A·FAMOUS BLOCKADE. RUNNER.
DEATH IN POVERTY OF ALEXANDER COLLIE, AND HIS WONDERFUL AND ROMANTIC CAREER.
New York, Dec. 12.—Two men were the only mourners at Woodlawn Cemetery yesterday at the funeral services over the body of Alexander Collie, a man who a few years ago was known in every European capital. In the Civil War he was a noted blockade runner, who established headquarters at Wilmington, N.C. Under the guns of Fort Fisher this blockade king carried on a thriving trade in the contraband articles of war and exported the cotton of the south.
Collie, who at one time could have drawn his check for millions of dollars, died almost destitute and his funeral expenses were paid by a son of an old friend. There is no name on the coffin plate, for he died under the assumed name of George McNeil. Alexander Collie's home in London, situated in Kensington Gardens, was one of princely hospitality. It was gorgeously fitted up, has had a corps of liveried servants, and the entertainments given there were on the most extravagant and lavish scale. This grand establishment was especially made the home of the Confederate officials and friends of the Confederacy in England, and Mr. Collie had often as his guests ex-United States Senator J. S. Mason, the Confederate Ambassador to England, and Mr. Siddell, the Confederate representative to France.
In Wilmington, N.C., the firm leased one of the handsomest houses in the city. Following the successful trade and speculations during the war, Alexander Collie & Co went into the cotton and cotton-goods trade and opened branches in Egypt, British India Australia and South America. Operations began on a gigantic scale, and in an effort to corner cotton goods in all the markets of the world in the early '70s, Collie & Co. made the largest failure known in the history of commerce. His liabilities above his available assets were about £40,000,000, equivalent to $200,000,000.
Alexander Collie, the head of the house, was held responsible for the failure, had to flee from England, and he was spirited away to the private yacht of a friend, in which he sailed to Barcelona, Spain. His flight from England caused an immense sensation, and though pursued by creditors and detectives, he successfully eluded them. From Spain he went direct to South America and in a few years reappeared at the White Sulphur Springs as a traveling artist, George McNeil by name. He was there recognized by George Peterkin Grant, a wealthy Englishman who owns a handsome estate at the and filing by said grantee an unconditional acceptance thereof in the office of the Clerk of the city of Anaheim, C. O. RUST, President of the Board of Trustees of the City of Anaheim.
I hereby certify that the foregoing ordinance was introduced at a meeting of the Board of Trustees of the City of Anaheim, held on the 27th day of November, 1895; that it was duly passed and adopted at a regular meeting of the Board of Trustees of the City of Anaheim, held on the 10th day of December, 1895, by the following vote: Ayes—Trustees Rust, Lewis, Helmsen, and McWilliams.

Vol. B. That they due at the date hereof is five and 22-100 dollars the time allowed by law for the redemptive property will expire on the 2d day of January 1896, and unless redeemed sooner, the undesired property will thereafter apply to said Tax Collector or sold last described portion of said property.

ORDINANCE NO. 112.
An Ordinance granting to the Sunset Telephone and Telegraph Company, its successor and assigns the right to place, erect and maintain poles, wires and other conductors for the transmission of electricity for telephone and telegraph purposes in and upon the streets, alleys and public highways of the City of Anaheim, and to exercise the privilege of operating telephones within the said City of Anaheim.
The Board of Trustees of the City of Anaheim do ordinance as follows:
Section 1—The Board of Trustees of the City of Anaheim hereby grants to the Sunset Telephone and Telegraph Company, its successor and assigns the right and privilege to lay direct, mainline roads within the City of Anaheim, poles, wires and other conductors for the transmission of electricity for telephone and telegraph purposes, such right and privilege to be upon the terms and conditions hereafter contained.
Section 2—Such wires or other fixtures above ground in a workmanlike and proper manner; said poles shall be erected at the edge of the sidewalks in said city in a good and substantial manner, and shall be kept painted. The Board of Trustees of the City of Anaheim shall have the right to cause said grantee to move the location of any pole or pole whenever said Board of Trustees shall determine that the public convenience shall require the location of the same elsewhere, the expense of such removal to be paid by said grantee.
All poles, lines, wires or conductors or any change in the location or the direction of the Superintendent of the City of Anaheim.
All poles erected on Center street and all poles erected on Los Angeles street, between Syracuse more street and Santa Ana street, under the terms of this franchise, shall not be less than thirty feet in height, and all poles erected on Broadway street, under the terms of this franchise, shall not be less than twenty-two feet in height.
Section 3—Said grantee or assigns may make all necessary excavations in any of said streets, alleys or public highways for the purpose of erecting and maintaining poles or other supports for said wires or conduits or regulars, regulations, ordinances or orders which may, during the continuance of the franchise, be adopted from time to time by the Board of Trustees of the City of Anaheim, and the same shall be done to the satisfaction of the Board of Trustees of the city of Anaheim; salaries and conductors will be placed and maintained interfere with travel on said highways, and said grantee or assigns shall hold effort to corner cotton goods in all the markets of the world in the early 70's. Collie & Co. made the largest failure known in the history of commerce. His liabilities above his available assets were about £40,000,000 equivalent to $200,000,000.

