AT THE MERCY OF CONGRESS
Besides the silver question there are others that are crowling to the front for adjustment. It has been given out that one of the first acts after disposing of the silver question would be to repeal the bounty on sugar.
Asa Fiske, writing for the Arena, sets down the world's supply of sugar at 6,400,000 tons, of which 3,800,000 tons are made from beets and 2,600,000 tons from cane.
The United States consumes 2,000,000 tons, or about seventy pounds for each person.
About 1,400,000 tons of sugar is set down as the annual import into the United States, at a cost of more than $125,000,000.
It is provided in the present law that the prohibited in hunting the animals, and provision is made to examine all skins at the San Francisco, Victoria and London custom-houses, and to confiscate all pelts showing that hewarms were used in the killing of the scale, another powerful safeguard is secured against their illicit slaughter. He cheerfully concludes that the United States have got more than they asked for. They not only got a close season in Bering sea, but a close season in the Pacific ocean as well. We are required to make compensation to those sealers that were seized before the modus vivendi went into effect, and the amount we shall have to pay will depend greatly upon the rules by which the Court of Claims may be governed. We can hardly believe that consequential damage will be allowed to figure in the amounts awarded.
ORANGE SHIPMENTS.
The shipments of oranges for the season have ceased, and the figures show a very satisfactory increase over last year. The opinion had been expressed that the falling off in the output of citrus fruits would be large this season, and although no reason was given for this belief, the statement was generally accepted. The comparison of this season's figures with those of last year are therefore, eminently pleasing.
For the season of 1891-2 shipments from Southern California were 917,717 boxes, or 3,212 cars of ten tons each. Of these there were shipped by the Southern Pacific Company 477,000 boxes, or 52 per cent. of the entire crop; by the Santa Fe system, 440,-717 boxes, or 48 per cent. of the entire crop.
The figures for 1892-3 show a remarkable increase. The total shipments by rail were 1,947,272 boxes, 7,818 cars of ten tones each, or over 200,000 boxes more than double last year's output. Of this amount the Southern Pacific Company shipped 1,245,044 boxes, or 64 per cent., and the Santa Fe system carried 705,000 boxes or 36 per cent.
This is the best showing that citrus growing has made in Southern California, and at this time is calculated to encourage shippers.

could be found opposed to the law. California leads all other States in the Union in
the production of beet sugar. It is certain
that the output of last year (about 43,
500,000 pound) will be greatly increased this year. The acreage is known to be greater,
and the capacity of some of the
sugar mills has been considerably increased.
The increase of production in this State from
about 8,000,000 pounds in 1891 to five times
that amount ormore for the present year,
is largely due to the present bounty.
This bounty is allowed to remain for the
specified time it is estimated that there will
be not less than 1,000 beet sugar factories
established in the United States. Each factory would consume something like 450 tons of beets per day, requiring at least the cultivation of 5,000 acres for each, or 5,000,000 acres in all. These are the figures of one of the best known industrial writers in the country. They may be considered as ap proximations to the facts. The estimate with 1,000 sugar beet factories in the United States 13,000,000 persons would have employment for a part of the year is rather large. At at the time anticipated this country will probably be exporting sugar.
The amount low paid for foreign sugar
about equals the exports of wheat and flour.
For a long time past the demand has been
for a greater variety of crops. There is a surplus of wheat and corn, which has to be sold in foreign markets for whatever it will bring; but there is a great deficiency of sugar. The deficit of $125,000,000 in value must be bought of foreign countries and paid for in gold; but in a few years, if home production is not increased, the imports of sugar will go up to $150,000,000, and above that amount if the present prices are maintained. If to the present cost of foreign sugar there is added thaamount paid to bring it to this country in reign bottoms, the average cost per annum estimated at $145,000,000.
If the present bounty is maintained to the limit of the present law, it is believed that the United states will be the sugar country of the futus. Every known improvement in beet-sugar manufacture in Europe has already been introduced in this country, while some improvements have been made here in machinery, making it the most effective in the world. In Germany land suitable for the production of sugar is worth from $250 to $750 anacre, while the cost of fertilizers is set down at about $25 anacre. The product does not exceed 13 per cent, while the average product in this country is much higher. The cost of fertilizers thus far has only been nominal. Is not such an industry worth preserving and fostering to the full extent of our present bounty?
What would be the effect of turning this $125,000,000 or more now paid to foreigners in gold coin, into the pockets of the producers of this country? But it is this industry.

