farmer of Alamitos should follow the decision of the man in the parable—pull down his bar and build greater. Joe has every available inch under roof, packed full of last year's barley, and this year's crop from La Hacienda is piled up to a dizzy height in his yard unless the rains set in early, it will pay off speculate on a new roof, for barley will up to paying prices before the next crayon read for the mower. Farming on a small and sweeter scale also a paying venture in Alamitos. Barter has pocketed $200 already off all three quarters of an acre of strawberry but then I must admit that the fruit in size and flavor is recherche. The tidings of Sam Finley's death Westminster a few days ago came upon Alamitos friends by surprise. We all know he had been allying with us never dreamed that we would see his familiar face no more. Sam had a generous heart and was born from the mainspring out. The funeral largely attended, and his wife and father have deep sympathy of all who them. The new beet factory is the unique topic of conversation. The enterprise first to last seems to be gone about on its methods. It is entirely free from gas engine noise that characterized the factory that was to be, but is not, and can be now. It is expected that later Alamitos and other places adjacent to new factory will soon advance to $2 acre. It will be the making of the corn within a radius of miles round its railroad will come next, and the hen eggs of Alamitos will be shipped direct Los Angeles, and the postoffice at Claire have a daily mail, and why not a telephone, and in course of time a wire from electric power-house in heim. SPAIN BANKRUPT. WASHINGTON, July 13.—In seven months during which the Cuban revolt lasted, Spain has lost 60,000 soldiers; Cuba and expended nearly $200,000; the prosecution of the war. The strong one which would try the strength of its useful and wealthy nation, and it under which Spain, in her weakest poverty, groans within the hearing of world. It has been made manifest by the intelligence from Madrid that Spain has come utterly weary of prolonged count in Cuba, and is consumed with a desire its termination. Desertions from their Irish army in Cuba have been numbered thousands. There is a record oween Spanish generals who have left Spain under various pretexts, and are on file at Havana the names of four hundred officers who have applied leave to return to Spain. We characterized its statement as atrociously false—it was so outrageously false as to stamp itself as such to the impartial reader on sight. The Blade's reply is so artfully disingenuous that we must indulge ourselves the liberty of reproducing at least a part of it: The fact is that the figures regarding the receipts of the Anaheim electric light plant were taken from the MAKIM GAZETTE, and we here publish them how far from the truth the "unconscionable illar" who edits the Blade was when he stated that the receipts from electric lights were $150 per month. "The amount collected for electric lights during the year from May 1, 1895, to May 1, 1896, was $14,144, while the usual 5 per cent commission for collection ($95,041), leaves 1,806,101."—ANAHEIM GAZETTE, June 11. The candid reader is asked to judge how far the Blade erred in its estimate of the receipts of Anaheim's lighting system. The consummate cunning of the Blade editor was never more artfully illustrated than is this reproduced extract. But it ought not to be necessary for us to say that no objection was made to the Blade's figures regarding the receipts of the works—we well knew its figures had been taken from our columns—but it was concerning its statement relative to the monthly expenditure that exception was taken. Where did the Blade get its figures, that the monthly expenses of the works were $300, and why has it not the fairness to say, in attempting to set itself right with its readers concerning its falsehood, that $300 is not the cost for running the electric lights alone, but covers almost the entire volume of our monthly expenditure—for electric lights, waterworks, City Clerk, City Marshal, other employees, and all! The Blade should have stated the full premise before rising in its virtuous wrath to ask regarding the whereabouts of the liar. Of course the proposition to come before the voters of this city on August 1st is not analogous to that defeated at Santa Ana. That city had already an electric lighting system, while here we contented ourselves with coal oil lamps on the streets previous to putting in the arc lights that have proved such a conspicuous adornment to our city. At times on rainy nights, the oil lamps would be permitted to remain unlighted, the lamplighter would go on a strike, and refuse to go out in the rain to light the lamps. On such occasions people went home in the dark. An electric lighting system was imperatively demanded, and having outgrown the capacity of the works, an enlargement of the power house is imperative. Eleven thousand dollars of the $18,000 to be voted upon is for the enlargement of the water works, and the extension of water mains upon the streets of the city. Seven thousand dollars is for the extension of the electric light works, and both are to be voted for together. It requires a two-thirds vote to carry the bonds, they are to be paid for in forty years, and the proposition should meet with the cordial favor of the voters of the city. We are confronted with the absolute necessity for enlarging both water and electric light works, and the efforts of the Trustees to get in the line of progress and give the city that which its citizens demand, should meet with the cordial endorsement of the voters. After agitating for the erection of a sugar factory for a term of four years the farmers about Anaheim are at last upon the threshold of success in this greatest of all their undertakings. The factory will be erected on the Alamitos ranch, in the rich best fields west of this city, and deeds to land, which have been given the Bixby company which is putting up the works, are worded so that work must begin upon the factory by July 15th, or the deeds will be void. A thousand acres were donated the Bixby company by the farmers to insure the erection of the factory on this side of the Orange county line. Jotham Bixby, one of the chief movers in the enterprise, has given out the information that the company will erect a second sugar factory, not far from the site of the first, to be in operation next year. Contracts have already been let for the burning of brick for the factory, the site has been selected, ground has been broken for the buildings, and the factory will be up and running in time for the handling of next season's crop. H. E. Huntington recently drove over the oute of the contemplated railroad branch CARD FROM MR. SCHLOSS. EDITOR GAZETTE.