THURSDAY...DECEMBER 19, 1895 With what glib unction do our friends on the other side of the river roll like a sweet morsel under their tongues anything that might be cajoled into disparagement of the people on this side of the river! Here is the esteemed Orange Post elaborating upon our "water troubles," and prattling about large indebtedness, inefficiency of men in office, and all that. Our advice to the Post is that it pull down its weakit and take a reef in itself. Let it confine itself to its own water troubles at home—and it has enough of them, God knows—and to consider the beam in its own eye before concerning itself with the mote in its neighbor's. Our "water troubles" will settle themselves, at the annual vote of stockholders next month, and the Post might just as well cease laying awake nights racking its brain to conjure up things to say in derogation of us—and come off the perch. But really we should like to know who is pulling the Post's leg! Then there is the unspeakable Jasper who corresponds for the Times at Santa Ana, and who concerns himself a deal about what on the outside must appear to be rather a chaotic state of affairs here. Let him give his attention to the electric light troubles at Santa Ana—the high charges for arc lights, and the total absence of incandescent lights; let him tell us about the suspension of the street car service at Santa Ana, the imperfect lighting of its streets, lack of sewerage, its saloon fight, the abandonment of his town by the Southern Pacific on its through line from Anabeim to San Diego, and other matters rapidly degenerating the county seat into the ranks of a sleepy hollow. This would make interesting reading, and would likely enough bring the Times many new subscribers. We are taking on some indebtedness here—that is true. But the money is going into permanent and substantial improvements that have been made necessary by the rapidly settling up character of our section of country. We have expended more money in cementing ditches and building three splendid new flumes—two of them the longest of their capacity in Southern California—than probably any other two water companies in the southern part of the State. Yet the increase in the development MONROE DOCTRINE. THE PRESIDENT'S MESSAGE UPHOLDING IT RECEIVED WITH UNBOUND ENTHUSIASM THROUGHOUT THE COUNTRY. WASHINGTON, Dec. 17.—The message of President Cleveland to Congress transmitting the correspondence between Secretary Olney and Lord Salisbury relative to the Venezuela boundary dispute, and vigorously upholding the Monroe doctrine, created a real sensation in Washington to-day. Although the nature of Secretary Olney's vigorous communication and of Lord Salisbury's answer had been already accurately fortold in the dispatches from Washington and London, there was still great popular craving to learn just how the President would deal with Lord Salisbury's refusal to submit the matter to arbitration, and the message was listened to with intense interest in Congress, and was read with avidity on the streets. Nowhere was there a voice lifted in dissent from the doctrine so firmly laid down by the President, but, on the contrary, there was an outburst of patriotic feeling that must have been highly gratifying to the Chief Executive. In the dignified United States Senate, a body that rarely exhibits emotions on any occasion, there was witnessed the unparalleled spectacle of hand clapping and applause, which was the spontaneous expression of the approval of almost every Senator, without regard to party. On the streets the message was discussed and old veterans of the late war talked exultantly of what they were prepared again to undertake at the call of their country. In the great hall of the Pension Building the employees gathered and sang with gusto "The Star-Spangled Banner" and "My Country, Tis of Thee." At the White House messages poured in from every quarter of the country congratulating the President on his message. They came from men of all parties and every station and they began to come in soon after the delivery of the document to Congress. The great journals issued extra editions for public benefit. The matter was of the greatest interest in diplomatic circles and the general impression on a sober second consideration of the notes was that the matter has not yet reached a stage where war is imminent, and that the hint of Great Britain's purpose to re-open negotiations with Venezuela looking to settlement of the dispute between themselves, perhaps may be regarded as the indication of how whose matter will end. Minister Andrade of Venezuela secured a copy of the message early in the day and cabled it by way of Cuba and Hayti to his government. The time of transmission is eight hours and it is felt that its receipt at Caracas will be the signal for an enthusiastic demonstration. Yet the increase in the development of water is such as to give every promise of being in time sufficient to cover such additional acreage as will yield a return, by the purchase of water stock, as practically to wipe out the larger part of this indebtedness. We have not the slightest doubt that with the continuation of the policy of cementing ditches now so happily begun, and the occupation of the natural reservoir sites in the foothills, we shall have sufficient water to irrigate an additional five thousand acres over and above that now under the ditobes. After getting through with these things, let our friends on the other side of the river tell their readers that our school district showed a third of the entire increase of population in the county this past year, and that out of the Anaheim school district there was formed this year Magnolia district, with more pupils than seventeen other districts in the county. Let them speak of the $108,000 of sugar beet money disbursed here this past summer, and the certainty of our getting a sugar factory. And let them cease their discounted policy, and if they must speak about us, let them write about what is new and interesting, and not threash over old straw to find something to be distorted to our