A man at El Monte saw an advertisement in an Eastern paper offering to give, or receipt of $1, valuable information about raising beets. He sent the dollar, and expected to some ideas on the subject that the best were had never thought of. In due time got the reply: "Take hold of the tops and pull for all you are worth."
The Chinese Embassy, which has been in San Francisco about a week, left for Washington a few days ago. There were 78 people, 100 tons of baggage, and the Embassy stopped while in San Francisco, were $400 per day. It is reckoned the Embassy spent $10,090 in the city during its stay.
A Comstock bride in the sleeping car started to get a drink of water the other night near Colfax. "When I come back," she said to her husband, "stick your foot out of the berth so that I shall know which one it is." The conversation was audible. When she returned a masculine foot protruded from nearly every berth.
Luther G. Brown, the Pasadena school teacher who hit William Murray on the head with a spade at El Modena August 8th, had a hearing before Judge Humphrys at Santa Ana last Thursday. HEAVY INCREASE IN THE PRODUCT
OVER LAST YEAR—BUT THE FUTURE OF THE INDUSTRY DEPENDS ON CONGRESSIONAL LEGISLATION.
According to the report of the Commissioner of Internal Revenue, recently published in the Washington dispatches, the total product of beet sugar in the United States for the year 1892 was 57,200,000 pounds, which was produced on 24,793 acres. By States the output was as follows:

The increase of California over 1891 was greater than the increase of any other State, and the average yield an acre far larger.
"What are the prospects for the best-sugar crop this year?" asked a San Francisco Call reporter of J. D. Spreckels the other day.
"First rate. We will start up our works the first week of September," said Mr. Spreckels, "and we are certain to have enough beets to keep us going for our usual season of six months. The crop, however, will be late this year. Planting was delayed because of wet weather, and many fields were washed out, but there was ample time for replanting. The crop is now past all danger, and the farmers are now waiting to allow the sunny weather to improve the quality of the beets now in the ground.
This sunny weather which has prevailed for the past two months increases the saccharine substance of the beet, which adds to its value. I think the quality of this year's crop will be very fine, because the weather ever since the late planting has been all that could be desired. Besides that, the farmers have been very careful with the culture of the beets."
"What is the acreage this year compared with last?"
"Much larger. We expect to turn out 7,000 tons of sugar this year, as against 5,695 tons last season, which means the product of 70,000 tons of beets. I cannot speak authoritatively for the fields in San Bernardino and Alameda counties, but I am informed that the increase in acreage there will be about the same as in the fields at Watsonville."
Asked to give a forecast of the future of the sugar beet industry in this State, Mr. Spreckels said: "All depends on the tariff legislation in Congress. California produces more beets to the acre and of better quality than any other State in the Union or the most favored portions of Germany. We could raise enough to supply the United States, and then bring into cultivation only a part of the soil adapted to beets. But you may safely set down that no more factories will be erected in this State until the policy of Congress is determined.
There is a feeling among the leaders of the party in power that the bounty on sugar ought to be removed. If this be done without compensating legislation, there will be rarely thought needful.

Marcus Felts, who ran away with the daughter of Henry Friend of Hay Fork, in the northern part of the State, last week, was taken before a Justice of the Peace on the charge of abduction, and he was discharged. The girl went home with her father, where she promised to remain until she is 18 when she says she will marry the old beggar.
The news of the death of A. W. Potte, who breathed his last at Catalonia last week, has excited general regret throughout Southern California; Mr. Potte was a whole-soled pioneer, distinguished for his generosity and kindness of heart. He had a host of friends, and was one of the most popular men that ever lived in Los Angeles county, and for fourteen years in succession he filled the position of County Clerk of that county. He also served four years in the capacity of Bank Commissioner.
The arrival at San Francisco Saturday of two overdue ships—the Celtic Chief and Harland—from Calcutta, caused a collapse in the grain bag market. This will be good news for the farmers. The two vessels brought an aggregate of 3,900,000 bags. The price of bags for immediate delivery, which had been up to 74 cents, fell to 74 cents, but offers to sell those on board the Harland, deliverable next week when the vessel discharges, were made at 64 cents. Lower prices are expected.
The Pacific Insurance Union has adopted a resolution raising rates 50 per cent on all classes of insurance upon property situated within the corporate limits of the city of Fresno, and also agreeing to insert in all policies for that city a "three-fourths value" clause, which exempts the companies in case of total loss of property from paying more than three-fourths of the total amount of insurance. The new rates take effect September let. The Executive Committee of the union is also considering a plan to raise insurance rates 50 to 100 per cent on all policies used for the counties of Fresne, Tulare, Kern, Kings and Madora, also with the insertion of the three-fourths value clause.
Representatives of the Brotherhood of Engineers, the Brotherhood of Firemen, Order of Railroad Conductors, Brotherhood of Railway Tractionmen and Switchmen's Mutual Aid Association met at Nashville, Tenn., last week to canvase a vote of the members of each organization taken on the proposition to reduce wages on September 18th recently made on Louisville and Nashville roads. The members of each organization voted overwhelmingly against accepting the reduction. The Executive Committee was authorized to meet the company half way by asking that a definite time be fixed when the reduction should cease. The men say that every branch of the service has been thoroughly organized, and they are prepared for a long strike unless a compromise is effected.

But if the tariff principle set forth in the Chicago platform shall be put into effect it is more than likely that the duty on sugar will be restored in order to get enough revenue to meet the 'expenses of the Government, economically administered.' In this case California sugar beets will have better protection, or quite as good, as under the bounty law.
"So we are all waiting to see what Congress will do. Our company has nearly enough new machinery at the works to establish another refinery, which we could put into operation at short notice. We should it running this season were we assured that the present law would stand. The factory at Chino is in the state of doubt.
