Mr. Alexander Craw of the State Board of Horticulture was in town Monday with Mr. L. Z. Huntington and made a pleasant call at this office. Mr. Craw had with him a glass jar containing a colony of the rhizobius ventralis and rhizobius dibelia, which are proving as destructive, the former to black scale and the latter to other destructive pests, as the vedalia proved itself to be to the dread white scale. The jar contained a "good strong colony," as Mr. Craw expressed it, as the State Board believe in putting out these larger colonies than in confining themselves to a fewer number of ladybirds. The jar contained the little parasites by the hundreds—big, little and medium-sized—the leaves placed in the jar for feed being covered with them. They were to be liberated among olive trees infested with black scale, and as they propagate very rapidly, other colonies will soon be ready to distribute about the orchards of the valley. It is truly wonderful what aids to horticulture all these parasites have proven themselves to be. When the white scale threatened the destruction of all the orange orchards in the State, the vedalia was sent up from the islands of the South Pacific, whither Mr. Koebele had been dispatched in search of the parasite which, as the post came originally from there, it was believed also could be found in the islands—and the depredations of the white scale were at an end. The work of the vedalia can only be estimated by the millions upon millions of dollars' worth of orchard property which it has saved—that there is at present a single orange tree in California is due to the presence of this very vedalia cardinalis. Before its advent, a tree infested with white scale had to be chopped down and the limbs burned. The white scale threatened a pestle among the orchards. But the parasite saved them, and the calamity of the destruction of the orchards was averted.
What the vedalia has done for the white scale, the rhizobius is accomplishing for the black—it is wiping out that distressing obstacle to successful orange growing. This year we verily believe will see the last of the bothersome black scale in this valley. And as the white and black scale have been made to go the way of all good scale tank capacity, we ought to be better able to combat the fire fiend than over.
Besides all these minor advantages there is the one important fact that we have outgrown our present antediluvian system of street lamps, and we ought to keep up with the procession and put in electric lights. Our citizens will have the opportunity of securing them at the lowest possible price by voting to have the city own the works, instead of turning them over to a private corporation to charge us whatever exhorbitant rate they may see fit to adopt. Vote for the electric lights, and get them at the lowest possible price.
Mr. Steadman goes out this week to meet the voters of the county, whose suffrages he asks for the office of County Tax Collector. He will doubtless meet many strangers, but we warrant that not a single voter will leave him with anything but the kindliest of feelings toward him. Personally of a quietnot to say retiring disposition,the friendsho makes feel an attachment toward him that time cannot wither, and which increases into bonds indissoluble as friendship brings one into closer relationship with him. He has lived in Anaheim for a number of years, and we have yet to hear of a single unkind act or deed to be charged against him. He has been Marshal and Tax Collector of Anaheim for some years past, the votes of the people having called him to the office for several terms, and he has always rendered a faithful account of his stewardship, not a dollar having been misappropriated from the tens of thousands collected by him for the city. Frank Steadman is an old fashioned and incorruptable gentleman, whom to know is to like, and indubitably to vote for.
We bespeak for him a cordial reception at the hands of the people of the county, irrespective of party. His candidature is that of an honest man against one whose extravagance in office tends closely toward corruption. He does not belong to our political party, but we give him our earnest support as being the best man up for the office. His qualities are such as to commend him to Republican voters the county over. Talk to him and size him up, and tell us whether he is not a better man for the office than the incumbent, who if re-elected will undoubtedly burden the county to the last dollar of extravagant official expenditures in return for the work that is now being done to keep him in office.
The Tax Collector's office is one where the most reckless and extravagant expenditure of public money is permissable. Mr. Freeman has dabbled in this art in the past, and what assurance have the people that he will not outdo himself in the future? Certain it presentation to the Board of Supervisors was ever given. The Superior Court over, and the Supreme Court of Californias taxpayer could be heard to question validity of this irrigation district, because claiming to be and acting as a diary under the Wright law.
The district was organized in Decor SS7. It embraces 153,000 acres of land Colusa and Glenn counties. It was posed to divert water from the Sacramento river through a main canal sixty miles east extending from Orland to abut half between Willis and Arbuckle, and miles of distributing canals. The system was estimated by William Ham Hall, cost over $1,000,000. It is to be noted that whole valuation of the property in district at the time of its organization only $2,700,000.
Knowing that they would have to be most the entire expense, the organization district was bitterly opposed by the stantial farmers from the start. But votes of the towns of Maxwell and Willow overcome their objections, and they unable to prevent its organization. To the amount of $675,000 have already issued. The system, however, is not third complete, and, as it has been been market any more bonds, we were abandoned since 1890. As a result work already done on the ditch is raining to ruin.