discredit. The Grand Jury has made its report, and we have again the benefit of their views upon the condition of the jail in this city and that certain erasure in the assessment book at Santa Ana whereby it would appear that Timer Blee, who has a stop-watch, was apparently permitted to jump his assessment Every Grand Jury we have had in recent years has deplored the bad condition of our city bastile, and each has cheerfully recommended in its turn a grander and more imposing structure. But who is going to pay for all this? Our jail has time and again been cleaned up and whitewashed and made to look like new, and the interior made as inviting as circumstances would permit. Yet a band of dissolute tramps in a single night can change all this into a condition of filth that is abhorrent and exasperating in the extreme. What shall be done with these fellows? The Grand Jury recommends more luxurious quarters and the patient cleaning up of this hobo filthiness after each incarceration. It might not be a bad idea to add carpets and electric lights and upholstered chairs and cigarettes for them. Yet the jail has its good qualities and serves its purpose even though it be conserved thus. Every man pat into it at night is found there safe and sound next morning. Sometimes he has been found there dead, but he is always there. DETERMINED NOT TO SURRENDER ANY FERRITORY UNLESS COMPELLED TO—WILLING TO SUBMIT TO ARBITRATION, BUT WILL RESIST COERCION. New York, December 16.—The Herald correspondent at Caracas, under date of December 10th, sends the following: The difficulties pending between England and Venezuela, with a prospect of a hostile demonstration or actual blockage by the British fleet, have resulted in the sudden return of many Venezuelans from foreign countries. Venezuela's little revolution materially interfered with the plans of the Patriotic Society for encouraging the defense of Venezuela territory. Meetings to denounce Great Britain were to have been held all over the republic, but they were generally postponed. The society is making many recruits, however, and is talked of on every side. Venezuela lost a section of territory; it is claimed, on the west by arbitration with Colombia, and the citizens express themselves as perfectly willing to lose any number of miles on the west if a fair-minded arbitrator decides their title is defective. They declare, however, that they will not surrender an inch until compelled to do so. There has been some discussion in Caracas during the last few days about an attempt alleged to have been made to pull down the coat-of arms in front of the British Consul's house here last month. The Consul is at present out of the country, and the press here is inclined to redouble the story, although it is corroborated by reliable persons who are in a position to know the facts. The British Consul in La Guayra, Mr Anderson, tells me he has heard of only one incident of any importance. The steamer Orion, Captain Harrison, entered the harbor at Puerto Cabello without showing the Venezuelan flag, having lost or mislaid the one usually carried. There was a demonstration on shore and a mob collected, threatening violence and loudly claiming that the republic had been insulted The Captain managed to borrow a flag and the trouble was smoothed over without further ado. Owing to the scarcity of freight cars at Riverside, the orange shipments are not so large as might be. The fruit cars owned by the Southern Pacific and Santa Fe roads are scattered over the country at distant points, and as the demand for cars at this season in the past has been comparatively small, the railroad companies have not prepared for the present demand. To relieve the pressure the Riverside fruit exchange arranged with the Southern Pacific road to use their double shutter cars, a number of which were lined with paper, and it was expected that 15 cars would be brought from Colton, but the Sante Fe company refused to accept the cars and haul them over their line, giving as a reason that the cars were equipped with the Miller coupling and that they were under a general order to accept no cars with that style of coupling, on account of their being more dangerous for the employees to handle. Of course we should not like to have Deacon Rafferty locked up in our calaboose; but it is pretty good for tramps all the same, and, we suppose, after the Grand Jury's report, the Marshal will clean it up nicely again and put everything in apple-pie condition. The Grand Jury finds that once upon a time the county road in the region of Polhemusville ran straight across country, and that now a fence placed in the way necessitates a circuitous detour; that county funds are not kept according to law as special deposits, and that the road overseers are not doing the square thing in letting out work by contract and giving the poor man a chance to work out his road tax. One indictment is found, against Judge Landell of Centralia, for misconduct in office. The Judge is out of luck. Two months ago he fell and broke his leg, and is just about able to be about again. The report is quite a readable document, and will be found printed on the first page. Our city basile is the greatest reformatory in the penological annals of the State. In the first place it is haunted, and stories are told that at midnight Anschlag's ghost campers over the roof with a coffin on his shoulders. A single night in durance vile is enough to transform a man into a staid and proper member of society. The calaboose is all right, but Pap Blee ought to be made to pungle up his taxes. At the last regular meeting of the Directors of the Anaheim Union Water Company it was stated that a franchise for water to be run through the ditches over which there has been so much trouble recently, would be asked from the Town Trustees of Anaheim. The meeting of the Trustees has been held and no franchise has been asked for, consequently the ditches remain closed. It would seem that the water Directors are trying to play hide and seek with the Trustees—Santa Ana Cor. L. A. Times. In the name of the prophet, rats.
