Anaheim Extension; $2,500. enormous increase of late years in the annual payments on account of pensions has convinced of the necessity of this even those who are most disposed to treat the veterans of the war and their dependants with liberality. Within the past fifteen years the pension list has risen from a total of about thirty million dollars to an aggregate of nearly six times as much, nor is there any reason to suppose that even now the maximum has been reached. Thousands of claims are still in process of adjudication. New ones are coouthually being filed, and, as judging from the experience of the past, the number of the pensions expiring is not nearly so large as the number of the fresh ones issued, it will not be long at the present rate of increase before the United States will be paying its pensioners two hundred million dollars a year, or nearly one-half the total income of the country. Obviously, a point must some time be reached, and apparently it will be reached soon, when the hitherto steady expansion of the pension appropriation must come to an end. The great American public, in homely parlance, will get its back up one of these days. It will revolt against devoting little less than fifty per cent of the money raised by Federal taxation to the benefit of a relatively small class of the community, and when that change of sentiment takes place legislation under its influence is likely to pass from the lavish expenditure of today to just the opposite extreme. For that reason a revision of the lists at the present time and a codification of the laws under which pensions are granted is in the interest of the pensioners themselves, or at least of those of them who are fairly and honestly entitled to the sums they are receiving. The work is one of great magnitude and difficulty, but it can be done and it ought to be entered upon without any avoidable delay. It has been suggested that the Pension Bureau be placed under the charge of the War Department, and there is no apparent reason why it should not be done. Certainly it would be an advantage every way to have pensions taken out of politics, for the combination of the two has been a fruitful source of abuses. It is now vorging on old age, and with its poles covered by everlasting ice, it may be likened to a body whose extremities are bleached and paralyzed with years. Even in the geological period, which immediately preceded our own and which is known as the postpliocene or quarternary, great changes took place, and man has been a witness to them. The rivers of to-day are more brooks compared to what they were then, and in North America we can trace the shore lines of immense quarternary lakes which no longer exist.
