LATE NEWS OF THE WEEK City Fathers Meet in Regular Session. An Ordinance Passed Providing for Cleaning the streets of Weeds—Wedding of Dr. Hullard and Miss Frances Schmidt—Orange Growers Effect an Organization—Other Items—Social Notes and Personals. The Board of City Trustees met in regular session on Tuesday evening. Present, the full board. The Marshal reported the collection of $386 75 for water and licenses. Mrs. Hack having refused to pay her hotel water rate of $6 for this month, claiming it to be too high, the Marshal was instructed to turn off the water. The Marshal reported the collection of $4,196 04 for taxes for this year. The delinquents amount to $352 10. The Treasurer reported a balance in the city treasury on November 13th of $3,490 81, from which amount a number of warrants are to be deducted. The Clerk's financial report was received and filed. The Recorder reported the collection of $30 for fines during the past month, which has been turned over to the Treasurer. All the reports not already examined by the Finance Committee were referred to that committee for examination. The Finance Committee reported the purchase of several carloads of coal for the winter supply. The Committee on Public Improvements reported that a watchful eye had been kept on all unsightly chuckholes in the city and that the same had been properly filled. Ordinance No. 96, relating to the eradication of weeds, etc., from the public streets, was passed. The same will be found in another column this morning. The city having paid $68 12 last May for an asphaltum pipe and a wooden-box approach for one of the ditches in the city, and it being ascertained lately that the water company is liable for half of the expense incurred, the Clerk was instructed to send a bill forthwith to the water board for collection. The Clerk was instructed to set aside the sum of $1,560 from the general fund for an interest and sinking fund for the payment of the annual interest on the city bonds and reducing $750 of said bonds. Bills to the amount of $760 61 were audited and ordered paid. Lawyer McKelvey of Santa Ana wrote say- no difficulty In securing the additional funds required to put up the $25,000 building and provide for all other expenses. The sentiment is growing constantly among the public of the importance of the Fair and the necessity of being properly represented. A NOTABLE WEDDING. DR. BULLARD AND MISS FRANCES SCHMIDT MARRIED IN NEW YORK IN SEPTEMBER. Last Thursday morning's mail brought a genuine surprise in the announcement of the marriage of two well known and highly respected members of our society. That their marriage had taken place in September while the groom and bride were in the East, and that nothing was known of the happy event here shows that reports concerning it were very well guarded: Mr. Theodore E. Schmidt Announces the Marriage of his Daughter, Frances Emily, to Dr. James Hovey Bullard, Wednesday, September the twenty-sixth, 1893. New York. At Home Wednesdays, after November 15th. Anahiem, California. The high contracting parties are too well known in this community to require any extended introduction at our hands. Dr. Bullard has long been a practitioner of medicine here, and counts his friends by the score on all sides. He is one of our best known and most enterprising citizens, and has taken active steps in the development of our city. In taking unto himself a wife he has the best wishes of the entire community for his future health and happiness. The bride is also well known and highly respected in this community where she has passed so many years of her life. Two years ago she went to visit her father, a wealthy merchant of New York, and was not long joined by her sisters, Misses Clommi Schmidt and Mabel Langenberger. The wedding occurred, as stated, in September, and was announced on the return of the bride and her sister, Miss Schmidt, last Thursday. The Doctor having come on ahead, Miss Langenberger having returned with a party of friends some weeks ago. Friday evening a number of the friends of the happy couple, headed by the brass band, marched to the Doctor's residence and tendered him and his bride a serenade. The couple were completely surprised. The callers marched in, filling the parlors to offer their congratulations. After selections had been discoursed by the band and congratulations extended by all, Mr. Melrose arose and in a few well chosen words offered a toast to the Doctor and his bride, and the entire assemblage took pleasure in pledging the happy couple's health. The Doctor responded, but it was evident that being thus taken so completely by surprise he was not at his best in speech-making, but his remarks were clothed in felicitation phase nevertheless, and he added that his visitors were invited to come back. ANTI-WRIGHT DISTRICT ANOTHER MASS MEETING TO PROTEST AGAINST THE SAME—PEOPLE AL-MOST UNANIMOUS IN OPPOSITION. The Anti-Wright League held a meeting at Kroeger's Hall last Saturday afternoon, which was largely attended by the citizens of the town and vicinity. The