—My attention has been called to a scurrilous reference to me and my establishment in the Independent of July 4, and I desire to ask the favor of a brief space in your valuable journal for a reply. Your contemporary undertakes to say that a sight was averted at my establishment only by the fact that I refused to follow a customer out upon the sidewalk and engage him in hostilities. This statement I deny as utterly without foundation. I have had no quarrel with any one in my store since coming to Anaheim, and I am not the man to look for a fight with a customer who comes into my establishment. With the quarrel to which the Independent probably refers I had nothing whatever to do, and the facts of the case could have been learned by the editor of that paper, had he been disposed to publish a truthful account of it, on application to me. Instead, he prints a wilful slander concerning me. The evident animus of the Independent is attributable to the withdrawal of my advertising patronage, on account of his small circulation. But I imagine his false statements concerning me will react on him among the fair-minded people of this community. And if he place any value on his publication, let him carefully weigh the evidence of both sides of a question, before again doing a man an injustice simply because he does not advertise with him. The morning mists that usually prevail at this season of the year and are a sort of a substitute for a gentle shower are conspicuous by their absence. For so far we have had only a couple of them to drop their tears on the thirsty fields. But there's time for more between now and full corn in the ear. Considering the extreme dryness of the season it is a matter of surprise how fresh and green the pasture keeps and this accounts for the low price of butter and the NOTICE OF Special Election. RESOLUTION. A resolution providing for a notice and publication of a notice of a special election to incur inobeddness. It is resolved by the Board of Trustees of the City of Anaheim: That, whereas, the necessary ordinances have hereof been duly adopted and published as required by law, providing for a special election hereinafter mentioned, to be held on Saturday, the first day of August, 1896. Now, therefore, it is ordered that the Clerk of the City of Anaheim shall cause to be published for two successive weeks in the ANAHIM GAZETTE, a weekly newspaper, published and circulated weekly in the City of Anaheim, County of Orange, State of California, this resolution, including the following notice, all of which resolution shall constitute the notice of said election: SPECIAL ELECTION. Notice is hereby given that pursuant to law there will be held in the City of Anaheim, County of Orange, State of California, on Saturday, the first day of August, 1896, a special election at which will be submitted to the qualified electors of said City of Anaheim the proposition whether or not the said City of Anaheim shall incur an indebtedness of eighteen thousand dollars for the purposes herein stated. Said indebtedness is to be incurred for the purpose of the extension and completion of the City Water Works, the estimated cost of which will be eleven thousand dollars, and for the purpose of the extension and completion of the City Electric Light Plant, the estimated cost of which is seven thousand dollars. A more particular statement of the items of expense is contained in the ordinance providing for said election duly passed and adopted on the ninth day of June, 1896, by the Board of Trustees of the City of Anaheim. Upon the incurring of the said proposed indebtedness there are to be issued thereof bonds of the City of Anaheim, to the amount of eighteen thousand dollars; said bonds will be one hundred and twenty in number, of the denomination of one hundred and fifty dollars each; said bonds are to be payable on the 1st day of December of the years in which they shall become due respectively. The bonds issued shall be of a character of bonds known as serials, and each bond shall be payable on the day and at the place fixed in said bonds, with interest at the rate of six per cent. per annum, interest payable semi-annually. Said bonds shall be issued so that one-fortieth of the whole amount of the indebtedness shall be payable each and every year, and as to their form and the mode of issuing them in all respects shall conform to the requirements of an Act approved on the 19th day of March, 1889, entitled "An Act authorizing the incurring of indebtedness by cities, towns and municipal corporations, incorporated under the laws of this State," as amended by an Act approved March 11, 1891, and by an Act approved March 19, 1891, and by an Act approved March 19, 1891. The amount of tax levy that will be necessary to be made annually for the payment of said indebtedness will be as follows: For the reduction of the principal, four hundred and fifty dollars each year for forty years. For the payment of interest— For the first year.....$1080.00 For the second year.....$1053.00 For the third year.....$1026.00 For the fourth year.....$999.00 For the fifth year.....$972.00 Ordinance No. 116. An Ordinance Granting to the Anaheim Union Water Company, a Corporation, the right to construct and maintain irrating ditches on certain streets and alleys within the Corporate Limits of the City of Anaheim. The Board of Trustees of the City of Anaheim do ordain as follows: Section I. The Board of Trustees of the City of Anaheim hereby grants to the Anaheim Union Water Company its successors and assigns, the right and privilege to construct and maintain irrating ditches along and across certain streets and alleys within the corporate limits of the City of Anaheim, for the conveyance of water for irrigation purposes, such right and privilege to be upon the terms and conditions hereinafter contained.
