On the second Monday in April occurs the regular municipal election, and the selection of wisemen to fill the important offices should engage the earnest attention of the people. All the Trustees go out except Mr. Rust. The terms of Trustees Witte and Schindler expire by limitation, Trustee Conrad's term expires by filling out the unexpired term of Mr. Littleford, in whose place he was appointed when the latter went down to New river, and Mr. Pollegrin has gone to Mexico. As yet we have heard mention the names of none of those aspiring to these offices, but presume that before election day the woods will be quite full of candidates.
The terms of Marahal Steadman, Clerk Nebelung, Recorder Pierce and Treasurer Cahen also expire, and their successors will have to be elected.
Another question to come up for solution at the election will be that of high license, which is likely to be favored by many of our citizens, who are impressed with the idea that we have too many saloons here, and that the proper remedy lies in raising the license.
A new Board of Directors has been elected to guide the destinies of the sugar corporation for the ensuing year. The new board consists of E. P. Fowler, Richard Gird, F. J. Capitain and H. A. Pierce of the old board, and Drs. Van 'Norman and Bartlett, who recently acquired a large interest in the corporation, and Mr. Joham Bixby of the Alamitos, who has 120 shares of stock. Dr. Bartlett had been acting on the board in place of R. J. Northam, who had been elected on the old board, but resigned some time ago.
Work on the refinery foundation will begin probably this week for next, it having been kept in abeyance pending receipt of Judge Glon's message concerning the disposal of the bonds to the Eastern capitalists. We might add that of all the strangers who have ever visited Anaheim Judge Glon is the most enthusiastic and fair, and therefore his letters, printed in another column and dealing with the merits of the situation,
WATER COMPANY.
ESTIMATES SUBMITTED FOR CEMENTING THE SOUTH BRANCH AND EAST STREET DITCHES—DISCHEPANCY IN FIGURES.
The Board of Directors of the water company met in adjourned session on Saturday, all present except Spencer and Ryan.
The committee appointed on securing another location for an office for the company, reported that one vacant building could be found in town suitable for the purpose—the old New Era building on Lemon street. Mr. Backs had also made them a proposition to sit up the same room in which the company now meets jointly with the irrigation district.
He agreed to partition the room off, and provide office[room] for the company in the rear, the district to occupy the front part of the office. He also offered to rent the room across the hallway, used by him as a storeroom, and partition it off, the front to be used by the company, and the rear by him as a storeroom.
The latter proposition was accepted, and Messrs. Nebelung and Amerige were appointed a committee to act with the Secretary in the fitting up of the office and the selection of necessary furniture.
Engineer Kieffer submitted a written report as to the cost of cementing the East street and the South branch ditches. Both are the most wasteful ditches in leakage the company possesses. Mr. Kieffer found the cementing of the East-street ditch from Hartung's corner through the sand stretch extending to the vicinity of Santa Ana street, would cost, with a four-inch coating of cement, $2,334. The South branch ditch, extending from Crowther's southeast corner to Brooksburst, 25,244 feet, would cost $13,327.
After discussion the Surveyor was instructed to draw up a set of specifications, and submit them to the meeting on Saturday.
Communications were read from J. W. Keith and N. Newmark, saying that their certificates of water stock, five shares in the first instance and nine in the second, had been lost, and asking for the issuance of new once. It being sense of the meeting that parties losing their water stock certificates should pay for the issuance of new ones, Messrs. Nebelung and Amerige were appointed a committee to formulate a plan and report to the board at their next meeting on the best means of accomplishing this end.
Superintendent Groat reported that the new cement had arrived, but that he had as yet used none of it. He also remarked, speaking of Mr. Kieffer's report on cementing ditches with four inches of cement, that one and a half inches of cement was all that was necessary, nearly all ditch cementing, including the big ditch at the Olive syphon, being on that basis. An inch and a half would be all that we should need, and would work within three or four days, and we may be engaged upon the bill for two weeks yet. We are getting on very well. We mean to have the bill in as good shape as possible when we do report it, and therefore do not intend to rush it much."
A report was circulated to the effect that refined sugar might be discriminated against to have an extent of placing a lower tax upon it than upon raw sugar. A member of the subcommittee is authority for the statement that there was nothing in the story.
"If the raw article is taken from the free list, and a duty fixed upon it," said a Senator, "there will be an increase in the duty on refined sugar, and it will probably be from 1 to 2 of a cent per pound higher than the raw sugar duty."