The numerous reports regarding ill health of the pope which have circulation recently have induced Lapponi to make the following months regarding the condition of holiness:

us, and there shall be no more orange scale
in the land, then indeed will orange growing be not only a thing of pleasure but one
of abundant profit as well.
Mr. Huntington has liberated the new
parasites and will watch them carefully.
There will soon be colonies enough to supply
all, and then black scale will be a thing
of the past in this valley.
The esteemed Orange Post—Bro. Armor's
paper—the gentleman whose boon companiolous are a Nasal Harp and a Tape Worm,
and who considers an office of public trust to
be a private snap—makes the amusing statement that it "has heard enough" from "all around" to lead it to infer that we are "hurting ourselves" and "this section of country" in our advocacy of the claims of Mr. Steadman to the County Tax Collectoship. Sho! Like the subaltern who was told by his colonel that he would never make a soldier—that he had a kink in his back, and could not brace up and slap his leg and stare at the girls in the windows, we should be very sorry to think so. But in the absence of proof, the natural inference will be that the Post exercises its usual bent for lying when it says so. Mr. Steadman will carry this section of country like a small-sized whirlwind, and we have no fear that the efforts of the snivelling Post will detract a particle from the vote which his worth and his popularity, not only in his immediate home section, but at Santa Ana and throughout the county as well, so justly untitle him to. And he will bury the weak-minded and extravagant Mr. Freeman under such a snowstorm of ballots on election day that not even the esteemed Post will be so meek as to do him deference.
The Post cherishes a nightmare, that once upon a time, ever so many years ago, a "combine" of printers existed for the cinching of the county in extravagant charges for public printing. The "printers of the county" are its pet aversion—its characteristic stink pot which it hurls at them when in action. Latterly this wretch, like Monsieur Tonson, has come again, and the Post is so ungenerous as to charge us with complicity in this organized band of piratical wretches on its raft, like Froemans' harem against him to Republican voters the county over. Talk to him and size him up, and tell us whether he is not a better man for the office than the incumbent, who if re-elected will undoubtedly burden the county to the last dollar of extravagant official expenditures in return for the work that is now being done to keep him in office.

GALESBURG (Ill.), Oct. 8.—Society here is all agos over an attack made by Rev. O. W. Van Osdel, in his sermon last night, on some twenty-five of the "Four Hundred." About a week ago some ladies, including members of Rev. Van Osdel's flock, gave a minstrel show for the benefit of the Universalist Church. The affair was a great success in every particular. The ladies had their faces blackened, and also shouted the regulation songs so common to the Southern megrosse, and the "end" women wore big, sparkling diamond pins, and played the tambourines in a way that would do credit to a professional.
This did not meet with the approval of Rev. Van Osdel, and last Sunday evening he gave notice that he would dwell upon the subject in his next sermon. During the week the matter has been the subject for much speculation, and the preacher was criticised. Some of the members of the church requested him not to speak on the subject, but he published in the evening papers a card, in which he claimed the right as a Baptist minister, to criticise the public acts of any individual, or set of individuals, and that he would continue in the course he had laid out. The result was that his church was filled last evening. He denounced in strong terms such measures for raising money for a church. As a result of this sermon there is likely to be a break in Rev. Van Osdel's Church.

A SANTA ANA paper which has been everything politically by turns and nothing long—which in its checkered career has been Bourbon Democrat, Independent, Prohibitionist and shouting Republican for revenue only—has struck a congenial task in throwing mud in defense of its keeper, Mr. Royal Freeman. But let that gentleman beware the ides of November. If he can find no other defender in all the wide range of Orange county journalism than a fellow whose sole inspiration springs from this prenatal instinct, he must be a very sorry and pititable spectacle indeed. Had there existed any doubt that Mr. Freeman was booked for Salt River, the rantings of the inmates of his political harem would seem to render sufficient testimony.
On the 27th instant occurs the municipal election to vote upon the proposition of issuing bonds in the sum of $7,000 for the maintenance of a city electric light plant. This proposition must appeal to the tax payers of this city with peculiar force, as by the adoption of a city electric light company lights will be furnished at a minimum figure, the rates already quoted being lower than those of any town of similar size so far as heard from on the coast. Another feature of no little importance is the fact that the boilers—it being necessary to have two in case of an accident to one—may be used in conjunction in case of fire, doubling the tank supply. We have had disastrous fires here in the past during one of which there were only two feet of water in the tank at the water works. With an efficient electric alarm service and plenty of boiler and reduced rates to Los Angeles.

