NEW LAWS ACTS WHICH PASSED THE LEGISLATURE AND HAVE BEcome LAW. Among the bills passed by the Legislature the following have been signed by the Governor and are now law: Act creating sanitary districts and enabling the same to issue bonds for the construction of sewers, etc. Making it a felony to sell liquor to Indians or common drunkards. Prohibiting the sale of lots unless down on the maps. Prohibiting prize-lighting. Providing for the sale of property to collect delinquent taxes. Giving supervisors or trustees of municipalities the right to regulate work on streets and sidewalks. Paying claims of C. C. Rochford. Providing for the revision of the State series of text-books. Preserving Sutter's Fort. Paying the claims of McGowan & Butler for work done on the Mendocino Asylum. Building an additional building for the use of the State Normal School at San Jose. Providing for working convicts upon public roads. Authorizing the acquisition of sites for camps of instruction by the National Guard. Authorizing the payment of claims against the State. Amending the Political Code relative to the National Guard. Regarding the right-of-way to the California Southern Railway Company over the San Bernardino Asylum grounds. Amending the Political Code relative to acting as an insurance agent or solicitor. Quotclaiming to heirs of Sallie C. Perry city-slip 116 in San Francisco. Amending section 4,085 of the Political Code relative to the protection of overflowed lands. Defining the qualification of electors. Creating an additional Judge in Fresno county. For the maintenance of public highways. Providing for the appointment of road overseers. Providing for uniform signals to be used at the shattles of mines. Establishing anew the Supreme Court Commission; $67,000 to pay the salaries. An additional Superior Judge for Alameda county. Adding to Civil Code, Part 4, Division 1, so as to provide for consolidation of colleges and higher educational institutions. Approving the new charter of Sacra- so that he may retain it from the sum he is to pay to the State, etc. Providing that claims on contract or for negligence against the State not allowed by the Board of Examiners may be sued upon filing a bond to secure costs. Amends Act authorizing municipal bodies and towns to refund indebtedness, so as to conform to the constitutional amendment relative to 40-year bonds instead of twenty For cities of the first class. Regulating the practice of pharmacy and sale of poisons. Relative to education of practitioners of dental surgery. Fixes penalty for violation of the Act at time or imprisonment in jail. The fines to go half to the informer and half to the school fund. Amends section 1,668, Code of Civil Procedure, relative to proceedings for distribution of estates of decendants. Amends section 164 of the Civil Code, relative to community property, separate property and actions relative to conveyances of property by married women. Amends sections 1,577 and 1,578 of the Code of Civil Procedure, relative to mortgages and leases for benefit of estates of decendants or incompetents. Providing for payment of interest on State bonds held in trust for the University fund, and repeals Act of March 4, 1881, concerning reimbursements of the University for money by mistake misappropriated, etc. Amends Act of March 14, 1889, relative to selection of Commissioners for parks, and reports of such boards and duties of same. Amending the Act to provide for the completion of all unfinished county, city, city and county, town and township buildings in the several counties throughout the State. This bill has special relations to the new City Hall in San Francisco. Providing and regulating the manner of making payment of fees, commissions, percentages and other compensation for official services, and of fines, penalties and like imposed. Amending section 362 of the Civil Code; relative to amending articles of incorporations. Adding a new section to the Penal Code, to be numbered 538, relating to misrepresentations as to circulation by proprietors of newspapers and periodicals for the purpose of obtaining patronage. Authorizing Justices of the Supreme Court to appoint a librarian for said court, and to fix his salary. Making an appropriation for editing the manuscript of the State Mineralogist for the two years ending September 15, 1892. Goucher's irrigation bill. Providing for payment for advertising the San Francisco Depot Act. Providing for the payment for advertising constitutional amendments. Defining the qualification of electors. Creating an additional Judge in Fresno county. For the maintenance of public highways. Providing for the appointment of road overseers. Does not affect Assessors for collecting personal property taxes, or mileage allowed treasurers in making settlements with the State. Making it a felony to influence directly or indirectly by threat, force, unlaw or bribery any elector in voting, or to disturb or deceive any elector as to his ticket, or for any officer of election to induce by menace or rowward any voter to vote differently from his desire. Fourth Police Court for San Francisco, established and jurisdiction defined. The Purity of Elections Bill. Street railway franchises not to be granted within ninety days preceding a general election, or seventy days next succeeding one. Forbidding combinations to obstruct sale of live stock. Adds section 3,819 to Political Code. That one may pay taxes under protest, and claim that the assessment is void in whole or in part; may within six months bring suit under the protest. Providing a system of street improvement bonds (and for their payment) for cost of street work. Amending the Act of March, 1889, establishing a School of Industry. Government of the school to be in a board of three trustees. Prohibits them being interested in any contract for the school. Trustees to plan the conduct of the school. Immates to wear military uniform. Convict stripes for bidden. Providing for police courts in cities of over 30,000 and under 50,000 population, so as to establish office of Prosecuting Attorney, to be appointed by the District Attorney for two years; salary, $2,000. Certain tide lands in San Mateo county dedicated as public grounds. All grants and franchises hereafter for street railways to be under guarantee that mail carriers while on duty may ride free. Does not affect railways already operating under city or town franchises. Section 