Mr. Grant kept Collie's secret, and he remained in that vicinity for several years. He afterwards went to Richmond, where owing to his knowledge of finance, he became associated with Col. H. C. Parsons, James G. Blaine, Gen. Butler and others in the Richmond & Allegheny railroad.
Proserpens for a time, he projected other railroads, but misfortune seemed to follow him, and finally he became again embarrassed and comparatively without means, came to this city. One of the strangest things in connection with the blockade king was that although he lived in comparative poverty in New York, his wife was living in luxury in London. As Alexander Collie he was supposed to have been lost at sea. He evidently made some disposition of his property in favor of his wife and went to a life of obsession and poverty alone.
He was turned out of the Harlem flat, where he lived several years ago, and went to live at the Colonial Hotel, on One Hundredd and Twenty-fifth street. There he was found by several friends, among them Richard Lamb, eldest son of Col. Lamb, of Fort Fisher. These men experienced much difficulty in aiding him, on account of his pride.

All poles erected on Center street and all poles erected on Los Angeles street between Streets more street and Santa Ana street, under the terms of this franchise shall be not less than thirty feet in height, and all poles erected on Broadway street, under the terms of this franchise shall be not less than twenty-two feet in height.
Section 2—Said grantee or assigns may make all necessary excavations in any said streets, alleys or public highways for the purpose of erecting and maintaining poles or other supports for said wires or conductors or repairing the same, and said work shall be done in compliance with the rules, regulations, ordinances or orders which may, during the continuance of the franchise, be adopted from time to time by the Board of Trustees of the city of Anaheim, and the same shall be done to the satisfaction of the Board of Trustees of the city of Anaheim; said poles, wires and conductors shall be placed and maintained so as not to interfere with travel on said highways, and said grantee or assigns shall hold the city of Anaheim free and harmless for all damages arising by reason of any abuse of said privileges by said grantee, its successors or assigns.
Section 3—In consideration of the rights herein granted the city of Anaheim shall have the right to suspend and maintain upon the poles placed by said grantee, its successors or assigns, in the streets and public highways aforesaid any and all wires which said city may require for fire alarm and police telegraph service, and said grantee its successors and assigns shall and will furnish for the said city the use of its poles for the attachment thereto of its fire alarm devices and its said wires without any charge to the said city of Anaheim.
Section 4—The rights, privileges and franchises herein granted continue and be in force for a period of twenty-five (25) years from and after the passage of this ordinance.
Section 5—In consideration of the rights and privileges herein granted the said grantee, its successors or assigns, shall place and maintain in good working order one telephone in the City Hall of the city of Anaheim at such place as the Board of Trustees of the city of Anaheim may designate during all the time that the rights and privileges granted by this ordinance shall be in force; service is to be given in connection with the same with any and all other subscribers located within the said city of Anaheim, that may hereafter be connected with the Anaheim exchange without any charge for such use; said city of Anaheim to have the same rates as other Subscribers when communication is had with points outside of said city.
Section 6—Should the said grantee fail to erect and put in operation the necessary poles, telephone exchange, fixtures and wires necessary for the purpose of supplying the citizens of the city of Anaheim and to the public communication by telephone within six months from the passage of this ordinance, then, in that event, all the rights and privileges granted to said grantee, its successors or assigns, shall be forfeited, and this grant shall be null and void; should andgrantee its successors or assigns fail neglect or refuse to comply with any provision contained in this ordinance then, in that event, all the rights and privileges granted to said grantee, its successors or assigns shall be forfeited and this grant shall be valid.
Section 7—That should said grantee, its successors or assigns, cease or fail to maintain and operate a telephone exchange in said city of Anaheim, then said grantee, its successors or assigns, shall remove said lines, wires, conductors and poles from the streets, alleys and public highways of said city within sitxp days from the date that said grantee, its successors or assigns cease or fail to maintain and operate a telephone exchange in said city.

Brunn, situate, lying and being within the city of Anaheim, county of Orange, State of California, described thus: Lot 33, block 3, in Spoerl tract; that the least quantity or smallest portion of land was, on the 2d day of January, 1895, in accordance with law, offered for sale at public auction by the Tax Collector of said city, to pay taxes and costs due thereon, for delinquent taxes for the year 1894-5, and that Fred Mickle bought at said sale that portion of said land lying and being within said city, and is hereafter described, to wit: Lot 33, block 3, in Spoerl tract; that said Fred Mickle sold for the same the sum of one and 19-100 dollars, said sale being No. 29, Vol. B.
