The Weekly Gazette. ISSUED EVERY THURSDAY. Henry Kuchel. Charles Kuchel. EDITORS AND PROPRIETORS. THURSDAY...APRIL 16, 1896 PROGRESS IS THE WATCH-WORD. At the meeting of the City Trustees Tuesday evening, all the members being present, they again demonstrated, by unanimous vote, that the City of Anaheim shall be the town of Orange county if they can make it so. This was done by instructing the City Attorney to draw up the necessary ordinance declaring the existence of the necessity for enlarging and improving all the city property, including the expansion of the electric light plant, the sinking of a large caisson around the wells at the water works (from which the pumps will draw the water, thus avoiding the continual pumping of sand), the erection of a large steel tank to increase the storage capacity, and last, the laying of new water mains throughout the streets where necessary. The existence of the necessity for these different improvements is well known to all of our residents, and the City Trustees will extend our people the opportunity of voting for the indebtedness necessary to their institution when the time comes. The electric light plant should be enlarged so that the town can extend the pole lines and give more lights on the streets, as well as to stores and residences, which the city is now unable to do. That the people desire and are entitled to a better water supply and storage capacity is also well known. We had last year to refuse to sprinkle along several streets in the center of town, on account of the scarcity of water; and as for the new water mains, it is only necessary to say that the old mains were laid in 1880-81. The city needs new mains, and what is worth doing is worth doing well. The new mains will be of ample strength and scope so that in case of fire the pumps may be connected with them direct, thus giving a force at least five times greater than we now have. Let us bear in mind the fact that these different improvements are necessary. They will be self-supporting from their very inception. The city must be abreast of the times and to accomplish this every citizen lost, and the patriot insurgents overrun the island and threaten the existence of the despotic government at the gates of Havana. An unerring indication of the growth of this section is furnished in the number of trees imported into this horticultural district, Mr. Huntington informing us that the number inspected by him since the first of the year has been no less than 75,000. This exceeds by many times over the tree importations of the two other horticultural districts of the county combined. Of this number, one-third, or 25,000 trees, composed principally of apple and pear, were imported from beyond the Missouri river. Three thousand grape fruit trees were imported from Florida, and a large number of ornamental trees came from Japan. The country is settling up rapidly, and we are setting out more trees than ever. While we are one of the oldest settled sections, yet there is more new land being broken up and set to trees around us than in probably any section of Southern California. REAL ESTATE TRANSFERS. The adoption of the necessary ordinances preliminary to the final voting upon the bonds will require not less than four months, and the election will probably not take place until August or September, but it is well to educate the people up to the standard required in order to pass competent judgment upon the matters at issue. The bonds should be voted tor, for many reasons. In the first place, we have outgrown the capacity of the electric light and water works. That is an unerring indication of the growth of the municipality. No one could have foreseen a year ago that the electric light works at that time installed would be found to be totally inadequate to the demand before the lapse of a twelfemonth; but such has proven to be the case. The history of our municipal lighting was never paralleled in the State. Starting with sixty odd lights, a year ago, the service leaped at once into such popularity that at present close upon 575 lights are burning; and, of course, if they should all be turned on at once their brilliancy would indubitably be somewhat dimmed. But notwithstanding the works are running up to the full extent of their registered capacity, there are such constant calls for more light that the engineer at the power house reports he could install 250 lights in a fortnight, did the increased capacity exist. Here we find ourselves in quite a quandary. What are we going to do? Shall we refuse these people point blank to install lights into their residences — refuse to put up more are lamps upon the streets? If so, we might as well shut down the works altogether, go out of business, and turn the works over to a private corporation to run them as the people demand. But we are not going to give a negative answer to these requests for more light. We would that they should have lights in their houses — that more arcs should be placed upon the streets. We ask them to join hands with the friends of progress and impress the voters with the necessity for voting this indebtedness. It will require $15,000 to provide a thousand extra lights, and make the necessary improvements to the water works. The expenditure of this money here will make Anaheim a lively town this winter, and we will emphasize the fact, as we have the name already, of being the most progressive town in Southern California. Let us begin this morning this campaign of municipal education. Let us issu these bonds, pay them back in forty years, and make these ALAMITOS NOTES. About a week ago the desert wind swept desolation from east to west, and on Friday last, on the principle of returning evil for evil, a fifty-mile an hour blowometer, situated God knows where, away towards the northwest, sent all the sand back again, and slanted corn, potatoes and beets in the opposite direction. Between two winds the stand taken by THE GAZETTE last year, urging the farmers to stand for $4 a ton for beets, now at least appeals to the best growers' common sense, if not to their common pocket, for what with planting the seed twice over, and harrowing until the teeth of the harrow are threadbare with wear and tear, I wish them luck of all they will deposit from the crop in the Citizens' Bank. The telegraph informs us from Washington that an authoritative statement was made a day or two ago that an important diplomatic communication had been forwarded by President Cleveland to Spain concerning the Cuban trouble, as appears in the item on the fourth page this morning. It was in effect that Secretary Olney had sent to Minister Taylor at Madrid cable instructions to offer to the Spanish government the good offices of the United States to bring to an end the struggle now in progress in Cuba. A denial was authorized by an official of the administration and it was sent out by the press associations, but it is learned from a source beyond question that certain representations have been made by the President to Spain, but not through Minister Taylor. A communication, conched in the most careful and conservative manner, was forwarded to the Spanish government through Minister de Lome, the representative of Spain in Washington. It was deemed desirable that the fact that such representations had been made should be kept quiet on both sides of the Atlantic, hence the denial. The communication, while it is of an ultra-pacific character, and contains nothing that Spain can justly take offense to, contains one clause that is significant. It is a request for a reply as early as possible, and the request is put in such terms as to suggest an unpleasant alternative, if it should not be complied with. The fact that the President has offered the good offices of his country in a settlement of the Cuban war causes much surprise in Washington. It had been believed that he would take no action in the Cuban matter, and the decided representations made in the communication will arouse new interest in the Cuban question, apart from the struggle of the patriots.