meeting was called for the purpose of bearing reports of progress by the committees canvassing for signatures to the petition asking the Directors of the irrigation district to call a special election to vote upon the disorganization of the district. The largest petition was still out, but a number of smaller ones were read, and the committeemen reported that the citizens and taxpayers were a unit against the district. The committees were continued, with instructions to prosecute their labors in getting every one to sign the petitions, and to report at the next meeting. It was announced that the signatures of a majority of the taxpayers were necessary to the petition asking the board to call an election for disorganization of the district, and the disorganization would take effect on the approval of three-fifths of the voters voting at such election. Mr. Strain said that the district could not be disorganized if bonds were sold. Mr. Amerige replied that Mr. Montgomery was his authority for the statement about disorganization, and he thought that was pretty good authority. Mr. Sheppard said he was present at the meeting of the board at which the levy was made, and he thought that none of the Directors would go on the stand and swear that the bonds were sold. Mr. Tuffres said that he had asked if the tax could be collected, and had been informed that it could not. Judge Pierce moved that the non-resident taxpayers be corresponded with and an effort made to get their signatures to the petition calling for an election to disincorporate the district. Carried. Messaré Pierce, Spencer and Henry were appointed such committee. Mr. McFadden was called upon, and responded that his whole desire and ambition was to see the valley thoroughly irrigated. He did not care by what means it was dohe, so that the few were not taxed for the benefit of the many. The old company was now in debt $70,000, and in order to do work necessary to be done this winter assessments aggregating $21,000 would have to be levied. Were the stockholders ready for it? The last assessment was like pulling teeth, and he did not believe they were. He had favored the district all along, but if it could not go ahead he was in favor of disorganizing it. Mr. Sheppard spoke of the inefficiency of the old company, saying it lost 75 per cent of the water taken out of the river by leaky ditches and had also attempted the impossible task of running water up hill. Lawyer McKelvey of Santa Ana wrote saying that if the money due from the city, to the defunct Journal is not paid to him immediately he will sue for it. There are three claims for this money, altogether some $21, and the matter will have to be settled among the claimants as to which is the rightful owner of the money. H. W. Chynoweth complained by communication of a coespool in rear of Ludke's premises on Center street, and asked to have the same remedied. The matter was referred to the Marshal. A. Langenberger complained of the deplated stable building on Oak street in which hay is stored. The hay works out through the crevices in the building, thereby being a nuisance, and Mr. Langenberger wants the hay removed from the street as a fire might occur in the debris. Referred to the Attorney. THE ORANGE GROWERS. A meeting of the orange growers of the county was held at Orange on Monday for the purpose of adopting articles of incorporation and taking such other necessary steps as night come before the meeting. Mr. Rodgill was elected Chairman and Mr. Cargill Secretary. The articles of incorporation were read and approved, and it was voted to incorporate with six Directors. The articles were then signed and acknowledged. They provide that the name of the corporation shall be the Orange County Fruit Exchange, and that the purposes for which it is formed are to engage in a general brokerage and commission business in green and dried fruits, packing materials, fertilizers and other merchandise, to buy and sell dried and green fruits, to engage in the packing business, to purchase or lease, hold, improve and sell real estate and personal property, to erect, purchase or lease packing houses, to borrow and loan money and to engage in such other business operations as are germane or incidental to the purposes above mentioned. The principal place of business is at Orange and the term for which the corporation is to exist is fifty years. The Directors are: A. H. Cargill, Brookhurst; W. M. McFadden, Placentia; J. L. Collins, Villa Park; M. L. Rodgers, Anaheim; M. J. Bundy, Tustin, and W. S. Derby, Orange. The amount of capital stock is $1,000 divided into one thousand shares of the par value of $1 per share. Mr. Cargill was appointed a committee of one to ascertain where and how to get stencil made and to get bids on boxes and papers for shipping next year's crop. He went to Riverside on Tuesday for this purpose, and will report at the next meeting. Mr. Collins was appointed a committee of one to procure a proper office room. Adjourned. DECISION REVERSED. The Supreme Court has revered the