HAPPENINGS OF THE WEEK
Caucus Names Candidates for City Officers.
His Honor the Mayor and Clarence Groat for City Trustees, and the Other Officials Renominated—Marshal Steadman and Constable Bitterner Have an Exciting Race For the Marshalship—The Road Between Town and Miraflores to be Straightened Out—Weekly List of Realty Sales—Local Brevities—Personal Intelligence—Minor Mention.
All the city officials were renominated at the caucus on Saturday evening except Trustee McWilliams. Messrs. Rust and C. E. Groat were nominated for City Trustee, N. F. Stradman was named for Marshal, Max Nebelung for Clerk, and Mons. Cahen for Treasurer.
Before the caucus was called to order there was that little button-holing of the average voter, that is inseparable from affairs of the franchise of this kind, in the hallway and down on the street, and as it had been given out that at least three if not a greater number of candidates would contest for the two vacant places on the board, the friends of each put in a word here and a nudge there, where it would do the most good, just to make the thing interesting.
The council room began filling with a representative gathering of citizens shortly after 8 o'clock, and when the meeting was called to order, some time before 9, a large and intelligent caucus of voters was present.
Max Nebelung arose and proceeded to call the meeting to order, and nominated Mr. Fay for Chairman. Mr. Fay declined with thanks, as did likewise several other gentlemen, among them Mr. Brown, Prof. Keran, Mr. Chynoweth, Mr. Shanley, Clarence Groat and Tim Boege.
Mr. Chynoweth was finally prevailed upon, amid calls for him and applause, to come forward and take the chair. In doing so he returned thanks to the assemblage for the honor conferred upon him, and stated that the first business before the meeting would be the election of a Secretary.
Mr. W. T. Brown was thereupon elected to that position.
The Chair announced that nominations for two City Trustees would be in order, and after remarks as to the mode of balloting by 'Squire Witte and Recorder Pierce,' the following named gentlemen were placed in office:

THE CITY ELECTION.
SOME OF THE POINTS OF THE NEW LAW AFFECTING CANDIDATES—EACH ONE MUST NAME AN AUDITING COMMITTEE.
Now that the city caucus has convened and placed candidates in nomination for municipal officers, a word about the requirements of the law will be of interest. Of course the election, which occurs on Monday, April 13th, will be conducted under the Australian ballot system, which is now the law of the State.
If candidates be nominated by a convention, it must be by a convention of a party which cast at least three per cent of the votes at the last election as a party.
If the candidate be named by petition he must announce his political principles, and he must be endorsed by three per cent of the number of voters participating in the last election.
No one name must appear upon two petitions for the same office.
No one voting for a ticket or against in convention is eligible to assist in naming opposing candidates by petition.
No nominations can be filed by the Clerk either by convention or petition unless those offering them file at the same time the names of five persons, with their consent in writing, to act as auditing committee to keep track of the expense incurred by the candidate.
All names that may be printed upon the ballot must be in the hands of the Clerk at least twenty days before the election.
After the city election the Board of Supervisors will order a new and complete registration of the voters of Orange county.

The bill provides that the work of the commission shall be completed within two years, at the end of which time all cases which are not settled by means of the plan stated above shall be referred to the secretary of the interior, who shall begin proceedings under the law to condemn all private holdings for public use. Mr.Bowens says that the passage of the bill will work great relief to a large number of settlers who have been shut out of their own land by the government for several years without receiving any damages or rental.

Secretary Carlisle is a candidate for the Presidential nomination at Chicago, and a public announcement to that effect will soon be made by one of the Secretary's close friends in the Senate This announcement however will not be made until President Cleveland has formally stated his purpose not to permit his name to be used in the convention in connection with a third term It is learned on excellent authority that the President has fully decided upon this course, and it is expected that he will make known his determination within a short time.Although Secretary Olney's name has been considered with favor by the Democratic leaders,它 is known that he does not desire the nomination。它 is undoubtedly true that Carlisle's candidacy will have the support of Cleveland and the members of the cabinet He will go before the convention as the representative of the sound money views of the Administration. His friends.in conducting the canvass for Carlisle's nominationwill urge that it be laid upon a sound money platform, and if he be successful at Chicagowill then make his issue prominent in the campaign leading up to the November elections.

—Stern Bros, have a new pictorial advertisement in this morning's issue. Why is it that this firm has such a large trade, not only from town customers, but from the entire countryside as well? Because they are extensive advertisers. Their plan is commended to non-advertisers, although some of the latter would have brain fever if they advertised half as extensively. Read their ad and if in need of shoes, call on them and inspect their stock.
—A slight change in the S. P. time table will be noted in the advertisement which appears on the second page this morning. The usual 8:13 morning train going north leaves now at 8:14, and returns at 10:02 instead of 9:57 as formerly.

—One of the important items of the week is the reported sale of the Chino ranch to an English company. The ranch was some time ago sold to Ventura capitalists, but the transaction was not completed, and now the property will go to a strong English company. A large number of colonists are ready to come and purchase small holdings in the property. It is said at Chino that in twelve months there will be two thousand settlers, counting their families. The new owners will continue the sugar beet industry as a main source of revenue, and will develop all the agricultural possibilities of the place. The general manager, superintendent and assistants are already on the ground, and will assume control in a few days.

It is the longest pipe line put in for the water company, and will work substantial improvement in the delivery of water in its neighborhood.
—Much surprise and indignation prevails throughout the county at the action of Judge McCoy of Westminster in discharging one George Baldwin, who had been arrested for rape committed upon the person of a little girl at Bolaa on Thursday last, when the evidence is said to have been pretty strong against him. Another warrant has been issued for the fellow's arrest, and he will be tried before a Santa Ana justice. Judge McCoy has lived a long and useful life, and is an honor to the profession, but really ought to be retired on a pension. He must have been asleep at the trial.
—The Los Angeles Express contained in its Santa Ana correspondence some evenings ago an unwarrantable allusion to Stern & Goodman of Fullerton, which though obviously a mistake either of its correspondent or of the printer might have led to untoward circumstances, and Editor Osborne ought not to be slow in making explanations. The correspondent wrote:
The case of Charles Garton, assignee of Stern & Goodman, was again on trial nearly all day yesterday, etc.
The item should have been "Charles Garton," assignee of Sprague, vs. Stern & Goodman," and so forth. A year ago Sprague went into insolvency, and his stock was purchased by Stern & Goodman, and the transaction has every appearance of having been characterized by straightforward business methods. Creditors of Sprague subsequently appeared to contest the transfer, and the matter is now in the Superior Court. The error of the Express was a serious one, and many a less stable house might have been hampered by telegraphic notice of attachment suit thereby. Happily the standing of the firm is such that no harm could result from the error, but the Express ought to, and doubtless will, promptly explain matters and make amends.
