SEPTEMBER 28, 1803 The State Board of Fish Commissioners has issued a bulletin giving its attorney's opinion as to the power of Supervisors to pass ordinances relative to close seasons for fish and game. The opinion holds that the Supervisors have no power to change the general fish law; they can shorten the open season, but cannot longthen it, and they cannot regulate nets and seines in a way to supersede the State law. In regard to game, Supervisors may make regulations which shall take the place of the State law, and should the needs of the county require a longer or a shorter or a different close season, they may prescribe this also. It must be borne in mind, however, that the regulations must operate to protect the game, and that the close season can be changed only when the needs of the county require it, or when to change it would be a protection to the game. Supervisors may legislate only for the county, and persons will be protected by the ordinances only so long as they are in that county. Under the general law of the State, shooting game and catching fish are allowed only during the following seasons: Deer, from September 1st to October 15th; quail, from September 1st to March 1st; doves, from August 1st to March 1st; wild ducks, from September 1st to March 1st; trout, from April 1st to November 1st. These open seasons, however, have been changed in some of the counties by local ordinances, and in such counties the local law provails. The open season in Orange county is as follows: Deer, August 15th to October 15th; doves, August 1st to February 1st; wild duck, snipe and rail, September 15th to March 15th. The finding of a human head in the bay at Sausalito, encased in thin wire, a couple of weeks ago, which was at first supposed to be the idle prank of some medical students, has proved to be the base of what is at present probably the most sensational murder case in the annals of crime in this state. Annie Culmour, a prepossessing young lady of Co-lusia, doing business in that city as a milliner, had gone to San Francisco to make her fall purchases. The finding of the skull in the bay has been the means of evolving a thread of circumstantial evidence leading up to her murder and the arrest of the man who killed by Burgess of Boston. He is now dead, and the Vigilant is the work of the blind naval constructor Herreshoff of Bristol, R.I. It was in 1831 that the schooner yacht America sailed for Havre and tierra for Cowes. The "World's Fair" was open in London, and the idea had occurred to some Americans that it would be well to exhibit one of our fore-and-aft rigged vessels. Nothing was known here at the time about the cup offered by the Royal Yacht Squadron for yachts of all nations. When the America arrived at Cowes her owners posted in the club-house a challenge to sail the schooner against any British yacht for from one to ten thousand guineas. No attention was paid to the challenge, though one match of twenty miles to windward and return with the schooner Titania, for £100, was made. The America declined to regard her as a representative vessel, and still asked for a national match. They were simply referred to the regatta, in which the America could be entered. The owners of the yacht decided to bring her home, but through the earnest advice of English and American friends they were induced to enter her. There were nineteen entries, and the America ran away from them all. May the Vigilant do the same with Lord Duravena's Valkyrie, and the stars and stripes wave triumphant forever! From L'Union Nouvelle of Los Angeles of Saturday last we take the following item of interest concerning this section: "M. H. de Villeminor of Paris is now in Southern California to take an account of the culture of the sugar beet for manufacture of sugar. The object of his visit is to see about the starting of a great sugar manufacturer at Anaheim, which project he has had under consideration for a year past." Mous. Villeminor is the well-known Paris seedman, whose house has furnished much of the beet seed planted in Anaheim this past season. He was the guest of Mr. Richard Gird at Chino last week, as we learn from the Champion of that place, and is expected to visit us before he goes away. This eminent French gentleman, who has come across the sea to invest a portion of his millions of capital in this richest of beet producing sections of the habitable globe, is the head of the well-known seed house of Villeminor, Andrienx & Co. of Paris, who produce the celebrated Villemin Amelior beet seed, which has demonstrated its entire adaptability to our soils to such a satisfactory extent. This house produces on its farms all kinds of vegetable and garden seed. Their laboratories have been established for fifty years, and for thirty years they have been perfecting the beet by the pedigree THE PRINCE IS DEAD. A room in the palace is shut. A few days after Annie Gilmour reached San Francisco, she disappeared, and the police, aided by members of her family, traced her footsteps to the office of Dr. Eugene West, where she went for the purpose of submitting to criminal treatment. Here she died, and the theory of the police is that Dr. West, who had been placed on the police list of criminal practitioners, in order to shield himself out the body up, placed it in the unfortunate girl's trunk and threw it into the bay. The head was washed up at Naussalito, and was about to be passed over as being the prak of medical students, when the friends of Annie Gilmour instituted an investigation, she having been missing for a couple of weeks, with the result that the grewsome find was positively identified as being a portion of her anatomy. Other portions of her body were subsequently washed ashore, and these have given additional evidence of the crime simultaneously with the announcement of the finding of the head, Dr. West disappeared hurriedly from his office, but was very cleverly captured by the police, and is now in jail. He protests his innocence, and declares that Annie Gilmour left his office alive some days after going there. He maintains that the girl's relatives cannot prove that she is dead. The strangest part of the whole affair is the fact that several other parties have called at the Morgue for the purpose of identifying, if possible, the head as belonging to female relatives of theirs who have