Our friend Judge Freeman, over at Santa Ana, sends us word that he is doing quite well, and will be alive and an honored member of society when many of the members of the late Grand Jury are dead or hung. He had rather a close call at his trial last week, but was not convicted, all the same, and conviction is what the people want, or no indictment. For instance, if Judge Freeman is not guilty, he should not have been indicted. And if indicted, and not convicted, what was he indicted for? See? Grand Juries are expensive luxuries, and commonly bring nothing but expense and worry to the taxpayers, and latterly—as in the case of our judicial friend at Santa Ana—are considerable of a farce. The recent Grand Jury cost the people a thousand dollars, and the result of their deliberations in indictments fools up in the manner following:
Fred Goldthwaite, indicted for burglary. Acquitted.
Plez James, embezzlement. Acquitted.
Plea James and G. V. Horr, perjury. Acquitted.
Judge Marks, embezzlement. Hung jury.
Judge Freeman, malfeasance in office. Hung jury. Says he is doing quite well.
Constable Preble, malfeasance in office. Indictment bung up, to be considered later.
The only other indictment out is that charging young Simmons, who skipped from Santa Ana some months ago, taking funds of the Newport Lumber Company, and leaving his wife and babies behind him, with embezzlement. It is to be hoped that he may be prevailed upon to come back if for no other reason than to "square" the Grand Jury with the people. There should be no difficulty in convicting him.
JUDOK TOWNER's recent ruling that Justices of Peace and Constables are not entitled to fees in trump cases has not only attired those officials to the depths, but is likely to result in an increased trump harvest. It is singular how rapidly the farterity becomes acquainted with decisions in their favor, and on the day of the Court's opinion in reference to the illegality of the collection of fees against them, three drunken fellows evidently acquainted with the nature of the decision affecting them, and feeling confident of non-interference by the officers in the present state of the fee complication, so long as they committed no crime, paraded been lost, and asking for the issuance of new ones. It being the sense of the meeting that parties losing their water stock certificates should pay for the issuance of new ones, Messrs. Nobelung and Amerigo were appointed a committee to formulate a plan and report to the board at their next meeting on the best means of accomplishing this end.

The Chairman said Mr. Kieffer's figures were too high, in his opinion, by at least half.
It was estimated that at least $5,000 could be saved by cementing an inch and a half instead of four inches. Mr. Kieffer was instructed to amend his specifications in that bids may be submitted for doing she work on an inch-and-a-half and four-inch basis.
The Secretary was instructed to advertise in the Gazette for bids to do the cementing, and the board adjourned to next Saturday.

Delinquent Notice.

Judge Pierce, than whom there is no more erudite scholar in the reading of the law, has been looking through his tomes, and informs us he has found a later law than that quoted by Judge Towner, and which quite upsets our learned Superior Judge. Judge Towner's law was quoted from the act of March 5, 1870, and Judge Pierce's act dates from March 1, 1878, eight years later, and is amendatory of and supplementary to the former. We quote from it as follows:
For all services and proceedings before a Justice of the Peace in a criminal action or proceeding, whether on examination or trial, the fees shall be three dollars, provided, in the county of Los Angeles the fees in a criminal action shall be collected from the defendant, if convicted, but shall in no case become a county charge.
If this is the latest law on the subject, we aim to see wherein it affects Orange county.
The switch-off right-of-way committee were out yesterday getting rights of way for the refinery branch. They report good progress, but somewhat slow. There is only one way out of this matter. If we do not get the right of way for the switch-off, the surveyors will be transferred to Buena Park, and the cut-out extended from that point, where free right of way has been secured and offered the railroad. It will not do for property owners along the line of the switch-off to imagine the people of this city are made of gold and to ask for exorbitant prices for rights of way in front of them. For instance, Mr. Sparks is a trifle high. First he asked $5,000 for right of way through his property, then $7,030, and now we hear he thinks $15,000 will be about right. Mr. Sparks ought to become modest and come off the perch.

decided to engage in what I would term, or call,
a Sugar Factory Stock Exchange, or rental
office, so that those who have stock to lease and
those who have land to raise beets on and no
stock can be brought together. Think profitably
to all and at a small expense. Being well
qualified with the country and people, I will
try to place the stock to the best advantage of
the holder. So leave your wants with me, either
in person or by mail, and they will receive
prompt attention.

the Board of Directors of salt Anaheim UniWater Company, held on the 10th day of Janurry,
1894, an assessment of twenty-five cents, per share
was levied upon the capital stock of said corporation, payable immediately to B. V. Garwood, secretary of said company, in the Back's
Building, City of Anaheim, Calif.
Any sale upon which the assessment shall
remain unpaid on the 10th day of February,
1894, will be delinquent and advertised for sale
at public auction, and unless payment be made
before, will be sold on the 3rd day of March,
1894, at 2:30 o'clock p.m.'of that day to pay the
delinquent assessment, together with the cost