decision of the Superior Court of this county in the case of Oscar O. Wells, who was convicted May 31, 1892, of a felonious assault on his stepson, Marion Sparks, at San Juan THE SUPERVISORS. MR. PERRY RESIGNS AS HORTICULTURAL COMMISSIONER — ABOUT THE MIDWINTER FAIR—RIVER WORK—THE BOARD GIVES THE PEOPLE A BIT OF ADVICE. The Board of Supervisors met in regular session Monday morning, with all the members present. The petition of Philip Yorba, to have Josefa Rios, aged 73 years, put on the indigent list was referred to Supervisor Schorn. Chairman Yoch reported that he had investigated the case of the Dinwiddy boy, and the board allowed J. W. Earbart $30 for his care. The communication of Anaheim Union Water Company, in reference to the pipe in the ditch across the county road, at the Mauerhan crossing. Referred to Supervisor Schorn for investigation. O. Rosenbaum asked the board to provide for a little orphan boy, 5 years old, named Trinidad Goodwin, who has no means of support. Referred to Supervisor Tedford. Application was made for Antonio Moye of Tustin, aged 69 years, to be placed on the indigent list. Referred to Supervisor Yoch. The County Auditor was authorized to appropriate 35 per cent of the several district road funds to the general road fund. Resignation of B. J. Perry, Horticultural Commissioner of Anaheim, Received and accepted, to take effect after December I, 1893. Communication from E. G. Johnson, president of the Board of Trustees of Redlands, about the Midwinter Fair. Received and read, and the Clerk instructed to notify the gentleman that the Board of Supervisors of this county does not intend to make an appropriation for the Midwinter Fair. The superintendent of the work on the Santa Ana river was instructed to protect the seat banks of the river, where needed, from the stone breakwater northeast of Orange to the Santa Fe railroad-crossing above Olive, in harmony with the general plan of confining the river. After considering the river work in general the board issued the following advice to property owners along all streams in the happy couple, headed by the brass band, marched to the Doctor's residence and tendered him and his bride a scenade. Miss Mabel Langenberger presided at the piano, and before the party adjourned she sang, accompanied by Messra Dickel, Cahen and Melrose," After The Ball," and in response to general request she sang as an encore "Daddy Wouldn't Buy Me a Bow Wow." At a late hour the party dispersed wishing the Doctor and his wife long life and happiness, and hoping that they may attain to many years of usefulness in the community. The Supreme Court has reversed the decision of the Superior Court of this county in the case of Oscar O. Wells, who was convicted May 31, 1892, of a felonious assault on his stepson, Marion Sparks, at San Juan Capitrano, and sentenced to State Prison for two years. During the impanelment of the jury a man named Moulton was examined as to his qualifications, and having stated that he had frequently conversed about the case, and that from what he had heard had formed an opinion which would take evidence to remove, he was challenged by the defendant on the ground of actual bias. The challenge was then denied and an exception taken to the ruling of the court. The defendant exhausted his peremptory challenges and relied upon his exception to such ruling for a reversal of judgement. The chief point decided is that if it shall appear to the court that a juror, upon his declaration under oath, can and will try the case in an unbiased way, notwithstanding such an opinion, and act impartially and fair upon the matters submitted to him, he is a competent juror. The court, however, holds Moulton to be disqualified from serving, thus overruling about forty opinions heretofore reached by the Supreme Court touching the same question. The case will consequently come up for trial again. THE MIDWINTER FAIR. It is pretty well settled now that Southern California—all except Orange county—will go ahead with its exhibit at the Midwinter Fair and erect the building for which plans have been selected. While it has not been generally known that there was danger of the joint representation of Los Angeles and other counties of the south falling through, such was the case, the Los Angeles commission had decided toandon the matter in case the Supervisors used to give them the $12,000 remaining from the appropriation for the Chicago exhibit. The Los Angeles Board of Supervisors reeled the matter to District Attorney Dillon determine the legality of the proposed use of the fund in question, and Tuesday afternoon that official reported to the board that appropriation might be legally made. It is understood that the Supervisors were in favor of giving the money if they had power, and it is stated on good authority that they have conveyed the money to a commission. Members of the latter body say that with start of the county money they will have accepted, to take effect after December 1, 1893. Communication from E. G. Johnson, president of the Board of