lately mysteriously disappeared from their homes in San Francisco. The case is exciting great attention and promises to bring to light some very sensational details. Turk Orange County Fair Directors have done a very wise thing in awarding the pool privileges at the track during the coming races to Senior Cavarrubias of el pueblo de Los Angeles. Senior Cavarrubias is for honest sport every time, and although it is wicked to bet, those who patronize his pool rooms will find everything on the square—which we cannot say of the pools last year when George Peters and Auctioneer Walker manipulated them. To say that these two worthies were entirely incompetent to manage the pools is to put it very mildly indeed. On one occasion they sold first choice ($5) and the field ($2). Parties who bought the field were astonished to find, after the first heat, which was taken by a nag in the field, that this self-same horse had been sold for second choice for a dollar! The horse, if we are not mistaken, finally won the race. Mons. Villemorin will find a cordial welcome from our people when he comes. The interest taken in our section by this eminent gentleman certainly speaks very well of the sugar producing qualities of this section, and that he may see his way clear to establishing large refinery here this season, is the ardent wish of all. The name of R. Q. Wickham has been dropped from the columns of the Santa Ana Herald, and Mr. Bessae is now the editor and sole proprietor. We wish Editor Bessae all manner of prosperity in his new single-harness job, and hope that under his management the coffers of the Herald may be filled to overflowing, and remain so until after the settlement of the silver question. YORBA. Superintendent J. P. Greeley paid the school a pleasant visit last week. M. Lopez, who had been ill for some time past, died on the 25th instant. He was buried in the Yorba cemetery. Mrs. Beaty of the Olinda ranch left last week for a few months' visit with relatives in the northern part of the State. Miss L. Berlin went to Los Angeles to day to remain several days. Some of our farmers have already commenced to gather walnuts. The crops in this vicinity are fairly good this year, and the energetic small boy is looking out for a job. Gordon McGuffie, one of Yorba's rising generation, encountered a rattlesnake near the section home. Being a plucky little fellow he mustered up courage and slow the reptile. School has been suspended for an indefinite length of time. Miss Hazel Wood, the teacher, was called to the bedside of her dying mother. Miss Wood has the sympathy of all her friends and pupils in her great bereavement. Willard, Secretary of the forthcoming Irrigation Congress to assemble in Los Angeles on October 10th, in which he points out that this county and the various irrigation districts and water companies are entitled to delegates, and have not yet appointed the name. The Superior Judge of each county is asked to appoint two delegates to meet with the congress, and each corporation formed for the purpose of promoting irrigation is to appoint one delegate. The congress will be attended by hundreds of delegates from different sections of the country and abroad, and it is important that Orange county and our water companies be represented. The irrigation district and water company have each a delegate, and they should be appointed at the next meeting of the Board of Directors. Judge Towner has not as yet named the delegate from Orange county, but will probably do so shortly. With the safe arrival on this side of the yacht Valkyrie preparations are going forward for the race with the Vigilant for the America's cup. We have now held the America's cup for forty-three years, and, if we mistake not, in all the contests for the cup since that time the English yachts have taken but one race out of the three sailed in each contest to determine the yacht's superiority. In the last three contests we were represented by the Puritan, which beat the Lionesta, the Mayflower, which defeated the Hatcha, and the Volunteer, which defeated the Thistle. While I was struggling desperately to force my way through the throng and reach the spot, the ropes were stripped from the prisoner, a slip noose in the grapevine thrown around his neck, and he was dragged away to the designated spot. One end of the vine weighted with a small stone was thrown over a huge limb. The jury seized it as it fell and pulled with might and main. The doomed man rose, wildly kicking and struggling against the background of blue sky. He was already several feet in the air when a hitch occurred. The jury gave a jerk. With a snap the grapevine broke, piling them in a heap on the ground. In an instant Nicodemus was making for the woods, descending the hill 20 feet at a bound, with half the grapevine standing out straight behind him, and the whole crowd, Uncle Cephas in the van, in headlong pursuit. Before 100 yards were covered it was clear that Pop Castle would witness no hanging that day, and in half an hour the breathless, baffled crowd was back again seeking what consolation the cool spring water could afford. Whether it was an accidental break in the grapevine or whether the shrewd old man while trimming and "sooplin" gave it a nick it was impossible to say, although there was plainly a twinkle in Uncle Ceph's eye when his gaze met mine on his return from the chase.—David Dodge in Kato Field's Washington. Character In Nicknames. When Austria was only a dukedom, there were three rulers who won for themselves the respective titles, "Catholic," "Glorious" and "Warlike." The first was perhaps a religious man, like Ferdinand the Catholic of Spain. The second may have been like Lorenzo the Magnificent, and the third a great warrior. And so from these titles or nicknames we have likewise some idea of the conditions of the people while these dukes ruled. France has had a most wonderful assortment of kings. One was the Little and another the Bold. One was the Stammerer, another Simple, while a third and fourth were Indolent and Fair. These names are descriptive of the kings themselves, but it is hardly to be supposed that a king who was indolent or simple did much to further the interests of his subjects. But when we find Robert II called the Sage we realize that he ruled wisily, and that the people were better off for it.—Chicago Tribune.