80 of Act of 1880, relative to insolvent debtors, amended so that the insolvent may have set aside to his use property by law exempt from execution, a homestead, as provided by section 1,465, Code of Civil Procedure. In effect in thirty days. Amends section 159], Penal Code, making it a misdemeanor to advertise to procure a divorce or nullity of marriage. For redemption of State funded debt bonds and transferring $120,000 from the General Sinking fund to the Interest and Sinking fund. Amends section 1,368 Code of Civil Procedure; that if any one entitled to administration is a minor or incompetent, letters must issue to his or her guardian or any other person entitled to letters, in the discretion of the Court. Adding a new section to the Penal Code, to be numbered 538, relating to misrepresentations as to circulation by proprietors of newspapers and periodicals for the purpose of obtaining patronage. Repealing the Act to provide for the erection at San Quentin State Prison of a building for the accommodation of insane prisoners and making an appropriation therefor. Providing for a volume expository of the products of California at the World's Fair at Chicago. Relating to the duties of highway officers. Authorizing the State Printer to have prepared an index to all laws of California. Quitclaiming to James Bowman, San Francisco water front lot No. 415. An Act entitled, "An Act to prevent the sale of short-weight rolls of butter." CONSTITUTIONAL AMENDMENTS. Assembly Constitutional Amendment No. 12, to amend Section 17, Article I, relative to alien owners of real estate and inhibiting alien ownership of reality. Assembly concurrent, relative to action pending in Supreme Court involving taxation of railroads. Both the latter are to be submitted to the people at the next general election. A Great Industry. Mr. A. C. Fisk, President of the Colorado Beet Sugar Convention, says in a letter to the Delta Independent: We should enter our protest against the repeal of the bounty law and use our influence with the Legislature of this State to memorialize Congress against its repeal. The erection of beet sugar factories would more than double the value of our lands and give employment to a large number, and stimulate every industry in the State. We import 1,600,000 tons of sugar into this country every year, for which we pay $165,.000,000. The bounty on this amount of sugar would amount to $65,000,000 per annum, and this money would be distributed at home among the producing classes instead of being sent abroad. It would require 700 factories to produce the amount of sugar we now import; of this number Colorado should have at least 100, that would require in their construction $30,000,.000 of foreign capital; each factory would consume daily 500 tons of beets, 80 tons of coal, 60 tons of coke and tons of limestone, and would turn out about 70 tons of refined sugar. From careful estimates it is believed that each factory would give employment directly and indirectly, in the cultivation of the beets, hauling them to the mills, mining and handling the coal and limestone and burning the coke, to about 13,000 people; 100 factories would therefore give employment to about 1,000,000 people, and probably... vent may have set aside to his use property by law exempt from execution, a homestead, as provided by section 1,465, Code of Civil Procedure. Amends section 2,691 of the Political Code, relative to highways. Awards for laying out, etc., of a road to be paid out of District Road fund, except that which may be paid by interested parties; and, except when payment would be burdensome, a portion may be paid from the General Road fund on two thirds vote of Supervisors, but not to exceed 10 per cent of General fund shall be so used in any one year. If the road is in more than one district the award and costs to be apportioned. When money is paid by any interested party it goes to the credit of either fund in the discretion of the Supervisors. Every one employed at labor is entitled to one day of rest out of seven. Unlawful except in emergency, to require men to work seven days in succession. Goes into effect thirty days from February 27th. Fixing price at which jute goods shall be sold by State. The Prison Directors are to fix the price, but not in excess of one cent a bag over net cost of production, exclusive of prison labor. To be sold only to consumers direct. No one order to exceed in one year 5,000 bags, except by request of Warden and unanimous approval of directors. Orders to be filled in order of receipt. But after June 15th of each year orders may be filled for larger quantities to actual consumers. Orders of farmers to have precedence. Ten per cent of purchase price to accompany order; balance on delivery. Orders to be accompanied by allidavits setting forth amount of goods wanted, and that they are for personal use of applicant. Section 3,868, Political Code, is amended. The County Auditor is each month, between the last and 10th, to make duplicate verified report to Controller of amount due the State from each particular source of revenue up to first Monday of month in which settlement is made, except principal and interest received on account of State school lands, which are to be reported up to end of previous month. Amends section 3,866, Political Code, so as to save cost and trouble of transferring funds back and forth between County Treasurers and State Treasury, substituting system of notifying the County Treasurer of the amount of school money due his county, over twenty million pounds of Hawaiian sugar were received in San Francisco last week. Last Monday nine vessels arrived from the Hawaiian Islands with 15,000,000 pounds of sugar. On Tuesday another came in, one of the largest in the fleet, with 3,300,000 pounds. Wednesday the regular mail steamer arrived with 2,400,000 pounds more, making 20,700,000 pounds of sugar received from that source in three days, equal to one-tenth of the total crop. There are twenty more vessels engaged to follow, all of which will probably arrive with their cargoes in a few weeks. The arrivals are timely, as the San Francisco refinery will soon be out of the material to meet the active spring trade which will commence next month. For the following four months the refinery will have about all it can do to satisfy the demand for refined sugar, which is distributed all over the Pacific States and Territories.
