The meeting of water stockholders on Monday afternoon was at once an emphatic protest, on the part of the not many less than 3,000 shares of stock represented, to the indiscriminate denunciation of the Directorate, and an endorsement of their policy to increase the district by the absorption of outside territory to the very fullest extent compatible with the adequate covering of the area with the surplus of water at hand. The attack upon the board that has appeared in certain quarters, no larger than a man hand upon the horizon, seems in the light of recent history to be inexplicable and absurd. Before the cementing of the now somewhat frequently referred to Placentia avenue ditch, the board were extolled to the skies as the most progressive and business-like in the history of the company. At the stockholders' annual election in January they were unanimously re-elected to office, an honor, we believe, never before conferred upon any board since the organization of the company. By their level headed policy of cementing the porous and sandy stretches of ditches; by replacing old and leaky flumes with substantial and up-to-date structures, they have probably doubled the water supply and invested the system of delivery with a facility of dispatch that hardly characterized the company's affairs before. It formally required the greater part of half a day to run the stream of 500 inches from Placentia to Brookshurst, and the loss in this aggravatingly slow transit was estimated by those competent to judge at not less than 75 per cent of the total original volume. This preposterous system in the delivery of water was suffered to continue for years, but as the neighborhood settled up, the demand for water became so great as absolutely to require the cementing. Now the water rushes down in the splendid cement conduit in no time, the stream is turned from one point to another handily, and there is over all a facility of delivery that is in every way pleasing to the irrigator as well as profitable to the company. Old flumes that had stood on the slaughters of the elements valiantly for a quarter of a century, but which had passed into leakage and decay, were replaced with truly splendid structures, through which the water sweeps along in large and rapidly moving volume. Formerly it barely crept along. The ditch are excelled by none. On parade, at the Santa Monica and Ventura encampments, at the Fiesta and Cabrillo Day celebrations, the boys were the observed of all observers. At Pacific Beach the company took the prize of a silver water service for marksmanship. And now dismissal! A plague upon the politicians! It is a reproach upon the National Guard of the State! The citizens of this city and county have united in a petition to Brig-Gen. Last asking his co-operation in the project to retain the company as an independent military organization.
THE CITY TRUSTEES.
PETITION PRESENTED FOR A SIDEWALK ON LOS ANGELES STREET, BE-TWEEN CENTER AND BROADWAY.
The Board of City Trustees met in regular session on Tuesday evening; present Rust, Helmsen, Lewis and McWilliams.
Marshal Steadman reported the collection of $474 48 during the month for water, licenses and electric lights.
Treasurer Cahen reported a balance of $1005 41 in the General fund, and $2317 17 in Interest and Sinking fund.
Clerk Nebelang's monthly financial report tallied with the above, showing the same balance in the General fund, $1922 34 in the Improvement fund, and $394 83 in the Electric light fund.
Engineer Des Granges reported having placed electric lights for F. Conrad, H. A. Dickel and Mr. Schloss, the latter taking two arcs.
An ordinance granting a franchise to the Telephone company to maintain a telephone exchange in town came up for second reading and passed.
The board discussed the propriety of constructing the crosswalks. A contract had been entered into with Kuebler & Stone for the work, and at a subsequent meeting the same was rescinded. Meantime Kuebler & Stone had purchased material for the walks, and now signify a willingness to put them in and wait until such time as there is money sufficient in the treasury to pay them. The matter was left to the chairmen of each of the standing committees with power to act.
Engineer Des Granges asked for a number of changes at the water and electric light works, including the purchase of a drainage pipe for the exhaust pipes from the engine to the heater, also a separator, separating the lime from the water, and the covering of the pipes to maintain dry steam. The total cost he estimated at $35. To the Committee on Public Improvements with power to act.
The bill for advertising the notice of the sidewalk on Center street, as well as the inspector's fees, amounting to $37 15, was ordered sent to Mrs. Mitchell at Pasadena. The cost of the walk was $112 60, and these added costs will make the bill $149 75.