Trustees of Redlands, about the Midwinter Fair. Received and read, and the Clerk instructed to notify the gentleman that the Board of Supervisors of this county does not intend to make an appropriation for the Midwinter Fair. The superintendent of the work on the Santa Ana river was instructed to protect the est banks of the river, where needed, from the stone breakwater northeast of Orange to the Santa Fe railroad crossing above Olive, in harmony with the general plan of confining the river. After considering the river work in general the board issued the following advice to property owners along all streams in the county: "The Board of Supervisors hereby recommend and earnestly advise the property owners along the streams of Orange county to stop stripping the willows from the banks, and to ocean taking out water by means of irrigating ditches, or in any other manner weakening the banks of the streams." Adjourned to Monday, Nov. 20. THE BANK. A largely attended meeting of the creditors of the Bank of Anaheim assembled at Kroeger's Hall last Friday for the purpose of taking action in reference to the suspended bank as might appear necessary. Dr. Warner presided and Judge Pierce was Secretary. After the matter had been discussed by Judge McLachlan, representing the Bank Commissioners, who explained the legal status of the case, and others, the following resolutions were adopted: Resolved, By the creditors of the Bank of Anaheim, a corporation, in general meeting assembled. That the Bank Commissioners of the State of California be and they are hereby requested to proceed to liquidate the affairs of said corporation as specially and economically as possible, in conformity with the banking laws of the State of California, and we recommend that one person only be employed to do the same. Resolved further That we recommend that the representative of said Bank Commissioners counsel with the Advisory Committee heretofore appointed by the creditors of the Bank of Anaheim, in making such transfers of the bank's assets as they may deem advisable. Richards called at the office of the Galen institute to collect a little bill. She was met by Dr. Morse, the manager of the institution, who as soon as he saw her throw his arms about her. The next day the section hand put his money in the bank. -The Orange County Chamber of Commerce is taking some interest in the building of the cooperative sugar factory, and it is reported that the Santa Ana banks will take quite a considerable amount of bonds to be floated locally. The chamber referred the matter to a committee. -The Editorial Association of Southern California is considering the proposition of holding a business meeting in Los Angeles at the time required by the constitution—in January—to elect officers and members, and transact other necessary business, and then hold a special meeting at the Midwinter Fair in February or March. The idea seems to us to be a good one, as the editors will all want to visit the Fair, anyway, and it will insure a good attendance to hold a meeting there. An exhibition of tumbling and athletic exercises was given by the Anaheim contest, antis, but as they had no apparatus with them, the contest was postponed to some future day at the Turner's Hall in this city. Sunday afternoon the judges of the contest. Peter Sens, W. J. Bliesnar and L. Breer of Los Angeles, came very close between Joe Backs and Alphonse Fossek, but after a long and interesting exhibition by the two young men, the judges finally decided in favor of Fossek, and he was awarded first prize. The second prize, a fine medal to be furnished by the head society in St. Louis, will be awarded to Backs. In the evening a social hop was given to the members of the society and invited friends, which was thoroughly enjoyed by all. The Turners propose giving an old-fashioned dance and Christmas tree, either on Christmas or New Year's, for the enjoyment of the members' families and invited guests. -The effect of the ordinance which went into force in Los Angeles the 1st of present month, providing for the closing of saloons on Sundays and after midnights, and for the removal of back and side entrances and private rooms, is not apparent to the general observer. Some of the saloons may be a little more circumspect, but the change is not such as to arouse any comment. For two years now Los Angeles has been attempting to control the liquor traffic. Los Angeles, from being the most distinctively Californian of the cities of the Golden State, has become since the boom, to all intents and purpose, an Eastern community. The new element moved in direction of liquor-traffic regulation, and the Council called for a vote of the people on the question of Sunday and midnight closing. The result was quite a large vote in favor of it. The ordinance was passed, but the saloons were by no means closed. A few which had little Sunday trade, shut their doors, but in a majority those who "know the ropes" had no difficulty in securing liquid refreshments, either through side, back or front entrances.