Appoals for Aid.
Columbus, (O.), Oct. 9.—The Western farmers whose crops were total failures because of the great drought are making appeals for aid. There was received at the Governor's office from S. J. Fair, a Justice of the Peace for Rockville township, Sherman county, Neb., a letter reciting the condition of the people. The letter is written from Rockville, and is as follows:
"To His Excellency, the Governor of Ohio: I write you for the suffering people of this county. We have no food or feed grain, not from any cause that could have been avoided on their part, but from drought. Therefore I write you to use your influence with your people to donate a little of their supplies to their suffering brothers. Many of our people are leaving the State and others are going to try again but they must have seed, grain and feed to start with, and the State is not able to supply all. It will do all it can. I hope this may be favorably received by you and that it may bring good results for the needy people.
The Colusa Irrigation District.
SAN FRANCISCO, Oct. 9.—A petition has been filed with the Clerk of the United States Circuit Court asking that P. H. Graham, the Tax Collector of the Central Irrigation District of Colusa county, be enjoined from executing deeds to the property of George Abel and fifty-two other farmers living in Colusa county whose farms he had sold for delinquent irrigation assessments levied in October, 1893. The defendant Graham, and J. McMullen, to whom the lands had been sold, were cited to appear on October 22, and show why the restraining order should not stand.
This is in order to give the farmers named in the complaint an opportunity of testing the validity of the organization of the district, which was formed under the Wright law. The result of their attempt to shake off the burden of an overwhelming debt, which they aver was forced upon them in spite of their prospects, will be matched by the holders of irrigable lands with interest.
Mr. Abel and his fifty-two neighbors claim that the organization of the Central Irrigation District was void, because the petition for its formation was not signed by fifty qualified freeholders as is required by the Wright law, and no valid notice of its corrupt influence that had previously prevailed in the making up of jurors in the cities of the state.—New York

Thrifty Farmers Welcome the Visitor Eat Them For Supper.
A curious phenomenon occurred the northern portion of the county Thursday afternoon. Shortly after o'clock a shower of live frogs began ing. The shower of living creatures tinned for five minutes and covered a square field on the farm of Ezra Willis. The frogs fell only on Mr. Willis farm, and at the time they fell there was cloudless. Mr. Willburn's son was the only person who witnessed the shower, and after recovering his surprise at such a strange occurrence he informed his father of the affair.
The Willburns at once began catching the largest of the frogs and enjoying regal repast of deliolous hams for dinner. The neighbors were also liberally supplied. The cause of the show somewhat a mystery, although it is said that the frogs could have been drawn from a distant pond by a strong wind and carried through the air point over Mr. Willburn's field.—Cite (Ind.) Cholera In Europe.
The appearance of cholera here through Europe is exciting alarm, although the sanitary authorities are expressing grave forebodings. Siesta seems to be getting a general bus so scarce. So much has been said recently about dangers from malaria that in the city of Baku, on the plan sea, an anti shaking hands so soon has been organized in order to prevent the exchange of bacillus by members pay 6 rubles a year and a button as a sign of membership. They are finned 8 rubles for each handshake. The ladies of the city resent the position and recently sent a large petition to the governor general asking him suppress the society.—London Letter.
To the North Pole.
To reach the north pole an archit-M. Haulin has proposed to the graphical society of Paris the construction of wooden huts one or two days journey apart. He considers Groenau most favorable locality for an experiment of this kind. Each of these plows for the construction of the maze As the distance is covered is as 900 miles, a score of huts would necessarily to establish a route to this pole—St. Louis Globe-Democrat.

Reasons Why Her Marriage to the Carowitz Was Postponed.
Advices from St. Petersburg say that the postponement of the marriage of the ozarowitz with Princess Alix of Hesse, which was to take place in October, has created a sensation in Russia and been the subject of unfavorable remarks in imperial court circles. The wedding, according to present plans, will be celebrated in January, but there seems to be a feeling, despite denials, that the marriage may not take place at all. Many reasons for the postponement are reported. The rumor that the emperor of Germany and his relatives of Darmstadt have entered a protest since the engagement against the acceptance by the princess of the Orthodox Greek faith is declared to be without foundation, as that matter was discussed and fully arranged before the official announcement of the intended union was made. The statements, too, that the delay is the result of the ill health of the future emperor are declared to be untrue, as also those relating to the physical condition of the princess.
But a well informed Russian declares that it is the general belief in court circles that the postponement is due to the opposition and dislike shown by the princess herself for the Orthodox faith since she began to receive instruction in her new creed. One thing is certain—the Russian court chaplain, Jaryshecheff, who was sent from St. Petersburg to Darmstadt to "conduct the conversion" of the young woman, had to be recalled and his place taken by a priest less strict and less zealous.
Although the second church emissary accomplished his purpose in a way, he did not do so with case or without quarrels with the princess, which produced a bad impression on the imperial Russian family and caused great embarrassment to the priest.
The German emperor is said to be much chagrined at the conduct of the young princes, as he was the "matrimonial agent" who brought about the engagement of the couple. Down deep in his heart, however, he may have a certain admiration for the action of the princess, as he detests in general conversions to the Greek church. This is proved by his treatment of his sister, the Duchess of Sparta and crown princess of Greece, to whom he has not spoken since she renounced the faith of her family for that of her husband. RESOLUTION.
A Resolution providing for a Notice and Publication of a Notice of a Special Election to Incur Indebtedness.
Be it resolved by the Board of Trustees of the City of Anaheim.
That Whereas, the necessary ordinances have heretofore been duly adopted and published as required by law, providing for a Special Election hereafter mentioned to be held on Saturday, the twenty-seventh day of October, 1894.
Now, Therefore, it is ordered that the Clerk of the City of Anaheim shall cause to be published for consecutive weeks in the ANAHEIM GAZETTE, a weekly newspaper printed, published and circulated weekly in the City of Anaheim, County of Orange, and State of California, this resolution, including the following notice, all of which resolution shall constitute the notice of said election.