neighborhood settled up, the demand of water became so great as absolutely to require the cementing. Old flumes that had stood on the onslaughts of the elements valiantly for a quarter of a century, but which had passed into leakage and decay, were replaced with truly splendid structures, through which the water sweeps along in large and rapidly moving volume. Formerly it barely crept along. The ditch leading down from the river has been cemented, its tortorous deviations straightened, and its surface leveled, and where a year or two ago a tiny stream whispered its way along, now a majestic volume of two thousand inches sweeps down with such acceleration that it is not an uncommon sight to see, in the waste gates below, a stream of water plunging with the force of a cataract to waste down the hillside.
We recall a bit of the former management. Some years ago the water was turned out of the Anaheim ditch during the summer—the season of scarcity—for a period of six weeks, to permit the northside irrigators to "catch up" with us on a run in which we had been permitted to get ahead during the preceding wet season. This rightly gave rise to a storm of indignation among the southside irrigators. Their corn dried up. The continuation of this condition of affairs pointed to anarchy. But this has all been happily replaced, by the wisdom of the present board, by a plenteous supply of water filling all the ditches to overflowing, the wants of every irigator are supplied, and above this all, so plentiful has the supply become, water is turned to waste in the sandwash. What is this changed condition of affairs to be valued at? Those stockholders who lost their corn by the turning out of the water from their ditches to supply the northside irrigators may best answer.
As to the increase of the boundaries, we have not the slightest doubt but that a proposition to increase the limits by the taking in of a thousand acres or more would be decisively carried. The 3,000 shares represented at the meeting Monday are clearly on record as favoring the increase, and we believe the bulk of the shareholders are with them. Shall we content ourselves with permitting the other side of the river to irrigate 16,000 or 18,000 acres with half the water in the river, while we irrigate but 7,000, or at most 8,000, with our half of the water, and let the rest of it run to waste? Shall we sell the 1,000 shares of treasury stock for which a market will be provided by increasing the limits, and enrich the treasury by $15,000 thereby? The present Board of Directors say yes. Those opposing them say no. Do we desire to carry out their policy of advancement and progress, or do we want to call a halt on the work of improvement, to stand still, to retrograde?
As to Economy, we have all met him before and shaken hands with him. We favor him. But we dislike to bear of the necessity for practicing economy on the eve of the beginning of work upon four miles of cement ditch through Anaheim and on south to the Garden Grove road. An alarm of fire was rung in about 7 o'clock on Monday evening for a blaze that consumed the Mekeel residence on East street. Arthur Porter was among the first to see the fire, while driving over from Fullerton, and at first took it to be a bonfire, and then, seeing that it was a house on fire.

Cole, asking that an gravel sidewalk and redwood curb be constructed on both sides of Los Angeles street, from Center to Broadway, petitioners own property fronting on that street. The Clerk was instructed to procure deeds to an eight foot strip for sidewalk purposes along the street, and report at the next meeting.
A petition received from Mrs. Davis, Geo Bauer, H. C. Gade, John Meredith, C. Lorenz, W. W. Weaver, F. Baum, Mrs Boege and others, asking that an arc light be maintained at the corner of Lemon and Broadway. Referred to the Finance Committee, with instructions also to see Mr. Shapley regarding his offer to take electric lights in his new residence.
Bills to the amount of $598 50 were audited and ordered paid.
The board endorsed the following petition to Gen. Last, which is being numerously signed, asking that Company G be maintained as an independent military organization:
ANAHEIM, Cal., Dec. 10, 1995.
To C. F. A. Last, Col. Gen., 1st Brigade, N.G.C. The undersigned citizens of Orange county, Cal., respectfully represent: That Company G of the 7th Regiment, N.G.C., was organized as a private company in May, 1887; that on March 3, 1888, said company was listed in the office of the Adjutant General as Company G, 7th Regiment, and ever since has been in active service. That said company now has a membership of 57 men and that at last inspection held in June, 1895, said company turned out 100 per cent strong. That the rank of said company for markmanship is second of all the companies composing the N.G.C.; that the record for the last year, out of 45 men shooting, is as follows: One 90, seven 80 and nineteen 60.
That Lieut.-Col. Berry, Inspector of the 7th Regiment, in his last report, states that in the matter of accomplements and armory the condition of the company was superior, and that the condition of the quartermaster's department was excellent, and that said company is fully equipped for active service in the field. That the railroad facilities at Anaheim are most convenient for the rapid concentration of troops to the city of Los Angeles, there being two independent lines of transportation,viz.,the Southern California,and the Southern Pacific,the being eight passenger trains from Anaheim to Los Angeles daily. That the members of said company are all strong and hardy man capable of standing a great amount of active work,said company having during the summer of 1893 marched from Anaheim to Anaheim Landing,a distance of sixteen miles,iin five hours,iin heavy marching order,and all present at 5 p.m.for dress parade,none of the members being fatigued at the end of the march. We therefore respectfully request that Company G, 7th Regiment,bereained as a separate company in the National Guard of the State of California.

AN ALARM OF FIRE.
An alarm of fire was rung in about 7 o'clock on Monday evening for a blaze that consumed the Mekeel residence on East street. Arthur Porter was among the first to see the fire, while driving over from Fullerton, and at first took it to be a bonfire, and then, seeing that it was a house on fire, drove rapidly over. With the assistance of some of the neighbors, including Will Dougherty, who had run over from his residence on the Scott place, most of the furniture was carried out. The fire was found to be in the southeast corner of the building, facing East street, but whether it started from the roof, as reports had it later, or whether from the inside, cannot be determined. No water was at hand, and the efforts of those first at the fire were confined to carrying out the organ, sewing machine, bedding and furniture, a good part of which was got out.
The fire department was promptly on hand, the boys making good time in hauling the engine and fire truck to the burning building, and although no water was at hand for the engine, the boys rendered valuable services in keeping the flames from the windmill, tank and barn. A bucket brigade was formed, and the fire was confined to the residence, which was soon in sahes.
Mr. and Mrs. Mekeel were away at the time, visiting at Mr. Ramella's, and knew nothing of the fire until the alarm was rung. They had been absent since 4 o'clock in the afternoon, and when they returned in the evening, immediately after the alarm, found their house ablaze. The loss is probably $1,500, partly covered by insurance.