Notice of a Special Election to Incur Indebtedness.
Be it resolved by the Board of Trustees of the City of Anaheim,
That, Whereas, the necessary ordinances have heretofore been duly adopted and published, as required by law, providing for a Special Election hereinafter mentioned to be held on Saturday, the twenty-seventh day of October, 1894.
Now, Therefore, it is ordered that the Clerk of the City of Anaheim shall cause to be published for acceptance in the City Gazette, a weekly newspaper printed published and circulated weekly in the City of Anaheim, County of Orange, and State of California, this resolution, including the following notice, all of which resolution shall constitute the notice of said election.
SPECIAL ELECTION.
Notice is hereby given that pursuant to law there will be held in the City of Anaheim, County of Orange, State of California, on Saturday, the twenty-seventh day of October, 1894, a Special election at which will be submitted to the qualified electors said City of Anaheim the proposition whether or not the said City of Anaheim shall incur an indebtedness of seven thousand dollars for the purpose herein stated. Said indebtedness is to be incurred for the purpose of constructing and erecting a City Electric Light Plant, the estimated cost of which will be seven thousand dollars.
Upon incurring the said proposed indebtedness there are to be issued therefor bonds of the City of Anaheim to the amount of seven thousand dollars. Said bonds will be forty in number, of the denomination of one hundred and seventy-five dollars each. Said bonds are to be paid on the first day of December of the year in which they shall become due respectively.
The bonds issued shall be of a character of bonds known as serials, and each bond shall be payable on the day and at the place fixed in said bonds, with interest at the rate of six per cent per annum, interest payable semi-anual, so that one-fortieth of the whole amount of the debtiness shall be payable each and every year, and as to their form and the mode of issuing them, and in all respects shall conform to the requirements of an act approved on the 19th day of March, 1889, entitled, "An Act authorizing the incurring of indebtedness by cities, towns and municipal corporations, incorporated under the laws of this State." As amended by an Act approved March 19, 1889, by an Act approved March 19, 1889, entitled "An Act authorizing the incurring of indebtedness by cities, towns and municipal corporations, incorporated under the laws of this State."
The amount of tax levy that will be necessary to be made annually for the payment of said indebtedness will be as follows: For the reduction of the principal, one hundred and seventy-five dollars each year for forty years; for the payment of interest:

That entire city shall constitute a single precinct with one polling place, and the polling place for said election shall be as follows: At the City Hall, on the south side of Center Street, in said City of Anaheim.
That the compensation of the members of the Board of Electors shall be three dollars for the election, and the following named persons, qualified electors of said City of Anaheim, are hereby appointed a Board of Election to act respectively as Inspectors, Judges, Clerks and Ballot Clerks of said election; that is to say: Inspectors John P. The attention of the electors is directed to the fact that it will require a vote of two-thirds of all voters voting at said election to authorize the issuance of said bonds.
The Clark of the City of Anaheim, is hereby directed to cause the name of each voter within the corporate limits of the City of Anaheim to be addressed upon an envelope and also the number of the residence of said voter or the correct postoffice address of said voter as the same is written on the Great Register of the County of Orange. That he shall cause to be folded and placed in each of said envelopes for mailing a sample ballot containing the words:

And shall cause the same to be mailed in the United States Postoffice as printed matter for delivery to each of said voters.
The mailing of all of said envelopes containing sample mail ads appears shall commence at least ten days before the time of said election and continue so that all of said envelopes containing said sample ballots shall have been mailed at least three days before the day of said election.
